1 Knolls Estates Monthly Board Meeting June 21, 2017 Minutes of Meeting (Approved 8/30/17) -July Monthly Board Meeting was cancelled- The meeting was called to order by Joe Groussman at 6:01pm 1.) In attendance: Joe Groussman, Donna Pagel, Don Standley, Sharon Cozad, Chuck Brummel and Jennifer Young from Centerpointe. Owners in attendance: Sandy Moulton Lot #61, Bill Westphal Lot #77, Douglas and Denise Schapp Lot #59 2.) The Housekeeping Rules were not read. Housekeeping rules will always be printed on the back of the agenda going forward. 3.) B. Approval of Minutes from May 17, 2017 Meeting: Chuck Brummel made a motion to approve the meeting minutes as presented from the May 17, 2017 meeting. Don Standley seconded the motion. A vote was taken. Motion was carried to approve the May 17, 2017 meeting minutes as presented by unanimous vote. 4.) Reports from Officers, Administrators and Committees: A.) President Administrator Joe Groussman. I.) The renter of Pete Anderson s home, lot 42, has been throwing dog waste over the fence. Joe Groussman had a discussion with the renter, advised that is against City Ordinance and can be fined heavily. The renter denied throwing the waste over the fence. But did later determine it was the lawn maintenance person who was throwing it over the fence. Joe advised the renter to have all of the waste cleaned up by this Friday (June 23). If it is not cleaned up by then they will be reported to the city. The owners account has been charged $25 fine. Don Standley added his neighbor did witness someone throwing the waste over the fence. Joe has observed as of the time of this meeting some of the waste has been cleaned up on the far west side of the field. Donna Pagel inquired if there was any new information from the attorney as to what else can be done in regards to having the unauthorized renter. Joe explained there needs to be a meeting set up with the attorney to discuss this and some other items in need of discussion. B.) Treasurer Report: Chuck Brummel I.) Chuck has spent some time with Kathy of CPM to become familiar with the reports available and how the accounting system works. For reporting it is decided for the minutes the monthly income and expenses from the cash flow, and the year to date budget vs. actual will be recorded.

Service/Welcome Committee Report: Sandra Moulton I.) No new welcome baskets were handed out since last reported. 11 homeowners participated in the annual neighborhood yard sale. Participates reported they did well with their sales. D.) Social Committee: Open position Reported by Sandra Moulton I.) owners attended the annual neighborhood bbq. It was a success with neighbors enjoying the food, music, and getting to meet each other. A big thank you to Robin Gentry for the use of your garage. And thank you to John Klassen for the music and singing. I Reimbursement receipts in the amount of $71.90 were turned in and approved by Joe G. for bbq supplies. This should be paid from the social committee s budget. Patricia Klassen has some receipts for the tables that still need to be turned in. Sandy and Joe will get together to get storage bins to store the left over supplies in the storage unit. Still in need of social committee chair. Sandy spoke with someone at the bbq that may be interested. Joe also spoke with a new owner that may be interested. Sharon Cozad reminded everyone, she is willing to co-chair. Need to follow up on these prospective volunteers. E.) Design Committee: Open Position Reported by Joe Groussman At a workshop the board members reviewed plans for the following construction plans: I.) Riggle-1797 Culver Loop (Lot 118) Dwelling Donna Pagel made a motion to approve the construction plans for lot #118. Sharon Cozad seconded the motion. A vote was taken. Motion was carried to approve the construction plans for lot #118 by unanimous vote. Avery-1954 Culver Loop (Lot 93) Dwelling

