Mayor Dowson called the meeting to order at 7:00 p.m Disclosure of pecuniary interest and the general nature thereof for current meeting. None. 2.2 Disclosure of pecuniary interest and the general nature thereof for previous meeting, if absent for that meeting. None. 3. ADOPTION OF MINUTES -April 28, 2003 regular meeting -April 28, 2003 Public Meeting for Planning Matters SECONDED BY: Bill Martin BE IT RESOLVED THAT the Minutes of the April 28, 2003 regular meeting and the April 28, 2003 Public Meeting for Planning Matters be approved and adopted as circulated. 4. DELEGATIONS 4.1 Presentation -Mayor of the Town of Minto Huron County CAO Larry Adams and Ron Elliott, Coach of the Palmerston 81 s Senior Hockey Club and the Mayor of the Town of Minto, presented the Mayor with a Jersey to wear during the council meeting. This was a result of the challenge between the Hensall Seniors and the Palmerston Hockey teams. The Mayor put on the Jersey and wore it for the meeting. 4.2 Committee of Adjustment -Minor Variance application MOTION MOVED BY: Mavis Govier SECONDED BY: Marg Deichert BE IT RESOLVED THAT we do now adjourn at 7:08 p.m. in order to hold a Committee of Adjustment hearing.

2 Page 2 May 12, 2003 Minutes. 4.3 MacMaster -Agreement -ZBA Mr. Kim McLean attended the meeting to answer any questions regarding the agreement and zoning by-law amendment. MOTION MOVED BY: Mavis Govier SECONDED BY: Bill Martin BE IT RESOLVED THAT By-law No , being a by-law to enter into an Agreement regarding Part Lot 26, Concession Lake Road West, Hay Ward, be given first, second and third reading and finally passed this 12 th day of May, SECONDED BY: Marg Deichert BE IT RESOLVED THAT a Public Meeting has been held in regard to proposed zoning by-law amendment for Part of Lot 26, Concession Lake Road West, Part 1 22T-345, Hay Ward; AND WHEREAS certain changes have been made to the proposed amendment at the public meeting; NOW THEREFORE BE IT RESOLVED that pursuant to Section 34(17) of the Planning Act that no further notice will be given. MANAGEMENT TEAM REPORTS 6.1 Chief Building Official The Chief Building Official s report was reviewed. The Chief Building Official s report is attached to these Minutes as Schedule A.

3 Page 3 May 12, 2003 Minutes 6.2 Facilities Manager The Facilities Manager s report was reviewed Playground Program MOTION MOVED BY: Marg Deichert SECONDED BY: Diane Denomme BE IT RESOLVED THAT we operate the summer playground program for The Facilities Manager s report is attached to these Minutes as Schedule B. 6.3 Public Works Manager The Public Works Manager s report was reviewed Sewer Hook Up Extensions SECONDED BY: Mavis Govier BE IT RESOLVED THAT the Council of the Municipality of Bluewater approves the following Sewer Hook Up Extensions: Reg Brown 1 year extension until May 31, 2004 Charles Jewitt 1 year extension until May 31, 2004 Catholic Church 1 year extension until May 31, 2004 Ray Telfer 1 year extension until May 31, 2004 Don McIlwain 1 year extension until May 31, SECONDED BY: Rod Parker BE IT RESOLVED THAT the Council of the Municipality of Bluewater approves the extension of Sewer Hook Up for Mrs. Connolly until May 31, 2004 for Bayfield River Road Hensall & Hay Landfill Cover SECONDED BY: Rod Parker BE IT RESOLVED THAT the Public Works Manager be authorized to tender for Hensall & Hay Landfill Cover for a period of two years Stop Sign By-law MOTION MOVED BY: Mavis Govier SECONDED BY: Marg Deichert BE IT RESOLVED THAT By-law No , being a by-law to provide for the erection of Stop Signs at Intersections, be given first, second and third reading and finally passed this 12 th day of May, 2003.

