1 Minutes of the October 12 th, 2000 Northern Heights Board Meeting A. Call to order The meeting was called to order at John s house. Board members present: Rick Stroebel, Meredith McEachern, Mohammed Farook, John Roberts, and Fred Keske. B. Introductions Julie Jiminez from 1331 Roma. C. Previous Meeting s Minutes The minutes from the August 10 th, 2000 meeting were read and approved. The minutes from the September 7 th, 2000 meeting were read and approved with corrections. D. Correspondence Larry Crandall submitted a list of potential CC&R violations (see below). Someone (anonymous) contacted the board about a rusty car at 3917 Aaron Ct. Lynn Evich called about broken swing and loud kids in playground. Barkley Hills Assn contacted Julie. The board designated her as acting representative to BHA. E. Discussion of CC&Rs, Bylaws and Violations Joe Cardinale s boat and camper is exposed at 1302 McLeod. One of the trees planted to screen the boat is dead. The board agreed to notify Joe to replace the dead tree. There is a car covered with a tarp at 1385 McLeod. The board agreed that since it is running and licensed, it is okay for it to be covered. There an abandoned blue car on the East Side of 1318 McLeod that has been there since July. John will check into this. There is an old hot water heater and car battery exposed at 3921 Aaron Ct. since March. The board will check into this. The boat at 3972 Darcy Ct. is still exposed. Board members will meet with Jim Elvian on Saturday, October 14 th to discuss a solution. There is a boat exposed at 3935 McGrath on the north side of the house. A board member will check on this. Jet Ski is exposed at 3920 Aaron Ct.; John will contact the homeowner. F. Treasurer s Report It was moved and passed that the Treasurer s report be approved as presented. Total Cash in accounts. G. Discussion of Newsletter Ideas for the next newsletter: Parking on the sidewalks, respect the Children s playground. H. Reports from Committees Landscaping Report: The present landscaper has submitted a bid for next year that is $17 higher than this year. Rick will get a bid from Luxury Landscapes, the outfit that will cut down the trees in the detention pond. All homeowners dues have now been collected. Page 1

