1 January 18 th, 2011 Meeting Minutes Present: Chuck Swallow, Karen Rosenthal, Erica Lockhart, Allen Stock, Tom DeVries 6:30 Chuck calls meeting to order, Tom 2 nd a. Minutes from December: Chuck motion to accept, Karen 2 nd b. Court: 3 paid, one setup payment structure, one paid with clerk, one continuance to Feb 11th c. Bids: RLM only call received d. One Home Owner clarification: March 11 th trial e. Website: Do we need this? Put in newsletter and discuss at annual meeting f. Black SUV: still trying to determine owner regarding speeding and erratic driving a. Newsletter: Chuck will finish b. Drainage Board: chuck spoke to Kevin, more water in Arran Quay than ever. Minutes from March: Tom will send out b. Annual Meeting: Sunday, be there at 1:30 a. Liens: have 30 days to get added to bankruptcy for last home, will file lien for 2010 and 2011 b. Drainage Board: still no results, will discuss at annual meeting regarding legal filing c. Common Areas/Front Entrances: planting to occur Friday d. Late Fees: need to review a. March s Approved b. Minutes: 1) March: Chuck motion to accept, Erica 2 nd 2) April: Chuck motion to accept, Erica 2nd b. Board Positions: wait for next month for all to be present c. Annual Meeting Open Discussion: 1) Detention Ponds: Kevin called, cut hole in sandpipe, will bring up at board meeting to regrade and reseed 1. need to check grates 2. Will get rebar on Lennox fixed by street department 3. Will look into pipes sticking in sidewalks 4. Sump pump connections 2) Easement Area (woods) Signs 1. No signs at ponds, do not want to encourage people walking back there 2. Send letter to homeowner about kids going through yard to wooded area 3) Solicitation of Churches: need to check on this 4) Capital Improvements: Don t need 2/3 vote. The 2.3 vote is only required for a special assessment for a capital improvement d. Garage Sale Signs: Simco or Signs by Design, want 4 signs, double sided, Chuck will look into this e. s: 1) Dog barking: will include in newsletter again 2) Pool: if plans submitted we will allow a hearing f. Nesletter: need to mention dog problems and the garage sale g. Late Fees: Anyone after April 1 st needs to pay the late fee (per covenants will give 30 days after due date). Minutes from April 28: Chuck motion to accept, Allen 2nd b. Board Positions: all same, but Benjamin accepts as Treasurer c. s: 1) Late fee need to pay 2) Pool: still no plans d. Nesletter: will only have 3 per year, Jan, May and Sept. Erica will put together for May to include dogs and garage sale e. Late Fees/Small Claims Court: 20 people owe, 8 owe late fee. On 25 th go to Small Claims Court f. Common Areas: will get bids for pavilion, benches, playground a. Minutes from July: Chuck motion to accept, Allen 2nd b. Board Positions/Responsibilities: Wait for next meeting to vote 1) President: Set agenda, handle legal issues, oversee meetings including annual 2) Vice President: Setup contracts, Receive/review bids, Backup President 3) Secretary: Take minutes 4) Tresurer: Financial reports, s regarding dues for closings 5) Newsletter: Create and mail out newsletter 6) ACC: Run committee, review plans, hand-out violations 7) Open: Assist where needed c. Common Areas: RV not mowing and not fertilizing. Chuck to continue following up with them. Will not renew contract for next year a. Drainage Board: graded, seed and hay down on Arryan Quay. Drainage: legal documents for Blarney Stone finished but county will not perform any of the work. Will determine next meeting if we can take further action b. Small Claims: need to file for 10 people, wait until next month c. Newsletter: due next month, wait for potential board positions changes. Possible letter to homeowners instead of newsletter. d.
