Monday, September 24th, 1973 Time: 7:OO p.m. Minutes of the Regular Council meeting held in the Council Chamber on Monday, September 24th, 1973, at 7:OO p.m. All the members of Council were present; also present were the Assistant Manager and the Municipal Clerk. The Mayor first welcomed members of the Third West Whalley Scouts who were present with Scouter Norman Cox. The Scouts were present in connection with obtaining their Citizenship Badge. A. ADOPTION OF MINUTES RES.NO.W Moved by Alderman McKitka Seconded by Alderman Fomich That the minutes of the Regular Council meeting of September 17th, 1973, be adopted. B. DELEGATIONS 1. Mr. Davidson of Galway Homes Ltd. was present concerning an apartment project at 93A Avenue and 121 Street which had not been adopted under By-law No Mr. Davidson stated his application had been approved by the Planner, the Engineering Department, the Advisory Design Panel, and Council had attached the plan and given the By-law third reading. The servicing agreement had been executed and the required monies paid. Two weeks ago Council had not given final adoption as they understood the density was 64 units, and last week this had been corrected and they had been advised there were only 34 units, which was approximately 13 units per acre. A perspective of the proposed development was shown and discussed, and it was pointed out that there were no fireplaces and chimneys. also stated that 50% of the units have covered parking. The vent stacks which protrude 2 above the roof are at the rear of the units and are hidden by the roof line. A coloured rendering of the project and plans

2 were shown to Council, and questions were answered. The condominiums are expected to sell for around $27, and have 1,247 sq. ft. Two playgrounds are provided with the development. This matter was dealt with later in the meeting under By-laws. 2. Mrs. I. Thielemann, of th Street, was present concerning Application which had not been approved under Section 712. Mrs. Thielemann stated she wishes to subdivide off a 5 acre parcel with an existing house on it so that she can build another house for herself. There are two houses presently on the property and for this reason she must subdivide one parcel off in order to meet by-law requirements. The proposed subdivision has been approved by the Provincial Government. The existing two houses will be rented to employees working on the farm. She stated the property has frontage on 184th Street and 28th Avenue, and this should be adequate to meet the requirements of Section Mr. C. Helliar, of th Street, was present and read a brief concerning the proposed subdivision of his property. Mr. Helliar stated the present Municipal Development Policy is unfair to taxpayers who have lived on property in Surrey for over twenty years. He stated he had considered his property as a source of income for his old age, and he now wishes to sell. one-half of it and keep the other half. He has Provincial Government approval to subdivide. However, he has now been advised the impost charges to subdivide are over $2, He felt the impost of $ for future parkland is not realistic as the Municipality has 480 acres designated for parkland next to his property which the taxpayers have paid for. He stated there is an impost for water, but he is already paying for a local improvement watermain at $ per year. There is also a road impost, but he is paying $30.00 per year on a local improvement paving project. Mr. Helliar suggested that property owners who have lived in Surrey for over ten years on their property, and senior citizens, be allowed one subdivision of their property with no impost charges. This matter was dealt with later under a Notice of Motion. C. COUNCIL-IN-COMMITTEE minutes dealing with the South Surrey Planning Committee Report were then considered as follows:

Ross That the words "a substantial portion of the Peninsula Area'' be deleted, and the words "all the area outside the Urban Growth Area" be inserted in their place. This amendment was - lost with Aldermen Fomich, R. ROSS, and Karpoff in favor. The recommendations of the minutes of June 12th, 1973, were then dealt with as follows: (a) The recommendation under Item 2. was then discussed. d RES.NO.WS17 Moved by Alderman Wenman That using the guidelines of the South Surrey Planning Committee and the recommendations of Council, the Planning Department now proceed with Land Use Plans and Control Plans for the whole Peninsula Area. Aldermen Vogel, Fomich, Johnston and the Mayor against. RES.NO.W518 RES.NO.WS19 A motion That the above motion be tabled pending preparation of the 1974 Budget was defeated. then Moved by Alderman Karpoff * That no building permits or subdivi- 9 sions be approved in this area until the Control Plans are completed. This motion was defeated. (b) stated that the recommendation under Item 3 was now not required in view of the resolution passed under Item (a) above. (c) The recommendation under Item 4. was then dealt with. RES.NO.WS20 Moved by Alderman Fomich That Council approve of the recommendation that the Elgin water shed, parts of Sunnyside Acres, and other areas determined by the Planning Department be retained as conservation areas. (d) The recommendation under. Item 5. was then dealt with. Moved by Alderman Fomich Seconded by Alderman Johnston That residential single family dwellings be referred to the Advisory Design Panel in cases where large d