2 I. Old Business It was moved and passed that Luxury Landscapes will cut down the trees in the detention pond for $ J. New Business Meredith will mail the Notice of the Annual Meeting on October 18 th. Rick will try to attend the school board meeting for the new elementary school that will be held on October 19 th. The board will meet on Saturday, October 14 th to finish pruning the trees and to see what repairs are needed in the Children s playground. K. Establishment of Next Meeting Date The next board meeting will be determined after the annual meeting on November 9 th, L. Adjournment The meeting was adjourned at 9:10pm. 3 Minutes of the November 14 th, 2000 Northern Heights Board Meeting A. Call to order The meeting was called to order at John s house at 7:20pm. Board members present: Rick Stroebel, Meredith McEachern, Mohammed Farook, John Roberts, Julie Jiminez, and Fred Keske. B. Introductions John Mortensen and Karen Valderama were visiting. C. Previous Meeting s Minutes The minutes from the October 12 th, 2000 meeting were read and approved. The minutes from the November 9 th, 2000 annual meeting were read and approved with corrections. None D. Correspondence E. Discussion of CC&Rs, Bylaws and Violations Joe Cardinale s boat and camper is still exposed at 1302 McLeod. One of the trees planted to screen the boat is dead. Farook will look at the trees and talk to Joe about the situation. There is an abandoned blue car on the East Side of 1318 McLeod that has been there since July. The board agreed that since it is running and licensed, it is not a problem. There is an old hot water heater and car battery exposed at 3921 Aaron Ct. since March. John will talk to the homeowner. The boat at 3972 Darcy Ct. is still exposed. Meredith will talk to the homeowner to see what their plan is along with their implementation schedule. There is a boat exposed at 3935 McGrath on the north side of the house. Board members will periodically check on this to see how frequently the boat or trailer is exposed. The Jet Ski is no longer exposed at 3920 Aaron Ct. A wrecked Jeep Cherokee is sitting in a driveway at a home on Tamarack. The board agreed to observe the situation over the next month. F. Treasurer s Report It was moved and passed that the Treasurer s report be approved as presented. Total Cash $22, in accounts. Meredith will change her report to separate the cash reserves and the liquid savings within the American Express savings account. Interest will be distributed proportionally between the two accounts. G. Discussion of Newsletter Assignments for the next newsletter: Website - John Mortensen New elementary school Fred Children s Park Farook Christmas Rick Parking of the sidewalk - John Annual meeting results - Rick None H. 4 I. Old Business There was discussion about the two landscapers bid for the upcoming year. No decision was made with the issue being tabled until next month. Rick will get references from Luxury Landscapes. J. New Business John Mortensen will put together a website for the Northern Heights homeowners association. The address will be Some suggested content to put on website are: homes for sale, board minutes, annual minutes, CC&Rs. Content for the website can be ed to webmaster@northernheights.org. The general address of board@northernheights.org will be forwarded to Fred. Discussion of organizing the homeowners to meet with the school board concerning the new elementary school. Karen Valderama will develop a flyer to this effect and Fred will help distribute this flyer to the homeowners. It was moved and passed that the new assignments for the board members are as follows: Rick President, Meredith Treasurer, Julie Secretary, Farook Vice President in charge of committees and Children s Park, John Vice President in charge of CC&R violations, Fred Vice President in charge of correspondence. K. Establishment of Next Meeting Date The next board meeting will be at John s house on December 14 th, 2000 at 7:00pm. L. Adjournment The meeting was adjourned at 9:15pm. 5 Minutes of the December 14th, 2000 Northern Heights Board meeting A. Call to order The meeting was called to order at John s house at 7:05pm. Board members present: Rick Stroebel, Meredith McEachern, John Roberts, Julie Jiminez and Fred Keske. B. Introductions There were no visitors at this meeting. C. Previous Meetings Minutes The minutes from the November 14th meeting were read and approved. D. Correspondence Report of Christmas lights taken from outside of a house - An article will be written in the Newsletter addressing this issue. Larry suggested looking into having the Annual meeting at Squalicum High or Northlake Community Church next year. E. Discussion or CC&Rs, Bylaws and Violations Blue car on McLeod - John will check to make sure car has current tags McLeod has a utility trailer parked on the side of the house - John will check on it and talk with owners. Hot water heater on side of house in Arron Ct. - Rick will check it out. Boat on Darcy Ct. has been moved.

6 F. Treasurer s Report It was moved and passed that the Treasurerís report be approved as presented. It was decided that all interest from the American Express Account will be put into the reserves. Money might need to be transferred from the American Express Account into the other account. G. Discussion of Newsletter Newsletter to go out by Dec. 23. A list of addresses needs to be compiled to receive meeting minutes. H. Reports from Committees None I. Old Business School Meeting - approximately 50 people from the neighborhood attended. a. Asst. Superintendent Greg Cowen, Superintendent Dale Kinsley, the architect and a representative from the City were present to answer questions. b. The main issue was the main entrance to the school being on McGrath. c. If the school is not built on this property then Condos or houses would be built. d. Traffic estimate - 5 busses and 100+ cars. e. There will be a 35 foot buffer zone between houses and school. f. all complaints to Greg Cowen at Bellingham School District.

7 g. School will increase not decrease property value in the neighborhood. h. Next meeting tentatively planned for January. Detention Pond - Talked with Mesha. They will possibly begin working on the detention pond in the Spring. Received bill from Luxury landscape on the tree removal in the detention pond. The work was completed and the bill will be paid. Called references on Luxury Landscapes and didnít get a response back from any of them. Rick will contact them again. Rick and Meredith will make a decision on this matter next week. J. New Business Monique about distribution of Barkley Hills Association Newsletter. Discussion about writing up a budget proposal regarding using Moines from association for neighborhood based activities for children etc. Look into asking for donations from Michaels or JoAnns to help with cost of Children s Workshops. K. Establishment of Next Meeting Date The next board meeting will be at Johns house on January 11, 2001 at 6:30pm. L. Adjournment The meeting was adjourned at 9:00pm.
