Howard/Wheatley THAT the minutes of the Special (Open) Meeting of Council held February 5, 2002, be adopted. Councillor Groves left the Chambers after declaring a conflict of interest as a business owner of Coast Mountain GM (7:33 p.m.). Wheatley/Howard THAT the minutes of the Committee of the Whole meeting held February 5, 2002, be adopted, with the exception of Item 2. b) iii) to be dealt with separately under Staff Reports, Item 7A-3. Howard/Farrow THAT Report ADM , dated January 4, 2002, from Mayor Northup, presenting draft press release regarding land purchase and municipal hall project, be amended by substituting the following line in paragraph one This expenditure will not affect next year s tax rate. to This expenditure will not affect your taxes. ( ). CARRIED COUNCILLORS GROVES AND MUNROE OPPOSED. PETITIONS AND DELEGATIONS 5-1 BULKLEY- NECHAKO INTERAGENC Y COMMITTEE R. Krause, Forest Protection Officer at the Northwest Fire Centre and Chair of the Bulkley-Nechako Interagency Committee (BNIC), made a presentation regarding the BNIC at the request of Committee member Councillor B. Munroe. The Bulkley-Nechako Interagency Committee was formed in 1999 because of extensive forest fires that took place in Originally, the Committee was formed to deal only with interface fires, but the scope has increased to include other types of fire emergencies. The Committee itself is made up of representatives from the RCMP, Ministry of Transportation, Ministry of Forests, Provincial Emergency Program, municipal Fire Chiefs and Emergency Coordinators. The group s main goals include: a) improving communications between agencies; b) improving cross-training between structural and Forest Service firefighters; c) increasing awareness of resources available within the region; and d) meeting the recommendations set forth in the Auditor General s Report on Managing Interface

3 Page 3 Fire Risks. Mr. Krause advised that the Regional District of Bulkley-Nechako is currently working towards the completion of its Emergency Preparedness Plan to encompass all areas not covered by municipal plans with the Interagency Committee being the working group to implement and test the plan. COUNCIL REPORTS: NBCWG COUNCILLOR ADOMEIT Councillor Adomeit briefly reported on the success of the 2002 Northern B.C. Winter Games. Mayor Northup congratulated the Town of Smithers, the organizing committee, and the athletes None. COUNCILLOR FARROW & HEALTH ECON PLAN/ TAC RDBN MINUTES COUNCILLOR GROVES Groves/Adomeit THAT the minutes of the Health Economic Planning Committee meeting held January 8, 2002, and the Tourism Advisory Committee meeting held February 4, 2002, be received ( and ). Councillor Groves reported on the Winter Carnival and congratulated K. Timms and G. Atrill on its success. COUNCILLOR HOWARD Howard/Wheatley THAT the following from the Regional District of Bulkley-Nechako, be received ( ): minutes of the following Regional District of Bulkley-Nechako Meetings: a) Meeting No. 23 held December 13, 2001; b) Meeting No. 1 held January 17, 2002; and c) Environmental Services Committee meeting held January 17, 2002; memorandum dated January 8, 2002, from K. Pratt, Environmental Services Assistant, Regional District of Bulkley-Nechako, to the Environmental Services Committee regarding finalization of the Eastern Sub-Regional Landfill site; and memorandum dated January 24, 2002, from H. Berndorff, Financial Administrator, Regional District of Bulkley-Nechako, to the Board of Directors presenting the Draft 2002 to 2006 Financial Plan. COUNCILLOR WHEATLEY Councillor Wheatley s reports were tabled until his return. MAYOR NORTHUP BURN AWARENES S HEART MONTH NORTHERN YOUTH SUMMIT a) & b) PLAN COMM LETTERS TO PREMIER HERITAGE WEEK Mayor Northup proclaimed February 3 to 9, 2002, as Burn Awareness Week in British Columbia, as requested in the notice received January 30, 2002 ( ). Mayor Northup proclaimed February 2002 as Heart Month as requested by the Heart and Stroke Foundation of British Columbia and the Yukon ( ). Adomeit/Howard THAT the information regarding the Northern Youth Leadership Summit being held August 18 to 21, 2002, be received and that Mayor Northup be authorized to attend at no cost to the Town ( ). Adomeit/Howard THAT the appointments of Dave Stene to the Planning Advisory Committee and Councillor Farrow to the Wet suwet en and Local Government Tourism and Economic Development Working Committee, be ratified. Groves/Adomeit THAT approval be given to send letters to Premier Campbell opposing the disproportionate share of provincial government job losses within the Town of Smithers and the legislative disregard for current employment contracts by the Provincial Government, as outlined in the memorandum dated February 7, 2002, from Mayor Northup ( ). Adomeit/Howard THAT the letter dated January 2002 from G. Abbott, Minister of Community, Aboriginal and Women s Services requesting February 18 to 24, 2002, be proclaimed Heritage Week in British Columbia, be received ( ).

Ford, Financial Administrator. Howard/Adomeit THAT W. Mah be appointed Chief Election Officer, and K. Timms and S. Miller be appointed Deputy Chief Election Officers, for the 2002 General Local Election, as recommended in Report ADM dated February 6, 2002, from W. Mah, Chief Administrative Officer ( ). Howard/Adomeit THAT Report ADM dated February 7, 2002, submitted by W. Mah, Chief Administrative Officer, be tabled until Councillor Wheatley s return ( ). Howard/Adomeit THAT Council authorize the purchase by the Municipal Finance Authority of a Canon Image Runner 5000 digital photocopier from Ideal Office Solutions for the price of $17,250 plus taxes (includes trade-in of Sharp SD 2060) with the purchase being leased back to the Town at approximately $280 (plus taxes) per month for five years ( ). Allen, Director of Development Services, advising that Bulkley Electric Limited was awarded the Nineteenth Avenue Well Standby Power Building Electrical Contract at the bid price of $4,057.44, be received ( ). Councillor Wheatley returned to Chambers (8:13 p.m.). COUNCILLOR WHEATLEY LIBERAL CUTS Councillor Wheatley handed out a memorandum presenting non-official statistics illustrating the economic impacts of Liberal cuts to the Bulkley Valley, as at February

Mah, Chief Administrative Officer, be lifted from the table. Councillor Groves left the Chambers after declaring a conflict of interest as a business owner of Coast Mountain GM (8:18 p.m.). Howard/Adomeit THAT the Town purchase a 2002 Grande Cherokee from Frontier Chrysler Ltd., for Administration and Council municipal use, at a revised price of $26,394 plus taxes, as stated in Report ADM dated February 7, 2002, submitted by W.