Ross Seconded by Alderman Johnston That the words "large housing developments" be deleted, and the words "housing developments of twenty (20) units or more" be inserted in their place. Aldermen McKitka, Fomich, Johnston, and the Mayor against. A further amendment was made: RES.NO.W523 Moved by Alderman D. Ross That the words "Advisory Design Panel'' be deleted, and the words "Advisory Housing Design Panel" be inserted in their place. Aldermen McKitka, Fomich, Wenman and the Mayor against. (e) The recommendations under Item 7. of the minutes were dealt with as follows: RES.NO.W524 i) Moved by Alderman D. Ross Seconded by Aldennan Karpoff That Council give serious consideration to.the desire for nature parks, and that this type of park be added to the Surrey Park System. RES.NO.W525 ii) and the two preferred Area be selected as a ment of the area. Moved by Alde.rman Fomich Seconded by Alderman Wenman That suitable sites for nature parks park types in the South Surrey Study major initial priority in the develop- iii) Moved by Alderman Fomich That the Parks and Recreation Commission, in full co-operation with other Municipal Departments, seek to establish links, by easements if necessary, between

The recommendations under Section E. of the minutes of August 27th, 1973, were then considered. RES.NO.W530 RES*N0*W531 Moved by alderman Fomich That all of the recommendations under Item E. of these minutes be adopted. An amendment to the motion was made: Moved by Alderman Karpoff Seconded by Alderman R. Ross That people in a neighborhood be involved in the design of a park facility for that neighborhood. This motion was defeated.

7 The recommendations of the minutes of September 4th, 1973, were then considered as follows: RES.NO.WS32 (a) Seconded by Alderman R. Ross That local access roads be respectful of the nature and the topography, discourage through traffic, and be designed to reflect the needs of only the area they serve. RES.NO.W533 (b) Moved by Alderman R. Ross That a mini bus system be linked up with the fast bus service referred to in the Kelly Report, and that this bus service be established as soon as possible with terminals located near the freeway or the King George Highway. This motion was defeated with Aldermen McKitka, Vogel, Wenman, Johnston and the Mayor against. ES.NO.W534 (c) Seconded by Alderman Wenman That a joint Planning Department be initiated with the co-operation of White Rock City to ensure efficient and co-operative planning of the Peninsula as a unit. RES.NO.W535 (d) Seconded by Alderman Vogel That the Area Planning Committees be given authority to call on representatives from other counnittees and commissions, provided no staff members are involved. RES.NO.W536 (e) That with the co-operation of the Semiahmoo Indian Band Council, planning and development on the reserve and its environs be co-ordinated for mutual benefit and orderly and staged growth. (f) Moved by Alderman Karpoff That Council request the Greater Vancouver Regional District to undertake a full scale transportation study. There was no seconder to the motion.

8 D. REPORTS OF VARIOUS COMMITTEES 1. WHALLEY-GUILDFORD PLANNING COMMITTEE: RES.NO.W537 (a) That the minutes of the meeting of September 18th, 1973, be received. 2. BRIDGEVIEW PLANNING COMMITTEE : RES.NO.WS38 (a) That the minutes of the meeting of September 19th, 1973, be received. RES.NO.W539 (b) then minutes be adopted. That the recommendation of these Aldermen D. Ross and Fomich against. 3. ECONOMIC DEVELOPMENT COMMITTEE: (a) The following motion had been tabled pending a report from the Committee concerning an ad in the Industrial Edition of the Columbian: That no advertisement be placed in this edition of the newspaper. Alderman McKitka stated he had discussed this matter with the Industrial Director and there is a good circulation of this issue, with issues going to Eastern Canada. Both the Industrial Director and he were recommending that a one-half page ad be taken at a cost of $ table. FIRE COMMITTEE: (a) Alderman Karpoff stated it is planned that "Fire Prevention Week" be observed from October 7th to October 14th, and that the usual contest for posters from Grade 4's will be undertaken. RES.NO.W540 Moved by Alderman D. Ross Seconded by Alderman Fomich That Council approve of "Fire Prevention Week" for October 7th to October 14th, and approve of Thirty Dollars ($30.00) to be spent for prizes for the best contestants and the necessary advertising in connection therewith. E. REPORTS OF VARIOUS BOARDS 1. GREATER VANCOUVER REGIONAL DISTRICT: ES.NO.W541 (a) That the minutes of the meeting of August 29th, 1973, be received. 2. GREATER VANCOUVER WATER DISTRICT: RES.NO.W543 (a) That the minutes of the meeting of August 29th, 1973, be received. 4. GREATER VANCOUVER REGIONAL DISTRICT PLANNING COMMITTEE: RES.NO.W544 (a) Moved by Alderman D. Ross Seconded by Alderman Johnston That the minutes of the meeting of August 28th, 1973, be received. --

