2 ITEM #1 INTRODUCTIONS, ROLL CALL, MINUTES OF PREVIOUS MEETING: BRUCE E. YOUNG The meeting was called to order at 10:00 a.m. and the roll call was taken. Dean Cook made a motion to approve the June meeting minutes which was seconded by Dave Floyd. All members present voted to approve. ITEM #2 FISCAL ACTIONS REPORT FOR JUNE 2016: BRUCE E. YOUNG Dean Cook made a motion to approve the June Fiscal Actions Report which was seconded by Marc Migliore. All members present voted to approve. Resolution Sandy Bay Mooring Buoys Kenneth Parker made a motion to approve Resolution which was seconded by Dave Floyd. All members present voted to approve. the Commission administers 6 NYCRR 646-2, Special Recreation Regulations for Lake George which establishes, among other requirements, limits and facilities for anchoring in Sandy Bay, and the Commission administers a system of special moorings in Sandy Bay which is in need of maintenance and repair, and the Commission wants to restore the Sandy Bay mooring system necessitating the purchase of additional mooring buoys, anchors and contractual services to raise, drill and reposition the anchor blocks, and the Commission proposes to undertake the work on an hourly basis and has reviewed a proposal for services by the Dock Doctors. NOW THEREFORE BE IT RESOLVED that the Commission allocates $15,000 for goods and services associated with the restoration of the Sandy Bay Special Anchorage Area, and BE IT FURTHER RESOLVED that the Executive Director is authorized to issue purchase orders to the Dock Doctors in the amount of $7,500, Rolyan Buoy Company in the amount of $2,100 and Fastenal Industrial Supply in the amount of $5,400 consistent with the findings and requirements of the State Finance Law and Office of Standards and Purchase of the Office of General Services procurement guidelines. ITEM #3 PROJECT REVIEW, ACCEPTANCE OF THE PROJECT REVIEW ACTIONS REPORT: MOLLY GALLAGHER There were no projects before the Commission this month.

3 Resolution Project Review Actions Report Kenneth Parker read and moved to approve the Project Review Actions Report which was seconded by William Mason, all members present voting affirmatively. the Commission has received and reviewed the Project Review Actions Report prepared by staff and dated July 20, the Project Review Committee recommends acceptance of the Project Review Actions Report. NOW THEREFORE BE IT RESOLVED that the Commission directs that the Project Review Actions Report be incorporated in the minutes of the full Commission meeting. ITEM #4 LAW ENFORCEMENT COMMITTEE REPORT: KENNETH PARKER Vice-Chairman Parker said that a meeting was held at 9:00 a.m. where the Director of Law Enforcement gave a report on on-going cases, equipment changes, on-loan PWC s, increased work on AIS and sanitary inspections and enforcement actions on Log Bay. Resolution Law Enforcement Committee Report Kenneth Parker read and moved to approve the Law Enforcement Committee Report which was seconded by Cathy LaBombard, all members present voting affirmatively. the Law Enforcement Committee met July 26, 2016 to review matters pertaining to the Lake George Park Commission=s Marine Patrol and the Commission's Law Enforcement Program, and active Law Enforcement cases and their status were reviewed in Executive Session, and the Law Enforcement Committee has reported on the results of that committee meeting at this full Commission meeting, and the Law Enforcement Committee recommends acceptance of this month's Law Enforcement Report. NOW THEREFORE BE IT RESOLVED that the Commission accepts the report of the Law Enforcement Committee. Sergeant Joe Johns, Director of Law Enforcement, spoke about many of the issues on Log Bay Day. He gave a brief synopsis: A total of 30 tickets were issued for BWI, Disorderly Conduct, Littering, Unregistered Vessels, and for not having LGPC Registrations.

4 Sergeant Johns said the patrol performed a handful of noise tests, aid to swimmers and varied first aid assists. He also spoke about a fatal boat accident which was a hit and run. Sergeant Johns said that Saturday was also a very busy day with 5 overturned boats. ITEM #5 PRESENTATION; LOW IMPACT DEVELOPMENT CERTIFICATION PROGRAM: CHRIS NAVITSKY, LAKE GEORGE WATERKEEPER Chris Navitsky, Lake George Waterkeeper, gave a presentation on the Low Impact Development Certification Program. LID encourages owners and developers to maintain a site's natural features and drainage to mitigate negative impacts of land use. Mr. Navitsky said that the goals of the LID Certification are to protect resources, minimize impacts, minimize impervious surfaces, maintain natural drainage paths, and the natural treatment of stormwater. Mr. Navitsky spoke about the points system and showed how to navigate the LID Certification website. ITEM #6 PUBLIC COMMENTS John Salvador Mr. Salvador spoke about stormwater issues at the Town level. He said that the Town of Queensbury allowed the Planning Board to grant stormwater variances the granting of variances can only be done by the Zoning Board of Appeals. He said that this practice is totally illegal. Mr. Salvador also spoke about the 1972 Bond Act which was proposed to have funds in it for the purchase of wetlands. For additional details, please see the meeting video found on the LGPC website. Mike Strutz Mr. Strutz spoke about the proper way to tow a boat. He spoke about an incident where he saw Snug Harbor Marina towing a 20 boat which was barely visible above the water. He wondered if they should have taken more care when towing the vessel. Sergeant Joe Johns said that any leaking fluids would have been reported to NYS DEC Spills. He also said there are several ways to tow a vessel depending on the situation.
