1 POA-AOTB Board of Directors Meeting Minutes, May 10th 2106, West Street Public Library Attendees: Dave Delia, Lori Strum, Roxanne Veal, Kinley Bray, Donna Watts-Lamont, Aris T. Allen, Jr., Ed Conaway, Mike Adams, David Zeman, Alan Hinman. Absent: Alison Buckler, Dawn Davis 6:59 meeting called to order- Lori Strum Lori discusses the importance of attendance of BOD meetings. There was not a quorum at last BOD. Review of minutes from March 8 th BOD meeting. Kinley Bray motions to approve as presented. Ed Conaway 2nds. All in favor. Review of April 12 meeting Kinley Bray motions to approve. Ed Conaway 2nds. All in favor President s Report Donna got ballots completed; sent through Philip; however, should note diversity concerns--3 of 3 running for Board are WM. Two additional welcome notes sent; two realtors contacted; as you find out about newbies lemme know. Marc s W&J 5 Jun 4-7pm; sign up at entrance; volunteers need to contact Marc. SSO Job Desc into website? Mike needs to have 2016 summer hours and JD sent to Mike H. Four aprons, two rows of potholes scheduled for repair by mid- June. Larry/Nina asked for eblast on rescue dogs; used as opportunity to solicit other neighbors initiatives. Partnerships: Would like to authorize partnership w/chestnut homeowner through Roxanne, to alleviate parking. Drainage project--which benefitted everyone in AOTB and we were legit with--cramped their parking, so Roxanne is proposing splitting costs (appx 5K?) for some gravel and covered pipe along Newport to get their cars off pavement. Suggestion tabled for additional discussions. 1

2 Attended DPW/SRF stormwater mitigation meeting 6 April; got positive response from both about possible partnership w/aotb and individual homeowners (1/3 cost each?) for rain gardens. Will contact if concept is approved this evening. Beach power: Alan tasked Randy for work. Joe also has contacts. Working on pier pipe; Tee and I met w/absolute est was 17.5K; Livingstone upped theirs to 12.5; another bid this am; poss James Strum bid--tee honchoing. Denny can do boards; Joe Phillips also offered to help w/boards etc. Any progress on paths? Already have almost 70 names for Memorial Day list; many supplied by military neighbors. Will reblast after initial just before MD. Suggestion bt Kionley and Tee to revise to August 26 Public Srevice Recognition Day accepted and will be incorportated into article. Lawsuit: Sue taking depositions; insurance meeting; tons of papers reviewed. Need to continue to encourage GMM. Dawn looking into HS/MS alt for GMMs as free meeting room. Next BoD, 14MAY, (M&Ds, 7:00-9:00 pm). Next GMM--Elections meeting--18jun16 West Street Library 11:45am-01:15pm. Sign will go up after W&J; will send eblast. 2

5 Security- Mike Adams provided Special Police Duties discussed and approved Special Police Protection Duties for Supplemental Security Officer Property Owners Association of Arundel-on-the-Bay (POA-AOTB) President s note: Intended from the outset as a supplement to conventional law enforcement within our neighborhood, our Supplemental Security Officer (SSO) is not a substitute for individual citizens, seeing a crime in progress, or other potentially hazardous situation calling the Anne Arundel County Police Department (AACoPD) on emergency 911, or more routinely at (410) (Southern District). Presented below are the specific SSO duties and areas of responsibility we believe will best supplement our police in ensuring our residents safety within AOTB. Position: Special Police Protection (Budget ACT 6700) Direct Report: Security Committee Chair, Board of Directors (BoD), POA-AOTB Hours: Numbers of hours determined each year at budget time by BoD, with revision rights retained by Board. Numbers of hours also adjusted seasonally currently defined as off season winter Labor Day to Memorial Day and peak season summer Memorial Day to Labor Day. Reporting and Accounting: Activity reports, time sheets, and text alerts to Security Chair upon entering and leaving AOTB. Areas of Responsibility: All streets of AOTB as well as community recreational facilities including Newport pier; Redwood boat ramp; Magnolia beach, including kayak racks; Newport playground. Duties: Mobile patrolling in marked or unmarked vehicle. Occasional foot patrol. Detect and report drug usage to AACoPD. Community and private property vandalism prevention. 5

6 Monitor resident houses for potential safety issues; as requested, provide security checks and keep watch for absent residents. Speed limit enforcement. Hazardous parking reported to AACoPD. Liaise with AACoPD to regularly exchange intelligence and areas of common concern. Emergency availability during crisis periods, including weather emergencies, floods, and extended power outages. On call 24/7 as needed. Dave Zeman motions to fund Police coverage: 20 hours per week summer, 12 hours per week winter time. Kinley Bray seconds. Five in favor- Ed Conaway opposed (Ed preferred to expand from 22 to 28 hours/week in summer). Mike Adams motions to accept Special Police Protection Duties. Ed Conaway seconds. All in favor. Shoreline Project- Ed Conaway Requests for Proposals were sent out. These are due in from 5 finalist by May 27 th. Committee shall meet sometime between May 28-June 10 th, where bid selection will be presented to BOD. Tentative schedule: Design Phase, Community notification by October 8 th. November 8 th BOD meeting- Project Design Nov 19 GMM Project Presentation with Engineers. Permit processing and Authorizations from 13 different areas/points. Request for Quotation- Construction December 1 st will be mailed Contractor work site visit December 7 th Proposals due January 10 th 6

7 January 13 th contractor selected Work to commence March 1 (fingers crossed) Goal- project completed July 4 th, 2017 Donna-Election ballots will be mailed out this week.