10 In connection with these minutes, Alderman Vogel expressed concern over the proposal that areas at the south end of the Deas Tunnel and Crescent Island which are in the Secondary Reserve category be purchased by the Governnent for possible industrial development. He felt that industry should not be located in this area at the entrance to Vancouver, and that the area should be in the Primary Reserve Area. RES.NO.W545 Moved by Alderman Vogel Seconded by Alderman R. Ross That Council advise the Greater Vancouver Regional District that it is opposed to the area south of the Deas Tunnel being in the Secondary Reserve Area category and that it should be in the Primary Reserve category. Alderman Johnston against. F. MAYOR'S REPORT 1. The Mayor stated he had no report to present. G. BY-LAW Security Issuing By-law, 1973, No. 4068" was read and reconsidered. RES.NO.W546 Moved by Alderman McKitka That "Security Issuing By-law, 1973, No. 4068" be finally adopted, signed by the Mayor and Clerk, and sealed wit.h the Corporate Seal Security Issuing By-law, 1973, No. 4069" was read and reconsidered. RES.NO.W549 Moved by Alderman McKitka That "Surrey Zoning By-law, 1964, No. 2265, Amemdment By-law, 1972, No. 3589, Amendment By-law, 1973, No. 4073" be finally adopted, signed by the Mayor and Clerk, and sealed with the Corporate Seal. 5. "Local Improvement Watermain Construction By-law, 1973, No. 4076" was read and reconsidered. RES.NO.W550 Moved by Alderman McKitka That "Local Improvement Watermain Construction By-law, 1973, No. 4076" be finally adopted, signed by the Mayor and Clerk, and sealed with the Corporate Seal. 6. In connection with "Surrey Zoning By-law, 1964, No. 2265, Amendment By-law, 1971, No. 3504" on which a delegation had appeared this evening, Alderman Vogel stated that in view of the submission this matter should be reconsidered. RES.NO.W551 Moved by Alderman Vogel Seconded by Alderman R. Ross That Council reconsider Resolution W458 of September 17th, 1973, dealing with final adoption of this By-law. Aldermen McKitka and Johnston against. A motion by Alderman Karpoff that this By-law be referred to the Administration for a further report. in two weeks received no seconder. Seconded by Alderman Fomich That "Surrey Land Use Contract No. 33 Authorization By-law, 1973, No. 4075" be approved in principle. RES.NO.W553 unanimously. d H. MANAGER'S REPORT 1. The Assistant Manager stated he had no report to submit. 2. The following motion regarding Section 712 Application No had been tabled pending a further report: 712 be not approved. Ross THAT the construction of the South Surrey-White Rock Swimming Pool be submitted for a grant from the Community Recreational Facilities Fund, AND FURTHER THAT this shall be a joint application with the City of White Rock, AND THAT the estimated cost of the swimming pool and necessary utility services and road is $1,150,000.00, AND THAT the facility when completed shall be operated jointly by the Municipality of Surrey, the City of White Rock, and the Surrey School Board. -- (b) Resolution NO.'~ is as follows: S.NO. Ross THAT the construction of the South Surrey-White Rock Swimming Pool be submitted for approval under the Winter Capital Projects Fund, AND FURTHER THAT this shall be a joint application with the City of White Rock, AND THAT the estimated cost of the swimming pool and necessary utility services and road is $1,150,000.00, AND TKAT the facility when completed shall be operated jointly by the Municipality of Surrey, the City of White Rock, and the Surrey School Board. Ross THAT The Corporation of the District of Surrey request the Lieutenant-Governor in Council to approve the application of the Municipality of Surrey to borrow money for the construction of the South Surrey-White Rock Swimming Pool prior to the completion of the Surrey Parks and Recreation Commission Five-year Development Programme for the Crescent Park development. THAT 'in the alternative The Corporation of the District of Surrey request the Lieutenant-Governor in Council to approve the application of the Municipality of Surrey to transfer $160, of the borrowing authority for the Crescent Park development in the Surrey Parks and Recreation Commission Five-year Development Programme to the construction of the South Surrey-White Rock Swimming Pool. The Mayor stated this resolution was out of order as it was not the resolution approved in Committee this afternoon, and he asked the Clerk to read the resolution which had been approved. A letter from the Surrey Tenants' Association was received advising they have elected Mr. George Wilson to represent them on the Whalley-

