APPROVAL OF MINUTES REGULAR NOV. 10 THAT the minutes of the Regular Meeting of Council held November 10, 2008, be adopted. Bassett, Director of Corporate Services, recommending no items be made public from the Special (In-Camera) Meeting of Council held October 28, 2008, be received ( ).

COUNCILLOR BUCHER COUNCILLOR FARROW RDBN OCT RURAL DIRECTORS THAT the minutes of the following Regional District of Bulkley-Nechako meetings held October 23, 2008, be received: a) Meeting No. 18; and b) Planning Committee. THAT the minutes of the Rural Directors Committee meeting held June 19, 2008, be received. 6-4 None. COUNCILLOR GOODACRE COUNCILLOR GROVES SPIRIT OF BC OCT SPIRIT OF BC APPOINT- MENTS THAT the minutes of the Spirit of BC Community Committee meeting held October 30, 2008, be received ( ). THAT Report ADM from Councillor Groves recommending ten appointments to the Spirit of BC Community Committee, be received; AND THAT Council approve the appointment of the following individuals to the Spirit of BC Community Committee: a) Tisha Witt; b) Coranne Dohler; c) Kim Martinsen; d) Kim Struthers; e) Tom Young; f) Fergus Tomlin; g) Ryan Coltura; h) Rimas Zitkauskas; i) Jamie Deba; and j) Cheryl Ann Stahel ( ).

Groves/Adomeit THAT the letter received November 13, 2008, from Minister C. Hansen, Ministry of Finance and Minister Responsible for the Olympics, providing a copy of the Smithers BC Explorer DVD, be received ( ). Council viewed the Smithers BC Explorer DVD. COUNCILLOR BENSON ANGLING PLAN Benson/Adomeit THAT the Synopsis: Draft Angling Management Plan - Skeena Quality Waters Strategy, be received ( ). Council was reminded that the deadline to submit surveys is November 30, None. MAYOR DAVIDSON STAFF (A) REPORTS 7A TU08-02 FRONTAGE ROAD 7A DV QUEEN THAT Council approves Temporary Commercial Use Permit application TU08-02 for property located at 3352 Frontage Road, as recommended in Report DEV dated November 10, 2008, from A. Walker, Planner ( /TU08-02). THAT Report DEV dated November 12, 2008, from A. Walker, Planner, recommending approval of Development Variance Permit application DV08-06 for property located at 1321 Queen Street, be received; AND THAT Council approve Development Variance Permit application DV08-06 for property located at 1321 Queen Street, provided that: a) the fascia sign is illuminated with lighting that is supported by the Alpine Theme Design Guidelines; and b) the size of the fascia sign is reduced by twenty-five percent ( /DV08-06). CARRIED UNANIMOUSLY.

Walker, Planner, recommending approval of Development Variance Permit application DV08-07 for property located at 3860 Fourth Avenue, be received; AND THAT Council approve Development Variance Permit application DV08-07 for property located at 3860 Fourth Avenue, provided that: a) there is no freestanding sign on site; b) signs do not protrude past the roofline and are appropriately centered; and c) signs are illuminated with lighting that is supported by the Alpine Theme Design Guidelines ( /DV08-07). THAT Report DEV dated November 17, 2008, from M. Allen, Director of Development Services, recommending approval of the Ranger Park to Riverside Campground Sustainability Improvements project for a Towns for Tomorrow grant application, be received; AND THAT Council approve the Ranger Park to Riverside Campground Sustainability Improvements project for a Towns for Tomorrow grant application up to $500,000 with the Town s portion not to exceed $125,000 from the 2009 Debenture Surplus funds, with installation of showers and pumping station as the top priorities and, if any funds remain, that they be used to complete a trail connector along 19 th Avenue to the Campground ( ). STAFF (B) REPORTS 7B OCT REPORTS 7B GRENDEL GROUP SUPPORT Benson/Adomeit THAT the following department reports for the month of October, be received: a) Airport Services; b) Development Services Department; c) Fire Department; d) Prevention and Community Safety (and Notes from the Crime Prevention through Social Development Committee meeting held October 15, 2008); e) Works and Operations; and f) Recreation, Parks and Culture (September to November). Regarding Item 7B-1-d), D. Sargent advised that the Crime Prevention through Social Development Committee is actually a Working Group, and not a Committee of Council. THAT Report PR dated November 17, 2008, from A. Hillaby, Director of Recreation, Parks and Culture, presenting a letter of support to the Grendel Group, be received ( ). D. Sargent, Chief Administrative Officer, will send an additional letter to the Grendel Group to address the property rezoning matter.

WORKSHOPS 15-3 FAREWELL GOODACRE 15-4 BLUE PEARL 15-5 MAYOR- ELECT FARROW Councillor Groves reported that Smithers is one of 187 communities in Canada that will be a 2010 Olympic Torch Celebration Community. The torch will spend the night of Friday, January 30, 2010 in Smithers. A. Hillaby, Director of Recreation, Parks and Culture, reported that the B.C. Recreation and Parks Association s Everybody Gets to Play workshop, held November 21, 2008, was well attended. A basketball coaching clinic was held to help prepare for the Steve Nash Basketball Program being offered in January. Councillor Goodacre congratulated the new Council and thanked current Council and staff. M. Allen, Director of Development Services, advised that he has been attending meetings, on behalf of the Town of Smithers, regarding Blue Pearl Mine (Davidson Project) environmental assessment process, on behalf of the Town. Deputy Mayor Farrow thanked current Council and staff, with special thanks to outgoing Councillors Goodacre and Bucher. He credited Mayor Davidson s leadership for past accomplishments.

8 Smithers, B.C., on Tuesday, November 25, 2008, at 7:30 p.m. Page 8 PUBLIC QUESTION PERIOD 16-1 COUNCIL ELECT Councillors-Elect Bandstra, Northrup, and Wray were present in the gallery and thanked the current Council for the work that has been done and advised that they are looking forward to meeting the challenges that lie ahead. C. Northrup reported that there is a lot of excitement over the Olympic Torch announcement and that the Town may get questions from people wanting to know how they can become torchbearers. NOTICE OF SPECIAL (IN-CAMERA) MEETING OF COUNCIL PURSUANT TO SECTION 92 OF THE COMMUNITY CHARTER NOTICE OF IN-CAMERA ADJOURN THAT, pursuant to Section 92 of the Community Charter, Council gives notice and exercises its authority and excludes the media and the public, except for municipal staff, from the Special (In-Camera) Meeting of Council following this Open Regular Meeting of Council to deal with matters falling under Section 90, subsections 1 and/or 2. ADJOURNMENT THAT the Regular Meeting of Council be adjourned (8:16 p.m.).
