THAT Report No. EDP dated January from the Senior Approving OfficerlSenior Planner (Special Projects) regarding an amendment to Development Permit No. 694 with variances application for the Christine Lamb Residence located at 3096 Clearbrook Road be received; 2. THAT application D2-002 for an amendment to Development Permit No. 694 with variances as detailed in Report No. EDP proceed for public comment at an upcoming Council Hearing; and 3. THAT the Mayor and Corporate Officer be authorized to execute all documents relating to this matter. BACKGROUND Council and BC Housing entered into a memorandum of agreement in September 2008 for the Province to fund construction on this City-owned property of a 4 suite four-storey residential project for women at risk of being homeless some with children. The location of the site is illustrated in Figure attached. The contractor is anxious to complete installation of the perimeter fence and demobilize the site by January The project architect on behalf of the Province is requesting approval to erect a decorative aluminum fence.s2m in height within the required front yard along Clearbrook Road. The maximum height of fencing permitted in a front yard pursuant to the City's Zoning Bylaw is.0m. The Province requests this height variance in order to prevent pedestrians from disturbing residents in at-grade suites. The location of the proposed fence is illustrated in Figure 2. The fence detail is illustrated in Figure 3. Given the see-through character of the proposed fence it results in a minimal obstruction to sight lines at the Clearbrook Road entrance to the MRC parking lot. Concern about sight-line obstruction is further neutralized due to the fully signalized character of this intersection. Staff supports the requested variance as it will increase the sense of security and privacy of residents in at-grade suites. In addition the proposed fencing materials are aesthetically pleasing. Placement of the fence will be woven through the front yard landscaping thereby adding to the unobtrusive character of the fence. L:I0 2ID2-002IEDP Exec Comm.docx -49 -

Capital works implications arising from the original project approval have already been addressed. STRATEGIC DIRECTIONS The development supports the following strategic goals of the Strategic Plan: ENVIRONMENTAL Green economy green energy green community. The architect has applied for LEED Gold certification for the project. SOCIAL: COMMUNITY Provide a safe healthy and inclusive community. The building provides a safe supportive housing environment for women at risk of homelessness some with children. The requested variance enhances the safety and security of future residents. COMMUNICATION PLAN If supported by Council the Amendment to Development Permit 694 with variances will proceed to a Council Hearing. The City will notify in writing the adjacent property owners and occupiers of the date and time of the Council Hearing. SUMMARY The Province requests approval to erect a.52m high aluminum fence within the required front yard setback space for the Christine Lamb Reside men at risk of homeless ness located at 3096 Clearbrook Road.