4 Page 4 May 12, 2003 Minutes Water Restrictions MOTION MOVED BY: Marg Deichert SECONDED BY: Rod Parker BE IT RESOLVED THAT a by-law be prepared for water restrictions including fines for Bluewater Municipal Water Systems Odour Control Bayfield -Information Schactivate SECONDED BY: Bill Martin BE IT RESOLVED THAT the Public Works Manager be authorized to treat one cell at the lagoon with Schactivate at no charge to the Municipality, upon receiving written confirmation that no other treatment other than alum be needed and that OCWA and the MOE approve Sign Quotes SECONDED BY: Joe Laudenbach BE IT RESOLVED THAT having received 4 quotes for signs, that the quote from BMR for $ be accepted Blade Quotes SECONDED BY: Paul Klopp BE IT RESOLVED THAT having received 2 quotes for blades, that the quote from Letco for $15, be accepted. ITEMS REQUIRING ACTION 7.1 Ontarians with Disabilities Act Plan SECONDED BY: Paul Klopp BE IT RESOLVED THAT the Council of the Municipality of Bluewater support a joint venture to draft a County Wide plan pursuant to the requirements of the new Ontarians with Disabilities Act with the County spearheading this joint venture and that the working group be comprised of members of the Huron County Clerks and Treasurers Association.

MOTION MOVED BY: Jim Fergusson SECONDED BY: Paul Klopp BE IT RESOLVED THAT the Council of the Municipality of Bluewater give their support to the Association of Municipalities of Ontario regarding The Waste Diversion Ontario s Blue Box Plan Municipality of Chatham-Kent -Incarceration of Criminals SECONDED BY: Bill Martin BE IT RESOLVED THAT the Council of the Municipality of Bluewater hereby supports the resolution of the Municipality of Chatham-Kent regarding the Incarceration of Criminals Convicted of First Degree Murder in Minimum Security Facilities. 7.3 County of Huron - Severance Files B83/02, B84/02 and B85/02 - clearing of conditions of approval SECONCED BY: Marg Deichert BE IT RESOLVED THAT in regard to Severance B83/02, that all municipal requirements (Condition #2) have been met to the satisfaction of the Council of the Municipality of Bluewater SECONDED BY: Bill Martin BE IT RESOLVED THAT in regard to Severance B84/02, that all municipal requirements (Condition #2) have been met to the satisfaction of the Council of the Municipality of Bluewater SECONDED BY: Jim Fergusson BE IT RESOLVED THAT in regard to Severance B85/02, that all municipal requirements (Condition #2) have been met to the satisfaction of the Council of the Municipality of Bluewater.

CONVENTIONS, COURSES AND INVITATIONS 8.1 Cowan 75 th Celebration -Wednesday June 4, City of Stratford -Civic Night Thursday, June 19, COMMITTEE AND BOARD REPORTS Councillor Denomme attended two LACAC meetings. Councillor Deichert attended Building Committee meeting and Dashwood Fire Board meeting. Councillor Fergusson attended Hensall Water meeting. Councillor Parker attended Groundwater Study meeting and the Hensall Water meeting. Councillor Laudenbach attended Hensall Water meeting. Councillor Martin attended Hensall Water meeting and Farm Safety Association meeting. Councillor Govier attended Rec Committee meeting and Building Committee meetings. Deputy Mayor Klopp attended Building Committee meeting, Hensall Water meeting, Dashwood Fire Board meeting and Funding Presentations for Hayter s Turkey Farm and Metzger s Meats. Mayor Dowson attended OSUM Conference and Building Committee meetings. 10. NEW BUSINESS 10.1 Huron County Road Watch -permission to paint the Road Watch Logo SECONDED BY: Mavis Govier BE IT RESOLVED THAT Road Watch Huron be given permission to paint the Road Watch logo on the roadway, at the intersection of Airport Road and County Road By-law No MOTION MOVED BY: Jim Fergusson SECONDED BY: Mavis Govier BE IT RESOLVED THAT By-law No , being a by-law to deem Registered Plans, or parts thereof not to be registered pursuant to the Planning Act, R.S.O. 1990, be given first, second and third reading and finally passed this 12 th day of May, 2003.

7 Page 7 May 12, 2003 Minutes 10.3 Ministry of Citizenship -Awards Any nominations or applications for these awards need to be in May 23, Procedural By-law -amendments The amendments for the Procedural By-law are being worked on and will be at a future meeting Signs at Pavillion There was some discussion regarding signs at the Pavillion. There is a concern with parking, camping and fires in that area. The Public Works Manager will have No Fire signs and No Camping signs place at the Paviilion Property Standards By-law -complaints Bluewater s policy regarding complaints on property standards are that complaints need to be in writing. 11.
