Presentations/Deputations Committee Orientation Committee coordinated provided an overview of Committee responsibilities, procedures, required policies, and orientation materials. Appoint Committee Chair DR Flanagan/Leduc Recommendation: That Peter Ferragine be appointed as Chair of the Downtown Revitalization Committee. Appoint Committee Vice Chair Recommendation-DR DenBleker/P. Dykie Recommendation: That Stephen Dykie be appointed as Vice Chair of the Downtown Revitalization Committee. 4 Downtown Revitalization Committee - March 4, 2015 Page 4 of 8 Open Forum Zelma Fuller and Darlene Braybook presented an idea for Easter decorating in the downtown. The idea was to repurpose the existing containers with Easter eggs that would be made by various students within Bradford. Members discussed the project and challenges with implementation within a short timeframe. The group decided that it would be best for the presenters to work with various business owners this year to implement the idea and to follow up with the Committee in order to formalize plans for the future. 6 Downtown Revitalization Committee - November 5, 2014 Page 6 of 8 Open Forum Zelma Fuller, a resident of Bradford West Gwillimbury, was in attendance to speak to the item marked as Christmas Decorations on the agenda. Adoption of Adoption of Recommendation-DR Swaisland/Cavallo That the minutes of the August 6, 2014 meeting be adopted as printed. Correspondence Correspondence for Action - Bradford Board of Trade - Sponsorship request for the Downtown Window Decorating Contest The Committee discussed participation rates and options for bringing in more interest for the following year. Linda Alsemgeest arrived at 7:06 p.m. Martha - 27 businesses involved so far Councillor James Leduc advised the Committee that with the changes to the Santa Clau parade being organized through town staff in 2015, there may be some further options available which can be discussed further down the line. Staff noted that any recommendation would only go to council for approval at its next Council meeting on December 16, 2014, following the inauguration of the new term of Council. Recommendation-DR Den Bleker/Cavallo That Council approves the Downtown Revitalization Committee's request to sponsor the Board of Trade's Annual Holiday Window Decorating Contest for a fee of $1000. Unfinished Business Christmas Decorations The Committee discussed various options for making the downtown more visually appealing with Christmas decorations. Staff commented that business owners would need to be conscious of keeping walkways and thoroughfares clear and visibility for drivers should not be reduced. Page 2 of 4
7 Downtown Revitalization Committee - November 5, 2014 Councillor Leduc reiterated the possibility of the organization of the Santa Claus Parade being more involved in decorations in the downtown in the future. Flowers and Decorations Staff confirmed that future planting will be planned in mid January with no concept on colours currently in mind. Mike O Hare asked the Committee to provide any suggestions to him by . Murals in the Downtown The Committee discussed the current state of the murals which are located in the downtown area and what options existed for funding some maintenance towards them. The Committee agreed to move this item to the next term of the Committee, pending the new term of Council s decision to bring the Committee back. Light signals at Holland Street and Barrie Street This item was discussed in conjunction with the go bus stop location on Barrie Street. Khurram Tunio advised the Committee that as part of the assessment of the downtown reconstruction, the Town is also looking at traffic models and timing of lights. Staff were out in the summer and found the timing to be good, but it will be revisited in the future following the work which will be done in the Downtown. Further to that the Environmental Assessment had already indicated that the current location of the go bus stop would need to move and staff, in consultation with Go Bus, will be looking into a suitable location for that to happen. There are plans to put a shelter in place for the interim, but the shelter will be moveable to allow it to be placed elsewhere in the future. Committee members also asked staff to look into the access ports for the town signal lights in the downtown area. Line marking on Holland Street Committee member Cor Den Bleker asked for this item to be added to agenda and reiterated from the previous meeting that no line markings had been added to the resurfaced area of the Holland Street to indicate parking spots on the street. A petition was also circulate to staff to request that the lines be painted in the area. Staff advised that the contract did not call for line markings to be made, but did note that there will be exclusive areas for on-street parking which will be marked following the downtown reconstruction. Staff were asked to investigate further on having the lines painted in the interim. A recommendation was passed. Page 7 of 8 Page 3 of 4
8 Downtown Revitalization Committee - November 5, 2014 Recommendation-DR Den Bleker/Cavallo Recommendation: Regarding the lack of lines delineating parking spots along Holland street, Barrie Street north to John Street, and Simcoe Road south to Centre Street; that council authorize the expenditure if additional budget is required to complete the work. Page 8 of 8 New Business There was no new business. Announcements Peter Dykie extended his thanks to the Committee members and to Mayor Doug White for all of the work conducted by the Committee over its term. Staff were also thanked for their work in placing the new banners up for the fall season and noted that staff were working on coming up with something to mark November 11 th a little bit more for the 2015 season. Linda Alsemgeest also wished to thank Mayor White for all of his assistance and felt that the Committee wouldn't have gotten anywhere without the work the Mayor put towards the Committee. Mayor White wished a happy 40th birthday to Stephen Dykie. Stephen Dykie also thanked all Committee members, staff and everyone having attended the various meetings over the years. He noted the many achievements the Committee had for the first ever downtown committee, including the downtown reconstruction, the CIP. He also wished to thank the Mayor for a remarkable job for support to downtown. Next Meeting To be determined.
