1 Record of Proceedings Mayor Ed Klco called the North Perry Village Council meeting to order at 7:00pm and led the Pledge of Allegiance to the Flag of the United States of America. Council Roll Call: called by Joanne Clapp, Fiscal Officer Council members present: Roy Blalock, Mike Cutler, Mary Ann Rideout, Ken Siegel, and Brian Titus. Larry Klco was excused. Personnel Present: Ed Klco, Mayor Attorney Joseph Gurley, Solicitor Ron Radovanic, Police Chief Steve Sabol, Road Commissioner Josh Pinkney, Park Supervisor Christopher Bernard, Zoning Inspector Bill Baker, Village Engineer Audience Present: Six guests signed in Approval of Minutes: Blalock motioned to approve the January 10, 2019, Regular Council Meeting Minutes. Siegel seconded. Blalock, Cutler, Rideout, Siegel, and Titus voted in favor of the motion. Siegel motioned to approve the January 17, 2019 Council Work Session Meeting Minutes. Rideout seconded. Blalock, Cutler, Rideout, Siegel, and Titus voted in favor of the motion. Audience Doug Dedek asked about the Cable TV cost. He stated that all the free channels are not needed. He feels Council should negotiate a better deal. He expressed his feeling on the harbor. He would like Council to justify keeping the harbor. Administrative Reports: Fiscal Officer Joanne Clapp asked for approval of the expenses for the month of January. Total expenses were Seventy-One Thousand Three Hundred Eighty-Four Dollars ($71,384). The payroll in January totaled Forty-Nine Thousand Three Hundred Twenty-Three Dollars ($49,323). Some of the bills paid in January were received in December. Rideout motioned to approve the expenses for the month of January. Blalock seconded. Blalock, Cutler, Rideout, Siegel, and Titus voted in favor of the motion. Mayor s Report Mayor Klco stated that the property on Antioch Road in the Farmland Preservation program may have a potential buyer. The Village insurance carrier is not in favor of adults using the Townline Park pool after hours. The insurer suggested obtaining legal advice. Page 1 of 5

2 The Lake MetroParks campsite at the end of Antioch Road was used 87 times last year. Only one incident was reported. This incident involved a raccoon at the campsite. The possible Verizon cell tower is scheduled to be completed in Some minor details need to be worked out. Mayor Klco is researching the possible use of LED lighting. Mayor Klco asked for committee reports. Mike Cutler reported for the JEDD. The District is working with Midwest with the sewer system. A sign is up on the Champion Farm land. Future meeting dates are: April 18 th, July 18 th and October 17 th for Mike Cutler reported for the Perry Economic Development Council. A dental office will be moving into the refurbished building by Dakes Heating and Plumbing on Route 20. Perry Village reported on the ranch style homes going in. These homes will be priced below $200,000. Perry Local Schools reported that enrollment is down. Commissioner Jerry Cirino reported on his involvement with First Energy. He asked the communities to let him know what needs they might have. Lake County Economic Development Council. no report Brian Titus reported on the Perry Joint Fire District. Interviews are being conducted for a full-time firefighter. Captain King is retiring March 1, Joan Morehouse reported for the Perry Area Joint Recreation Board. Matt Farrell is the new Board member. The Senior Center will be closed on Tuesday evenings until further notice. The next meeting date is Monday, March 11, 2019, at 5:00pm at the Senior Center. Mayor Klco attended a Northeast Ohio Mayors and Managers meeting. It is possible state funding will be coming back for local government. A possible increase in gas tax could come, as soon as, March. Mayor Klco collected data regarding water/sewer, American Alert monitors, Cable TV, Townline Park, Townline Park pool, harbor, and garbage/recycling. Based on 350 household, the Village spends approximately $300 per month per household on these amenities. Solicitor Attorney Gurley nothing to report as this time Police Chief Chief Radovanic stated that Steve changed the oil in the police cruiser. This saved the Village money. Parks Supervisors Josh Pinkney reported that he and Chris have been working on repairs to the docks. He and Chris are working with the Lake County Health Department to obtain a burn permit to burn some of the driftwood. Zoning Inspector Christopher Bernard reported that he issued two permits in January. Chris is meeting next week with a gentleman who is interested in the parcel on Route 20 where the old gas station used to be. K&K Roofing Company is looking at property for sale on Route 20, also. 3 Village Engineer Bill Baker reported on his findings regarding a signal light at the corner of Route 20 and Antioch Road. Bill is going to have one of CT Consultants engineers look at the erosion behind the Village Hall and will report back to Council. Road Commissioner Steve Sabol stated that more details are needed regarding how to proceed with the removal of the pavilion at the Village Hall. He would like to discuss this at the next work session. Council Comments Brian Titus