3 Chuck Brummel made a motion to approve the construction plans for lot #93. Donna Pagel seconded the motion. A vote was taken. Motion was carried to approve the construction plans for lot #93 by unanimous vote I V.) VI.) Wilson-1829 Culver Loop (Lot 113) Dwelling Don Standley made a motion to approve the construction plans for lot #113. Chuck Brummel seconded the motion. A vote was taken. Motion was carried to approve the construction plans for lot #113 by unanimous vote Hamrick-713 Slazenger Ct. (Lot 142) Dwelling Donna Pagel made a motion to approve the construction plans for lot #142. Sharon Cozad seconded the motion. A vote was taken. Motion was carried to approve the construction plans for lot #142 by unanimous vote. Standley-2295 Chi Chi (Lot 44) 5 x6 Garden Shed Don Standley abstained from the vote. Chuck Brummel made a motion to approve the construction plans for a 5 x6 garden shed at lot #44. Sharon Cozad seconded the vote. A vote was taken. Motion was carried to approve the construction of a 5 6 garden shed at lot #44 by unanimous vote. Schapp-2084 Culver Loop (Lot 59) Golf Ball Safety Net Sharon Cozad made a motion to approve the installation of the golf ball safety net presented to the board at lot #59. Don Standley seconded the motion. A vote was taken. Motion was carried to approve the installation of the golf ball safety net presented to the board at lot #59 by unanimous vote. F.) Maintenance Committee Report: Joe Groussman I.) Entrance sign water: Water to the entrance sign has been put on hold due to the activity at lot #1. I Phase 3 street light installations: Douglas Electric installed the street lights. But, there is no power to the poles. Joe G. and Patricia K. met with a supervisor at Douglas Electric and walked the job. Per Douglas Electric, KEOA was to trench and bring the power to the pole. This would be additional costs of $10,000+. Joe and Patricia disagreed with him. Douglas Electric provided a copy of an agreement that was never signed by a board member. Douglas Electric has agreed to bring the power to one of the poles. The second pole is not resolved yet, looking into solar as a solution. The original Douglas Electric representative that worked with Joe, Patricia, and Rick Buxton has retired. Freedom Yard Maintenance has started common area grooming last month. Joe spoke with Freedom because the cutting looks rough. Freedom explained it is initially done using a brush hog, and they will return with other equipment that will leave a cleaner mow.

4 Joe G. will be working on getting sidewalks cleaned up along with lot #83, which is believed to be owned by a bank now. Joe is looking for volunteers to help. Joe has the equipment. Dough Schapp from lot #59 and Bill Westphal from lot #59 have volunteered to help. G.) Common Area #6 Improvement Project Committee: Patricia Klassen not in attendance. I.) Patricia has been having trouble with plumbers getting back to her. Jennifer at CPM gave a recommendation. Patricia not in attendance so no update available on this. A resident of Knolls Estate dumped 3 truckloads of dirt on the common area. This worked out well as now that it is spread it is level with the sidewalk. It is ready for the topsoil once a few more boulders are removed. H.) Centerpointe Property Management: Jennifer Young I.) On the May 31 drive thru there were 14 violations noted. The majority of them have been taken care of. Still a concern is the dead or dying lawns at 715 and 737 Divot. Jennifer drove thru right before the meeting and the lawns were still dead or dying. Jennifer also observed 703 Divot Loop s lawn dead. These three homes are in a row next to each other. There was discussion of the Crane Fly that has been killing other resident s lawns. Joe is going to look at these lawns and decide what to do. I There are five accounts that have past due water. Kathy at CPM has sent the shut off notices with a shut off date of July 1 st if not paid. Jennifer shared correspondence from lot #36. Joe said to continue with the late fees. Sharon Cozad inquired as to the board s responsibility with violations. It is agreed a board member should not address an owner directly. Board members should report violations to CPM for the office to handle with notices and communication. 5.) Unfinished Business: A.) Discussion for the non-compliance door hangers has been tabled due to Patricia s absence. 6.) New Business: A.) Chuck Brummel presented rubberized speed bumps that are 2-1/4 tall. Discussion ensued between board members and owners in attendance as to the speeding problem on Culver Loop. All agreed it is a problem. The police department is not allowed to issue tickets for speeding or parking violations on the private roads. After a lot of discussion it was determined the speed bumps should be used. Sharon Cozad added the association needs to check with the fire department regarding placement before installing them. Chuck Brummel made a motion to purchase a minimum of 15 speed bumps contingent on the fire departments and KEOA Attorney response and requirements. Sharon Cozad seconded the motion. A vote was taken. Motion was

5 carried to approve the purchase of a minimum of 15 rubberized 2-1/4 tall speed bumps with installation contingent on fire department and KEOA Attorney response and requirements- by unanimous vote. B.) Joe reiterated the need for volunteers for both the social committee and the design committee. Sandra Moulton suggested getting an inventory of who is still on what committees. 7.) Owner comments: A.) Doug Schapp expressed his gratitude for the work that the board does, and said Knolls is a great place to live. 8.) Meeting was adjourned by Joe Groussman at 7:17pm
