1 VISTA WEST IV HOMEOWNERS ASSOCIATION BOARD OF DIRECTORS MEETING APRIL 9, 2007 PRESIDENT BRION PETERSON CALLED THE MEETING TO ORDER AT 7:05 P.M. BOARD MEMBERS PRESENT: BRION PETERSON, PRESIDENT MIKE AYARS H. DUANE CANTRELL GREG COFFEY TIM WILCOX, VICE PRESIDENT CONTRACT LABOR PRESENT: ARLENE, MAXWELL, TREASURER LE ANN HARWOOD, SECRETARY BOARD MEMBERS ABSENT: JIM CAMPBELL RICK KENNERKNECT JUDY SPURGIN BUDGET MEETING --THERE WERE NO HOMEOWNERS PRESENT MARCH 2007 MINUTES: MIKE AYARS MOVED THAT THE MARCH 2007 MINUTES BE APPROVED AS POSTED. TIM WILCOX SECONDED. TREASURER'S REPORT: ARLENE MAXWELL READ THE TREASURER'S REPORT FOR THE PERIOD ENDING MARCH 31, TIM WILCOX MOVED THAT THE TREASURER S REPORT BE APPROVED AS READ. GREG COFFEY SECONDED. THE FOLLOWING BILLS WERE PRESENTED FOR PAYMENT: CONTRACT LABOR - TREASURER $ CONTRACT LABOR - SECRETARY $ PETER C. NICOLAYSEN, ATTY. $ 5, RCH PARKING LOT MAINTENANCE $ TREASURER MAXWELL REPORTED THAT THERE ARE THREE HOMEOWNERS WHO HAVE NOT PAID THEIR VISTA WEST IV HOMEOWNERS ASSOCIATION DUES INVOICE. ARLENE WAS REQUESTED TO SEND LETTERS WITH THEIR NEXT STATEMENT ADVISING THESE HOMEOWNERS THAT THE HOMEOWNER ASSOCIATION INVOICES, PLUS ANY INTEREST DUE, MUST BE PAID IN ORDER TO AVOID HAVING LIENS PLACED ON THEIR PROPERTY. ARLENE FURTHER REPORTED THAT SEVERAL HOMEOWNERS INQUIRED WHEN THE FINAL PAYMENT OF THE SPECIAL ASSESSMENT IS DUE. UNLESS THE HOMEOWNER HAS MADE SPECIFIC ARRANGEMENTS, THE FINAL PAYMENT OF THE SPECIAL ASSESSMENT MUST BE RECEIVED BY MAY 1, 2007.

2 VISTA WEST IV RECEIVED AN INVOICE FROM ATTORNEY PETER NICOLAYSEN IN THE AMOUNT OF $ 6, H. DUANE CANTRELL MOVED THAT $ 5, BE PAID TOWARD THE LEGAL INVOICE RECEIVED, AND THAT THE REMAINING BILLS BE PAID AS PRESENTED. GREG COFFEY SECONDED. OLD BUSINESS: IRRIGATION: IRRIGATION SEASON SHALL BE FROM MAY 1 ST TO SEPTEMBER 15 TH. HOMEOWNERS WHO DISCHARGE SUMP WATER INTO THE IRRIGATION LINES DURING THE WINTER MONTHS ARE ADVISED TO CLOSE THEIR VALVES. IF ANY HOMEOWNER HAS NOT YET PAID THEIR IRRIGATION WATER ASSESSMENT TO THE NATRONA COUNTY TREASURER, PLEASE DO SO PRIOR TO MAY FIRST. IF YOU ARE NOT SURE, PLEASE CONTACT THE NATRONA COUNTY ASSESSOR. SEWER PROJECT LAWSUIT: THE LITIGATION IS PROCEEDING AS EXPECTED. BUILDING PROPOSAL: THE BUILDING PROPOSAL SUBMITTED BY LLOYD AND JONI LESHER TO CONSTRUCT A 42 X 60 SHOP AT 2142 NORTH LAKE CREEK ROAD WAS APPROVED. MR. LESHER OBTAINED A NO OBJECTION LETTER FROM HIS NEIGHBOR REGARDING THE 15 FT. FROM THE PROPERTY LINE VARIANCE. MINUTES: THE APRIL 2007 MINUTES WERE ED TO THOSE HOMEOWNERS WHO HAVE PROVIDED THEIR ADDRESSES. THERE WILL BE NO PROPERTY LINE VARIANCES REQUIRED. BUDGET FOR FISCAL YEAR JUNE 1, 2007 THROUGH MAY 31, 2008: PROJECTED INCOME: $23, PROJECTED EXPENDITURES MAINTENANCE $ 1, DITCH, POND SITE, WEED CONTROL, SNOW REMOVAL MISC. MAINTENANCE LEGAL $ 11, MISCELLANEOUS EXPENSES INCL. THE VISTA WEST PARK IS OWNED BY NATRONA COUNTY AND IS MAINTAINED BY THE NATRONA COUNTY ROAD AND BRIDGE DEPARTMENT. ALL MAINTENANCE REQUESTS SHOULD BE DIRECTED TO THE ROAD AND BRIDGE DEPARTMENT. BRION, DUSTIN AND GARRETT PETERSON HAVE,

4 HOWEVER, BAGGED AND HAULED A PICKUP LOAD OF BOTTLES AND TRASH FROM THE PARK. NEIGHBORHOOD CLEANUP DAY WAS DISCUSSED, BUT DUE TO CONFLICTING AVAILABILITY OF THE BOARD MEMBERS NO FIRM DATE WAS SET.
