1 CITY OF BURNABY COMMUNITY POLICING COMMITTEE MINUTES An Open meeting of the Community Policing Committee was held in Council Chamber, City Hall, 4949 Canada Way, Burnaby, BC on Thursday, 2014 July 03 at 6:00 p.m. PRESENT: ABSENT: STAFF: Councillor P. Prior, Administrative Officer The Chair called the Open meeting to order at 6:03 p.m. 1. MINUTES (a) Minutes of the Open meeting of the Community Policing Committee held on 2014 May 22 MOVED BY COUNCILLOR MCDONELL: SECONDED BY TRUSTEE HAYES: THAT the minutes of the Community Policing Committee Open meeting held on 2014 May 22 be now adopted.
2 Community Policing Committee Page 2 The Chair and Chief Superintendent Critchley welcomed Ms. Maureen Gulyas to the meeting. Ms. Gulyas has recently joined the RCMP Burnaby Detachment as the Communications Media Strategist. Ms. Gulyas will be responsible for reviewing internal and external communications and will join the Community Policing Committee s Communication Sub-Committee. As part of her duties, Ms. Gulyas will also be reviewing the RCMP monthly report and would welcome input and feedback from the Committee. 2. PRESENTATION (a) Cst. Stephen Dunn and Ms. Sabrina Cordero Re: Fraud Awareness Presentation Speakers: Cst. Dunn, RCMP and Ms. Cordeiro, Senior Analyst, Bank of Canada Cst. Stephen Dunn, Federal Serious and Organized Crime Integrated Counterfeit Enforcement Team, RCMP, and Ms. Sabrina Cordeiro, Senior Analyst, Currency Department, Bank of Canada provided a presentation regarding fraud awareness. Ms. Cordeiro, fraud specialist with the Bank of Canada, provided information regarding the Polymer Series of banknotes. Ms. Cordeiro outlined the following advantages to polymer notes: leading edge security features, easy to verify and difficult to counterfeit; durability is 2.5 time longer than paper notes; detailed metallic imagery in transparent area of the notes; and easy to handle. The speaker also provided three simple tips for authenticating the polymer notes: flip the note to see the features in the large window repeated in the same colours and details on both sides of the note, i.e. metallic portrait, small numbers, metallic building and maple leaf border; feel the smooth, unique texture of the complete note as well as the raised ink on the large number, the shoulders of the large portrait, and the words Bank of Canada and Banque du Canada ; and look for transparency through the large window containing a metallic portrait and building. As the Bank of Canada will not reimburse counterfeit money, Ms. Cordeiro recommended the following steps before accepting any bank notes: -as a consumer: check before you accept any bank notes; compare a possible suspicious bill with a real one; and ask for a recent note if you don t know how to check an old note.
3 Community Policing Committee Page 3 -as a retailer: politely refuse a suspect note; ask for a another note; direct the customer to report their counterfeit note to the authorities; and notify the authorities yourself. Cst. Stephen Dunn advised the Committee that identity theft is the preparatory stage of acquiring and collecting someone else s personal information for criminal purposes, i.e. impersonating another person and the misuse of debit cards or credit cards. The speaker advised that victims of identity theft can experience financial losses and difficulty in obtaining credit or restoring their previous credit ratings. Identity theft techniques can range from dumpster diving, shoulder surfing, theft from autos and mail theft to sophisticated internet schemes such as skimming, phishing and hacking into computers. Cst. Dunn outlined the following ways in which citizens can protect themselves from identity theft: do not carry extra identification in your purse or wallet, i.e. birth certificates, passports, SIN cards; stop your mail delivery with the post office if going on holidays; always shred personal and financial documents before putting them in the garbage or recycling; dispose of computers and cell phones safely as they contain personal information; be wary of unsolicited s, telephone calls or mail attempting to extract personal or financial information; turn your driver s licence face down in your wallet and close your wallet when paying or waiting to pay to ensure that no-one can glean information by looking over your shoulder; ensure that all ATM equipment is securely fastened; change passwords and PIN codes often, memorize them as opposed to writing them down; use chip enhanced debit and credit cards; and use protective sleeves to protect Radio Frequency Identification (RFID) such as enhanced driver s licences or passports. In conclusion, the speakers advised that a wide range of educational materials and resources are available free of charge on the Bank of Canada website. The Committee thanked the speakers for an informative and educational presentation.
4 Community Policing Committee Page 4 3. CORRESPONDENCE MOVED BY MR. MCLEAN: SECONDED BY TRUSTEE HAYES: THAT the correspondence be received. (a) Memorandum from Deputy City Manager Re: Street Lighting Frances Street Between Holdom and Fell Avenues A memorandum was received from the Deputy City Manager in response to concerns raised by the Committee regarding a request for street light improvement on Frances Street between Holdom and Fell Avenues. Frances Street between Holdom and Fell Avenues is constructed to an interim standard of which a short section near mid-block is complete with curb and street lights. The remaining length of this block is unimproved and will only be upgraded with curb, sidewalks and street lights when a Local Area Services Program is initiated and endorsed by abutting residents. Staff support the installation of an interim street light between Holdom Avenue and the westernmost light at mid-block Frances Street. (b) Memorandum from Administrative Officer Re: Terms of Reference Review Community Policing Advisory Committee A memorandum was received from the Administrative Officer regarding the Terms of Reference for the Community Policing Committee. Arising from discussion, the Committee introduced the following motion: MOVED BY MS. MCQUEEN: SECONDED BY MS. GATES: THAT staff prepare a revised draft version of the CPAC Terms of Reference for consideration by the Community Policing Committee.
