1 Record of Proceedings Mayor Ed Klco called the North Perry Village Council meeting to order at 7:00pm and led the Pledge of Allegiance to the Flag of the United States of America. Mayor Klco asked for the roll call. Council Roll Call: called by Joanne Clapp, Fiscal Officer Council members present: Roy Blalock, Mike Cutler, Larry Klco, Mary Ann Rideout, Ken Siegel, and Brian Titus Personnel Present: Joanne Clapp, Fiscal Officer Joe Gurley, Village Solicitor Tony Iliano, Police Sergeant Chris Hazel, Park Supervisor Josh Pinkney, Park Supervisor Steve Sabol, Road Commissioner Bill Baker, Village Engineer Dana Cohen, Zoning Inspector Audience Present: 7 guests signed in. Approval of Minutes: Rideout motioned to approve the January 18, 2018, Council Meeting Minutes with one correction on page 3. In her statement regarding the campsite at the Metro Park the statement Residents have contacted her that do have concerns needs to be added. L. Klco seconded. Blalock, Cutler, L. Klco, Rideout, Siegel, and Titus voted in favor of the motion. Audience No comments Administrative Reports: Fiscal Officer Joanne Clapp asked for approval for the expenses for the month of January. Total expenses were Eighty-Seven Thousand Three Hundred Seven Dollars ($87,307). The payroll in January totaled Forty-Seven Thousand Two Hundred Twenty-Six Dollars ($47, 226). Joanne reported interest on the investments is not shown because at the time of the meeting interest had not been added on. Blalock motioned to approve the expenses for the month of January. L. Klco seconded. Blalock, Cutler, L. Klco, Rideout, Siegel, and Titus voted in favor of the motion. Mayor Klco asked for committee reports. Mike Cutler stated there was nothing to report at this time for the JEDD. Mike Cutler stated there was nothing to report for the Perry Economic Development Council. Lake County Economic Development Council. no report Larry Klco stated there was nothing to report for the Perry Joint Fire Board. Page 1 of 5

2 Siegel motioned for Joan Morehouse to remain as the North Perry Village Representative on the Perry Area Recreation Board for Cutler seconded. Joan Morehouse reported for Perry Area Recreation Board. A fundraiser is planned in She will have more details on the fundraiser in the next month or so. April will be the next Council meeting Joan will attend. Mayor Mayor Klco reported Bob Rideout s name came up as a representative on the North Perry Village Planning Commission. Mayor Klco spoke with Bob Rideout. Bob expressed his interest in being on the Planning Commission. Siegel motioned to appoint Robert Rideout to the North Perry Village Planning Commission. Cutler seconded. Blalock, Cutler, L. Klco, Rideout, Siegel, and Titus voted in favor. Mayor Klco stated that a letter would be mailed to the lakefront residents regarding Senate Bill 51. This letter will inform residents and be proactive regarding the SID program. Mayor Klco requested the forming of the North Perry Economic Development Committee be discussed at the February work session. An economic development fund is already in place. Police Chief Sergeant Iliano stated there was nothing to report at this time. Parks Supervisors Chris Hazel stated the Kabota tractor has been ordered. Ordering a grapple and attachment was discussed previously. If the grapple and attachment is ordered now, a savings of $200 would be offered. The total cost would be $1,800. Siegel motioned to purchase the grapple and attachment now for $1,800. Blalock seconded. The Easter Egg Hunt will be Saturday, March 24, 2018 at 11:00am at the Townline Park. Josh Pinkney reported he and Chris have been inventorying tools and getting rid of obsolete tools. In the coming months, shelving will be built for storage at the pool. Bathrooms at the pool will be painted. Zoning Inspector Dana Cohen stated the letter was sent to the Metro Parks. The letter was friendly in nature, asking for continued dialog and if they have any site plans or additional information to please let us know. Village Engineer Bill Baker had nothing to report at this time. Road Commissioner Steve Sabol has been working on the old street flags getting them ready for the spring. He found three sink holes on the north stretch of Townline Road. Two are pretty shallow and should be taken care of in a day. One is under the sidewalk. It can be fixed, as soon as, we get our backhoe. It should be able to be taken care of inhouse. Page 2 of 5

