PUBLIC HEARING APPROVAL OF MINUTES REG OCT 26 Bucher/Howard THAT the minutes of the Regular Meeting of Council held October 26, 2004, be adopted as amended by replacing a contingency fund is available with a contingency fund is to be established at the budgeting session in Item on 6. BUSINESS ARISING FROM THE MINUTES/UNFINISHED BUSINESS Item 3 Special (In-Camera) Meeting held September 28, 2004 Council received a request from the Bulkley Valley Gymnastics Association to use a portion of the former Highways Maintenance Yard at 1621 Main Street. This matter was discussed at the Special (In-Camera) Meeting held October 5, Howard/Bucher THAT the letter dated October 1, 2004, from J. Warren, Corporate Administrative Assistant, to M. Mehr, Bulkley Valley Gymnastics Association, informing that Council will discuss the Association s request to use a portion of the former Highways Maintenance Yard at the Special (In-Camera) meeting to be held on October 12, 2004, be received CORRESPONDENCE/REPORTS (LEGAL/LAND) ACTION AS NECESSARY a) Howard/Farrow THAT Report FIN dated October 4, 2004, from L. Ford, Financial Administrator, regarding non-redeemed manufactured home (assessment roll number ), be received ( ); AND THAT Council accept, as late payment, the tax sale redemption amount of $3,556.76, received from D. Kennedy on October 12, 2004, on behalf of his brother, B. Kennedy; AND THAT the tax sale process for the mobile home at Bay 100 at the Hudson Bay Manufactured Home Park be finalized Special (In-Camera) Committee of the Whole Meeting held October 19, CORRESPONDENCE/REPORTS (LEGAL/LAND) RECEIVE FOR INFORMATION a) Stewart/Bucher THAT Report DEV dated October 15, 2004, from M. Allen, Director of Development Services, regarding Highway Closure and Dedication Removal (Lane in Plan 5980 District Lot 5289, Range 5, Coast District, between Main Street and Princess Street) Bylaw No. 1471, be received ( ) Council was presented with a letter dated October 19, 2004, from L. McArthur ( th Avenue), opposing Bylaw No Council was presented with an invitation, received October 19, 2004, from Smithers Community Services Association, for neighbouring property owners to attend an information session on the possible construction of a 14-unit supportive housing complex on Lot 45, Plan 5980 (1631 Princess Street). Council discussed issues arising from the October 12 th Public Hearing for Bylaw

3 3 5-1 None. No There was also discussion regarding the Official Community Plan designation for 1631 Princess Street. It was suggested that it might be appropriate to move the project to the Willowvale Subdivision or the former Highways Maintenance Yard on Main Street or an alternative site. COUNCILLOR BUCHER VISITOR STATS Bucher/Howard THAT the Visitor Information Statistics from the Smithers District Chamber of Commerce for the period ending October 31, 2004, be received ( ). COUNCILLOR FARROW RDBN OCT NWRHD Farrow/Howard THAT the minutes of Regional District of Bulkley-Nechako Meeting No. 19 and Environmental Services Committee meeting held October 7, 2004, be received. Farrow/Stewart THAT the following from the North West Regional Hospital District, be received: a) minutes of the Board meeting held July 23, 2004; b) Medical Transit schedule, Houston to Terrace, from the Smithers Community Services Association; c) letter dated August 4, 2004, from H. Gairns, Northern Health Authority, regarding employment of nursing graduates; d) letter dated September 22, 2004, from S. Johnston, Northern Health Authority presenting a funding strategy; and e) notes regarding the Board meeting held October 22, COUNCILLOR GOODACRE