5 Community Policing Committee Page 5 4. MONTHLY REPORTS MOVED BY MR. MCLEAN: SECONDED BY MR. RITCHIE: THAT the monthly reports be received. District #1 May Tony Wong, Chair, District #1 submitted a monthly report providing an update on activities through the month of May. Corporal Brad Gibson has been appointed as the Community Response NCO for District #1. The report advised that District #1, thefts from autos is below the historic average. Further, it was noted that due to limited hours of operation at the Community Policing Office, merchants and residents are being requested to call 911 for emergencies or the RCMP non-emergency number for non-urgent matters. District #2 May / June Andrew Fowler, Chair, District #2 submitted a monthly report for May and June providing an update on activities. The report advised that Youth CPAC members from Burnaby Mountain and Burnaby North Secondary Schools are actively collecting and soliciting student concerns. District #2 volunteers and other agencies have participated in the following initiatives: relocation of a problem bus shelter; developing an education awareness plan for businesses to report property crime, graffiti and other concerns to the RCMP and subsequently to the CPAC. The North Road BIA is creating an informational card for local businesses on the importance of reporting crime; developing information regarding CPTED principals around product placement and positioning to be delivered by both the North Road BIA and a citizen from the Korean community; and developing an education awareness plan for UniverCity businesses and the Burnaby Mountain Residence Association to assist with reporting of property crimes. Transit Police presented and distributed material regarding a new OnDuty Program. Councillor Calendino requested that a meet and greet be organized with the Korean business community in the North Road area. Councillor Calendino further requested that
6 Community Policing Committee Page 6 Chief Superintendent Crichtley, S/Sgt. LeClair and a Korean interpreter be invited to the meeting. Chief Superintendent Critchley informed the Committee that the RCMP are aware of an increase in street level petty crime as well as theft from SkyTrain construction sites. District #3 May Lindy McQueen, Chair, District #3 submitted a monthly report for May advising the May 3 rd Community Clean Up held was very successful. The clean-up involved 65 volunteers and was held in two locations: Edmonds/Kingsway corridor and Edmonds Skytrain/Stream Keepers. District #3 also participated in a Seniors Scam and Safety Seminar at the Edmonds Community Centre with approximately 50 citizens attending. The Chair advised that break and enters to underground parking lots dropped significantly over the last reporting period, residential break and enters dropped slightly. The RCMP will be sending out a request to all CPO s for volunteers for the Special Olympic Games being held in Vancouver in July. District #4 May Mary Gates, Chair, District #4 submitted a monthly report for May providing an update on a number of issues and initiatives. District #4 reviewed their membership and is actively recruiting a DPAC member from the area. A table was staffed at the Bonsor Multicultural Festival on June 21 promoting/recruiting for Cell Watch and Speed Watch volunteers. Speed Watch continue to forward requests to the RCMP, Traffic Division, for member participation in addition to advising of Speed Watch locations/times. Volunteers from the Cell Watch program are involved in weekly patrols and are recording incidences. RCMP advised that District #1, through their Corporal, send letters to drivers to advise that they have been observed in the process of an offense. District #4 undertook to investigate this matter further. Chief Superintendent Critchley advised that Corporal Brad Gibson has commenced his duties with District 1 and Corporal Neil Body is now in place in District 3. Chief Superintendent Critchley advised that Corporal Gibson, District #1 Community Response NCO will also be responsible for pedal bike coordination. Chief Superintendent Critchley advised that bike patrols will be participating in Hot Spot
7 Community Policing Committee Page 7 patrols as well as attending community events. Burnaby RCMP have 40 members trained for bike patrol. RCMP May / June Chief Superintendent D. Critchley provided an overview of the RCMP monthly report. Chief Superintendent Critchley informed the Committee that theft of and from autos has increased not only in Burnaby, but in all of the Lower Mainland. The Prolific Offender Suppression Team and the Community Response Team are focusing on auto crime hot spots and active offenders. Chief Superintendent Critchley advised that business robberies are higher than last year with approximately 70% of the incidents occurring in District #4. A person of interest was arrested in conjunction with nine robberies. Burnaby and Surrey RCMP, as well as Transit Police, are working together to effectively deal with a youth group responsible for personal robberies around SkyTrain stations. The Chair noted that crime statistics appear higher in areas around the Metrotown, Edmonds, and Lougheed SkyTrain stations. Chief Superintendent Critchely advised that Burnaby RCMP work with Transit Police to mitigate crime around SkyTrain stations in Burnaby. The Chair reiterated that as part of Ms. Gulyas duties she will be reviewing the RCMP Monthly report and would welcome input and feedback from the Committee. 5. NEW BUSINESS No items of new business were brought before the Committee at this time. 6. INQUIRIES No inquiries were brought before the Committee at this time. 7.