3 Council Comments Mike Cutler stated he spoke with Dana and Chris about the zoning code we have in the Village. Mike stated he will be the point person. Dana and Chris will review the code and come up with recommendations. The recommendations will be sent to Attorney Gurley s office for clearance. Council will receive the recommendations next. Mary Ann Rideout asked Bill Baker if Lakehurst and Hemlock roads were considered private drives. Mary Ann Shared information she has obtained regarding the SRO program at the school. The safety of our children is important. Several school board members she spoke with and Superintendent Thompson said the SRO program would still be in the school without North Perry Village s donation. Ken Siegel stated he would like to discuss the possibility of our policemen going to the school. He asked for discussion to be held at the work session. Larry Klco agreed safety is number one. He feels the perception would not be positive if North Perry Village refuses to give money, when we have the funds in our budget. OLD BUSINESS RESOLUTION First Reading Second Reading Third Reading RESOLUTION TO ENCUMBER AND EXPEND TWENTY-FIVE THOUSAND DOLLARS ($25,000.00) FOR THE PERRY SCHOOLS RESOURCE OFFICER FOR THE SCHOOL YEAR Rideout motioned to take the resolution off the table. Cutler seconded. Blalock, Cutler, L. Klco, Rideout, Siegel and Titus voted in favor. Siegel motioned to amend the resolutions from $25,000 to $20,000. Blalock seconded. Blalock, Cutler, L. Klco, Rideout, Siegel and Titus voted in favor. Siegel motioned to approve the resolution as amended. Cutler seconded. Blalock, Cutler, L. Klco, Siegel, and Titus voted in favor. Rideout opposed. Motion carried. RESOLUTION R18-02 First Reading Second Reading Third Reading RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT FOR THE PURCHASE OF A 14 FT. DUMP TRAILOR FROM O REILLY EQUIPMENT AT A COST NOT TO EXCEED SIX THOUSAND FIVE HUNDRED DOLLARS ($6,500.00), AND FOR THE FISCAL OFFICER TO ENCUMBER AND EXPEND THE FUNDS NECESSARY TO ACCOMPLISH SAME. Rideout motioned to approve the resolution to purchase the dump trailer. L. Klco seconded. Page 3 of 5

4 ORDINANCE 18- RESOLUTION 18- RESOLUTION 18- ORDINANCE ADOPTING PERMANENT APPROPRIATIONS FOR THE YEAR 2018 RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR TO EXPEND AN AMOUNT NOT TO EXCEED ONE HUNDRED FIFTY THOUSAND DOLLARS ($150,000.00) FOR THE 2018 HARBOR DREDGING AND MAINTENANCE PROGRAM, AND FOR THE FISCAL OFFICER TO ENCUMBER AND EXPEND AN ADDITIONAL AMOUNT NOT TO EXCEED ONE HUNDRED FIFTY THOUSAND DOLLARS ($150,000.00) FOR SAME. A RESOLUTION AUTHORIZING THE APPOINTMENT OF JOSEPH M. GURLEY AS NORTH PERRY VILLAGE SOLICITOR AND PROSECUTOR. Surplus Land A bid of $75,500 came in for Parcel No. 05A-013B L. Klco motioned to accept the bid of $75,500 for this parcel of land. Rideout seconded. This parcel of land was advertised three different times in approximately seven (7) Months. Blalock, Cutler, L. Klco, Rideout and Siegel, voted in favor. Titus abstained. COMMITTEE REPORTS No committee reports Larry Klco encouraged Council to review the park rules proposed changes and talk to residents about them. These rules will be discussed at the next work session. NEW BUSINESS Joint Police District Sergeant Iliano stated for the cost of an extra $80,000, North Perry Village would receive less service with a joint police district. Page 4 of 5

5 Council agreed to table further discussion. RESOLUTION 18- First Reading A RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR TO ENTER INTO A CONTRACT FOR THE PURCHASE OF A POLICE CRUISER IN AN AMOUNT NOT TO EXCEED THIRTY-FIVE THOUSAND DOLLARS ($35,000.00), AND FOR THE FISCAL OFFICER TO ENCUMBER AND EXPEND THE FUNDS NECESSARY TO ACCOMPLISH SAME. L. Klco stated the cruiser being taken out of rotation is eight (8) years old with 150,000 miles on it. It has some maintenance issues coming up. This is Police Cruiser 687. Audience Bill Barrett stated a police district should not even be considered until we know what will happen with the Perry Nuclear Power Plant. Leo Fitzgerald stated he is in agreement with Mary Ann Rideout about not giving the school SRO program a donation. He feels more discussion is needed. Jim Gessic explained the reason for the change from Perry Village collecting the donations for the SRO program to Perry Local Schools collecting the money. Siegel motioned to go into Executive Session at 7:43pm. Titus seconded. Blalock, Cutler, L. Klco, Rideout, Siegel, and Titus voted in favor. Siegel motioned to come out of Executive Session at 8:17pm. Rideout seconded. Titus motioned to adjourn the meeting. Blalock seconded. Council voted 6-0 in favor. Meeting adjourned at 8:19pm.
