1 Woodmere-Trentwood Property Owners Association Minutes of Board of Directors Meeting December 12 th, 2017 Directors Present: Steve Sohinki,, Scott Erickson, Bill Elliott, Paul Perks, Leslie Orlovsky, Warren Garbe, Louise Spofford Absent: Carolyn Schaeffer 2018 Elected Directors: Larry Hrvatin, Karen Kennedy, Sara Napier The meeting was called to order at 3:00 PM by President, Steve Sohinki, at the Carolina Trace Country Club. Minutes of the November 2017 Board Meeting were approved via by directors and posted on the website. Treasurer s Report (Scott Erickson) BANK BALANCES At the end of November 2017, the POA accounts at First Bank had the following balances: Oct Balance Transactions Nov Balance Checking Account $2, /50 deposited Sedgemoor Obligations paid (736.49) Money Market 33, Interest 2.75 Road Reserve Fund (RRF) 5, Interest 0.48 $ 1, $33, $5, Payments Vendor invoices paid in the month totaled $ This included $ for mowing. POA Bank Total $41, /50 Income from 50/50 was $ Year to date the income from 50/50 is $1, Annual Dues No dues payments were deposited. Year to date dues payments of $152, have been deposited. Budget Income in the budget for the year is $152, versus actual income of $156, Total expenses year to date are $136, leaving net income of $20, We owe $10, for the last liquid

2 road payment (which we will not pay this year because the final repair is now scheduled for the spring of 2018) and $10,000 for the General Reserve. Reserves The Road Reserve Fund (funded and held as a separate account) is for the maintenance and repair of our roads. The General Reserve was created from all past net income and can be used for any project. We can draw on the reserve to pay for projects postponed from 2016 and new projects in Secretary s Report () Annual Meeting minutes were approved and they are posted on the website along with the Board Presentation. Committee Reports: Roads and Grounds (Paul Perks) Roads: The contractor returned and painted the roads where necessary and agreed that areas still requiring attention will need to be fixed next spring when the weather is warmer. Entrance to POA: Terry Schock and Paul fixed the lighting I removed the Halloween/Fall items and put them in storage in the shed at the recreation area. A group of volunteers joined me to put up the Christmas decorations. I also attempted to fix the lights in the wooded circle at the entrance, several are now working but those that aren t might need to be replaced. I will look into these in the next few weeks. Country Club issues: There has been no action regarding the leaning tree near the roadway between Creek holes 11 & 12 and the blocked culvert the Creek 11 Tee Box. There appears to be a dispute as to who s responsibility it is to clear the culvert and whether the club is responsible for the tree removal. Warren mentioned he is trying to obtain a copy of the document conveying the golf courses and adjoining property to determine who in fact is responsible for what in our POA at which time we can take the necessary action. Projects pending: 1. Clean-up of perimeter of the Pool area, including tree removal of overhanging and dead trees and cleaning out the brush. Also trimming of the Bradford Pear Trees and Crepe Myrtles. Is scheduled for early November, I followed-up with Phil Stone but to date he has not called me with the time frame for this. 2. The leaf/brush pick-up has been scheduled with Bobby Branch for December 12th. The flyer was printed and distributed to all homeowners. I received the bill from Bobby Branch for the removal of the trees overhanging Chelsea Drive and I will send copies to the respective lot owners for payment. Discussion: The Board approved an expense up to $500 for replacement of water logged electrical boxes and lights at the front of the POA. The expense will be split 60:40 between W-T and Sedgemoor. Leaf pick-up is scheduled for the first week in January. There seems to be disagreement between CTCC managers regarding maintenance of the culverts in Creek 11. It was recommended to schedule a meeting with CTCC managers and

3 document what their commitments are regarding this issue, so all CTCC employees can be informed of what is expected from them. The CTA Roads and Grounds Committee has hired an Engineer to study remediation of the sink holes and shoulder issues at the entrance to the POA. A report will be presented to the POA Board for review. Recreation (Louise Spofford and Bill Elliott) No report Discussion: Josh will be doing the re-grouting of the pool and installing the new pumps in the pump room early in Bracelets will be issued to POA residents to use as identifiers when using the pool in People without them will be asked to leave the pool area. Social Care and Welcome (Carolyn Schaeffer) GREETER: The Gate Report shows no new or deleted residents for the month of November. There were no visits by Joyce during the month. EVENTS: Our annual Active Military Appreciation Dinner was hosted by Jerri Hey and Marie and Jerry Manning. There were a total of 104 registered guests, which included five military couples and their spouses. Marie and Jerry Manning emceed a wonderful patriotic program. The evening began with the Pledge of the Allegiance and then he five military couples and one spouse were introduced along with their resident sponsors. Next, the Veterans were recognized and asked to stand when their branch of service was announced. After dinner, Birthday, Anniversary, 50/50 and golf winnings were announced. C.A.R.E.: We are sorry to report that we lost two neighbors this month. They were, Ray Doty, Peggy Scott's father and our dear friend, Todd Spofford. Architectural (Warren Garbe) One (1) Request for Construction Approval was received and approved in the month of November. 595 Chelsea Drive - New hand railing on front steps; work completed. No (0) Requests for Construction Approval were active during November. Miscellaneous construction items. 791 Cashmere Court Received drawing for project to cover patio area and enclose with screening. Building permit was approved. Waiting completed Request for Construction forms. Discussion: Warren is preparing a document highlighting the boundaries of the areas owned by W-T POA and CTCC to better plan for maintenance of common areas.

4 CTA Report (Leslie Orlovsky) Leslie was not able to attend the November CTA meeting due to illness and was unable to arrange for another person to attend in her absence. This report is drawn directly from the CTA Secretary s minutes. Financial Report: Approximately $174, has been spent on legal expenses in connection with the Little River Quarry appeal. CTA has negotiated a payment plan for legal expenses of $!0,000/month. CTA was not able to get approval from the bank for a $200,000 line of credit. Committee Reports: Security & Safety: An emergency operations plan has been finalized and will be distributed at a later date. CERT will conduct a winter storm exercise on November 14th. Conduct issues at the North Traceway/Cox Mill Road bus stop continue to be a problem and parent supervisor volunteers are still needed at that location. There was a discussion regarding concerns about gate guard training and gate operations at the entrance. Traceway Roads & Maintenance (TRAM): Finishing details on Stonegate Pond were discussed, including installation of the sluice gate before allowing the pond to fill up. Directors voiced concerns over several trees on Traceway South. Better signage at the intersection of Traceway and Highway 87 was recommended, as was more striping in areas of poor visibility. Residents should change their batteries yearly and even change the entire unit every ten years. The fire department asks that they be advised of roads with low, overhanging branches and they may help with removal for their own vehicle clearance.

5 Old Business: Little River Quarry: Oral arguments were heard on November 1st, with a good turnout from the public. A decision may be forthcoming before the end of the year. Lee County is expected to extend the mining moratorium for another two years at the November 13th meeting. New Business: CERT Training: A CERT Training Course will be offered this spring.