feels we need to fully investigate the harbor cost before making a decision on what to do with it. Roy Blalock mentioned the reduction in revenue in the last few years. He stated that Council is working on these issues. MaryAnn Rideout encouraged resident to get out and watch the Perry High School sports teams and support our youth. She thanked the Chief for hiring Officer Mike Collins. She expressed her condolences to the Seese family for the loss of North Perry resident, Earl Seese. She said, Earl was an historian, a great storyteller, and a good man. Ken Siegel expressed his condolences to the Seese family for the loss of Earl Seese, a great storyteller and a good man. Solicitor Gurley stated that at the public hearing held a few years ago regarding the harbor, it was decided not to close the harbor. Ken Siegel stated that the present Council is one of the hardest working councils he has been a part of. OLD BUSINESS RESOLUTION NO. 19- RESOLUTION TO ENCUMBER AND EXPEND THE SUM OF TEN THOUSAND DOLLARS ( ) TO THE PERRY AREA JOINT RECREATION DISTRICT: FIVE THOUSAND DOLLARS ($5,000.00) TO THE YOUTH REC, AND FIVE THOUSAND DOLLARS ($5,000.00) TO THE PERRY SENIOR CENTER. A RESOLUTION AUTHORIZING THE APPOINTMENT OF JOSEPH M. GURLEY AS NORTH PERRY VILLAGE SOLICITOR AND PROSECUTOR RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR TO EXPEND AN AMOUNT NOT TO EXCEED ONE HUNDRED FIFTY THOUSAND DOLLARS ($150,000.00) FOR THE 2019 HARBOR DREDGING Page 3 of 5

4 AND MAINTENANCE PROGRAM, AND FOR THE FISCAL OFFICER TO ENCUMBER AND EXPEND AN AMOUNT NOT TO EXCEED ONE HUNDRED FIFTY THOUSAND DOLLARS ($150,000.00) FOR SAME. RESOLUTION AUTHORIZING A 2.8% PAY INCREASE FOR ALL VILLAGE EMPLOYEES EXCEPT THE MAYOR, MEMBERS OF COUNCIL, THE VILLAGE ENGINEER, THE VILLAGE ZONING INSPECTOR, AND THE SOLICITOR COMMENCING January 11, COMMITTEE REPORTS PUBLIC UTILITIES AND FINANCE (PUFIN) Chairman Siegel reported for the PUFIN Committee. Discussion was held on the 2019 budget. Mike Cutler stated at the meeting that this was a shutdown year for the Perry Power Plant. As a result, it would increase revenue for Chris Hazel stated that the last payment for the backhoe would be due in Josh Pinkney informed Council of a possible replacement needed for the pool pump. This has been budgeted. Resurfacing of Townline Road has been budgeted. This will take place if the County designates this as a project for Mayor Klco and Joanne Clapp are looking into a possible grant for this project. Chairman Siegel asked everyone to look at cable TV, pool, harbor, and engineering services and come up with suggestions to be discussed at the February work session. PARKS, RECREATION, STREETS, AND SAFETY Chairman Titus stated that it was decided to offer ten Townline Park passes to residents in Perry Township and Perry Village. These passes will be offered beginning March 1, Discussion was held regarding pool access to adults after the scheduled hours the pool is open. Hiring lifeguards who would be available after school starts was discussed, also. NEW BUSINESS Titus motioned to approve the Townline Park Rules and Townline Park Pass Option changes for Cutler seconded. Blalock, Siegel, Rideout, Cutler, and Titus voted in favor of the motion. Titus motioned to offer Townline Park Passes to ten (10) Perry Village and Perry Township residents for Cutler seconded. Siegel, Rideout, Cutler, and Titus voted in favor of the motion. 5 ORDINANCE NO. 19- First Reading ORDINANCE NO. 19- First Reading AN ORDINANCE APPROVING THE RECODIFICATION, EDITING AND INCLUSION OF CERTAIN ORDINANCES AS PARTS OF THE VARIOUS COMPONENT CODES OF THE CODIFIED ORDINANCES OF THE VILLAGE OF NORTH PERRY, OHIO, AND DECLARING AN EMERGENCY. AN ORDINANCE AUTHORIZING ALL ACTIONS NECESSARY TO ACCEPT NORTHEAST OHIO PUBLIC ENERGY COUNCIL (NOPEC) 2019 ENERGIZED COMMUNITY GRANT(S) FUNDS Memorial Park Benches at Townline Park This will be discussed at the February work session. Siegel motioned to pay Lake County Soil and Water $7, for 2019 conservation appropriation watershed planning for which they help with the 319 Grant. Rideout seconded. Blalock, Cutler, Rideout, Siegel, and Titus voted in favor. Audience Doug Dedek asked how much money is spent on the harbor. He feels Council is not doing anything about the expense of the harbor. Bill Barrett asked for more information about the memorial park bench request. The Mayor explained that this was a request from the parents of a resident who has recently died. Jennifer Williams asked if a different engineering firm could be hired to help with the harbor. She asked about the Farmland Preservation Program and the amount of money spent on it. No money has been spent on this program since Kelly Taylor stated her understanding of what the mediator said about closing the harbor. Titus motioned to go into Executive Session at 7:58pm. Cutler seconded. Blalock, Cutler, Rideout, Siegel, and Titus voted in favor. Siegel motioned to come out of Executive Session. Titus seconded. Blalock, Cutler, Rideout, Siegel, and Titus voted in favor. Titus motioned to adjourn the meeting. Blalock seconded. Council voted 5-0 in favor. Meeting adjourned at 8:51pm.