15 Guildford Planning Committee in place of Mrs. Janssen. RES.NO.W5 60 Moved by Alderman McKitka That the letter be received. RES.NO. W561 then Moved by Alderman D. Ross Seconded by Alderman Johnston That the appointment of Mr. George Wilson to the Whalley-Guildford Planning Committee be approved. 2. A letter from Mrs. M.L. Wyer of th Street was received complaining of noise from the Community Centre in the Cloverdale fairgrounds. RES.NO.W562 Moved by Alderman D. Ross That the letter be received. RES.NO.W563 then Manager for a possible solution. That the letter be referred to the 3. Willianls of th Street was received concerning the unsightly condition of 72nd Avenue and the need for improvements to the sidewalk on 72nd Avenue. The Mayor pointed out that her complaint regarding the newspaper box is handled by the Engineering Department.

Stuart of th Street was received concerning the need to tile in the ditches and put in sidewalks in the Cloverdale area. RES.NO.WS66 Moved by Alderman McKitka That the letter be received. RES.NO.WS67 then Council policy on these matters. Moved by Alderman Fomich That Plr. Stuart be advised of the RES.NO.W Seconded by Alderman R. Ross That the request of the 8th South Surrey Boy Scouts & Cubs to sell nuts in the Ocean Park area between November 26th and December lst, be approved. 7. A letter from E. Hall, Provincial Secretary, was received advising the Provincial Government had approved of a grant of $8, for capital expenditures to the Cloverdale fairgrounds. He also stated that the Minister of Agriculture had expressed his willingness to make a grant of $5, for 1974, and a similar grant in RES.NO.W569 That the letter be received. RES.NO.WS70 8. A letter from Mr. W. Hall of th Street had been received complaining of the water situation in his area, particularly because of the Forestry Department pumping water out of Latimer Lake. read by the Aldermen. 17 304, RES.NO.W That the notice of meeting of the Lower Mainland Municipal Association for October 3rd, 1973, be received. K. ANY OTHER COMPENTNT BUSINESS 1. That Council amend its Development Policy to exempt from impost charges a once in a lifetime application for a one property split for persons who have owned the parcel of land for ten (10) years or more. The Mayor ruled this should be a Notice of Motion. 2. Moved by Alderman R. Ross That the Five Hundred Sixty-five Thousand Dollar ($565,000.00) grant received from the Provincial Government on recreation buildings be held pending consideration of the construction of a major community centre in Guildford in conjunction with Douglas College, and that the Administration and the Parks and Recreation Commission be asked to report on the advisability and feasibility of constructing joint recreation facilities with Douglas College in the Guildford area. A report should be ready in two weeks for a joint meeting of Council and the Douglas College Council. The reports should specifically deal with: a) types of facilities; b) location best suited for joint facilities; c) timing of construction; d) cost sharing of Capital Costs; and e) cost sharing of Operating Costs. The Mayor ruled this as a Notice of Motion. 3. Alderman R. Ross stated he had received a petition from business establishments on Grosvenor Road, between Hilton Road and the King George Highway, requesting a change in parking regulations between 9:00 a.m. and 5:OO p.m. They were asking for a 2-hour parking limit on this portion of Grosvenor Road. Moved by Alderman R. Ross That Council restrict parking to

18 two (2) hours between 9:00 a.m. and 6:OO p.m. on Grosvenor Road from Hilton Road to the King George Highway. This motion was not put as it was J RES.NO.W572 Traffic Committee for a report. Moved by Alderman Wenman That the request be referred to the RES.NO.W Moved by Alderman Wenman That the terms of reference of the Advisory Design Panel be reviewed and clarified. RES.NO.W Alderman McKitka then recommended that a one-half page ad, at a cost of $ be placed in the Columbian's special edition on Industry. Moved by Alderman McKitka Seconded by Alderman Wenman That Council place a one-half page ad in this special edition of the Columbian, at a cost of Four Hundred Ninety-one ($491.00) Dollars. This motion was defeated. 6. Alderman McKitka stated that the Municipality had purchased a Tor0 mower over 3-1/2 months ago and it has been sitting in the Works Yard for this length of time waiting for a part in order to put it into operation. He suggests that in future we require, on the purchase of equipment, that parts be supplied within 21 days or else the supplier be required to pay for the loss of use or the hire of other equipment.