4 RECYCLING OCT Goodacre/Farrow THAT the minutes of the Recycling Committee meeting held October 27, 2004, be received ( ). Goodacre/Bucher THAT the Town s Routine Request Form be revised to inform applicants that blue beverage recycling bins are available for loan from the Bulkley Valley Recycling Society. 6-5 None. COUNCILLOR HOWARD COUNCILLOR STEWART Stewart/Goodacre THAT the minutes of the Smithers Health Watch Advisory Committee meeting held November 1, 2004, be received and amended by replacing, His visits have doubled from six to twelve a year to Current funding is for six visits this fiscal and a request has been submitted to increase his visits next fiscal to twelve in Item 6. g) on 3 ( ). Stewart/Bucher THAT the Town sends a letter to D. MacKay, Member of the Legislative Assembly, and N. Cullen, Member of Parliament: a) making them aware that medical transportation costs, incurred by community members who must suddenly travel to Vancouver for medical treatment, are a serious concern; and b) requesting their input for a solution to this issue, while advising them of the ideas raised by the Smithers Advisory Health Watch Committee and Council, such as an Air Miles pool and a fund similar to what is available in the Yukon. Stewart/Bucher THAT a letter of support be sent to the Northern Health Authority to recruit the ophthalmologist who has expressed an interested in working in Smithers. Stewart/Goodacre THAT a letter be sent to North West Regional Hospital District requesting assistance in securing all or part of the funding needed for the orthoscopic equipment (which was on loan and is now being leased) from the monies made available from either the federal or provincial governments. 5 SPIRIT OF NORTHERN DEVEL. INITIATIVE NOV FEDERAL MINISTER TRANSPORT -ATION P.R Davidson/Farrow THAT the notes of the Spirit of 2010 Committee meeting held November 1, 2004, be received. Mayor Davidson reported that a pilot project involving the Smithers Public Library, School District No. 54, Northwest Community College, and Smithers Community Services Association will receive LiteracyNow funding. Davidson/Howard THAT the dated November 3, 2004, requesting agenda items for the Northern Development Initiative Regional Advisory Committee meeting being held November 13, 2004, in Terrace, be received ( ). Mayor Davidson requested ideas from Council for high priority projects. Suggestions included the forest industry (chips and pulp mills), bulk shipment of pellets, getting rid of wood waste at transfer stations, co-generation, containerization, wind-generated energy, and the Stewart Omineca Resource Road. Davidson/Farrow THAT the invitation dated October 28, 2004, from Mayor Herb Pond, City of Prince Rupert, to attend the meeting with the Federal Minister of Transportation being held November 12, 2004, in Prince Rupert, be received ( , ). Davidson/Bucher THAT Councillor Farrow be authorized to attend the meeting with the Federal Minister of Transportation being held November 12, 2004, in Prince Rupert Mayor Davidson reminded Council of Veteran s Week and of the Canadian soldiers stationed in Afghanistan. 7A STAFF (A) REPORTS None. Hubert Burger, President, Smithers Community Band Society, seeking a permanent storage facility for band instruments, be received; AND THAT the Smithers Community Band Society be advised that band instruments may be stored in the upstairs portion of the maintenance yard building on the former Highways Yard property or in the Ranger Park Recreation Centre basement ( ). Howard/Stewart THAT Council approves the donation of fifty lapel pins to C. Daykin, Bulkley Valley Coordinator, Operation Christmas Child, for distribution to teammates while in Mexico, as requested in the letter dated October 26, 2004 ( ). Farrow/Stewart THAT the letter dated October 27, 2004, from eighteen residents requesting that the greenspace area behind the houses on 11 th Avenue and Princess Street be rezoned into a new Parks and Open Space zone, be received ( /1471). Howard/Farrow THAT the letter dated October 13, 2004, from the City of Port Moody, seeking support for a resolution for a tax credit to parents for children s sports equipment and registration costs, be received ( ). Farrow/Goodacre THAT the Tourism British Columbia news release dated October 5, 2004, seeking Tourism Industry Award nominations, be received ( ). 9-7 Howard/Farrow

7 MASSET MARINA AGENDA ORDER AMENDMENT UBCM YOUTH CONFERENC E SFU CONFERENC E ART GALLERY EVENTS BVSAR FORMER HWYS YD BOBICK FLIGHT SERVICE THAT Council supports the Village of Masset s request for a letter urging that the Department of Fisheries and Oceans expedite the environmental review process for a proposed recreational marina, as requested in the letter dated November 1, 2004, from the Village of Masset ( ). The memorandum dated October 1, 2004, from the Union of British Columbia Municipalities (Item 11-1) was moved forward to this point in the meeting, so that it could be discussed prior to Item 9-8. Farrow/Davidson THAT Councillor Goodacre be authorized to attend the Harnessing Youth Power and Perspectives in Your Local Government conference being held November 25, 2004, in Vancouver, co-sponsored by the Union of British Columbia Municipalities ( ). Farrow/Davidson THAT Councillor Goodacre be authorized to attend the Dialogue on Rural- Urban Interdependence in British Columbia conference being held November 26, 2004, at Simon Fraser University, as described in the letter dated October 27, 2004, from R. Mulcaster, President, Vancouver Foundation ( ). Davidson/Farrow THAT the invitation dated November 3, 2004, from the Smithers Gallery Association Executive to attend upcoming exhibits and events, be received ( ). Howard/Farrow THAT the letter dated November 4, 2004, from E. Pierce, President, Bulkley Valley Search and Rescue Society, confirming interest in three buildings at the former Highways Yard, be received ( ). Davidson/Bucher THAT the letters dated November 3, 2004, and November 24, 2003, from B. Bobick, regarding the proposed closure of the Smithers Flight Service Station, be received ( ) NAV CANADA Davidson/Stewart THAT the press release dated October 26, 2004, from NAV CANADA announcing the completion of its Level of Service Review including pages 1 to

Stewart/Davidson THAT the Town of Smithers strongly lobbies to retain present levels of service at the Smithers Regional Airport, subsequent to collecting data to support its position. Farrow/Goodacre THAT Council nominates, as a potential recipient of a 2005 British Columbia Achievement Award, the individual previously nominated for an award, as requested in the letter from the British Columbia Achievement Foundation ( ). Howard/Davidson THAT the letter dated November 5, 2004, from B. Elsner, advising of his resignation as the Town of Smithers Emergency Coordinator, be received with regret ( and ). Howard/Davidson THAT the Town advertises the vacant position of Emergency Coordinator through the media and by posting a notice at the Firehall. Davidson/Howard THAT Council and Administration consider how B. Elsner is to be recognized for his six years of service as Emergency Coordinator. 10. None. Northrup advised Council that the Lions Club owns a house in Prince George where families travelling to Prince George for medical purposes may stay.
