Stecko, Airport Manager, regarding Hawkair lease, be approved for signature by the Mayor and the Corporate Administrator ( ) OTHER BUSINESS/NEW BUSINESS b) Adomeit/Munroe THAT the Town of Smithers has no objection, if the Northwest Guides and Outfitters exhibit a grizzly bear in a glass display case at the Smithers Airport, at no cost to the Town. CARRIED UNANIMOUSLY Item 9-8 of the Regular Meeting of Council held November 27, 2001:

3 3 FCM ROW MTG MLA Wheatley/ THAT Council pass a resolution to support the Federation of Canadian Municipalities Rights-of-Way Defence Fund at the rate of 5.9 cents per capita each year for three years, as stated under Alternatives/Options in Report DEV dated January 3, 2002, from M. Allen, Director of Development Services ( ). MOTION DEFEATED DUE TO LACK OF SECONDER. Groves/Adomeit THAT Report DEV dated January 3, 2002, from M. Allen, Director of Development Services, and the letter dated November 22, 2001, from J. Layton, President, Federation of Canadian Municipalities, regarding financial support for the FCM Rights-of-Way Defence Fund, be received. OPPOSED: MAYOR NORTHUP. CARRIED. Mayor Northup reported that D. MacKay, MLA, is unaware of any provincial government offices in Smithers being relocated, as mentioned during his meeting with D. MacKay on January 8, None. PETITIONS AND DELEGATIONS COUNCIL REPORTS: NBCWG NBCWG TOURISM ADV COM COUNCILLOR ADOMEIT Councillor Adomeit attended the Northern B.C. Winter Games Torch Lighting Ceremony and advised that 200 billets still need to be placed. COUNCILLOR FARROW Councillor Farrow reported that there are only twenty-two days until the Northern B.C. Winter Games. Plans are moving ahead well, with billets being the biggest concern. COUNCILLOR GROVES Groves/Munroe THAT the minutes of the Tourism Advisory Committee meeting held December 17, 2001, be received ( ).

4 RDBN NOV CHAMBER DEC CENTRAL PARK PLAN YVR MTG OLYMPICS FCM CONF. COUNCILLOR HOWARD Howard/Munroe THAT the minutes of the following Regional District of Bulkley-Nechako meetings held November 29, 2001, be received: a) Meeting No. 22; b) Planning Committee; c) Environmental Services Committee; and d) Building Committee ( ). Councillor Howard advised that Harold Kerr was re-elected as Chairman, and Charles Beck was elected Vice-Chair of the Regional District of Bulkley- Nechako. COUNCILLOR MUNROE Munroe/Howard THAT the minutes of the Smithers District Chamber of Commerce Directors meeting held December 11, 2001, be received ( ). Councillor Munroe advised that the Smithers District Chamber of Commerce is trying to arrange their meeting dates, so as not to conflict with Council meeting dates. COUNCILLOR WHEATLEY Wheatley/Munroe THAT the minutes of the Central Park Planning Committee meeting held December 13, 2001, be received ( ). Councillor Wheatley advised that the comments from the public Open House being held January 9, 2002, will be compiled and presented to Council at a future meeting. MAYOR NORTHUP As discussed in Report ADM dated January 2, 2002, from Mayor Northup, Council viewed a video of the YVR Community Airports Conference held November 28 and 29, Munroe/Farrow THAT support, in principle, be given to the 2010 Olympics Organizing Committee for their bid to bring the 2010 Olympics to British Columbia. Mayor Northup asked Council members to advise S. Miller, Executive Assistant, if they wish to be registered for the Federation of Canadian Municipalities conference being held May 31 to June 3, 2002.

5 5 7A JANITORIAL CONTRACT REC CENTRE 7A HWY 16 FRONTAGE ROAD CONNECTO R STAFF (A) REPORTS Farrow/Adomeit THAT the Ranger Park Recreation Centre three-year janitorial services contract be awarded to R.S. Janitorial Services for the tendered amount of $4, per year, as recommended in the report dated January 3, 2002, from M. Allen, Director of Development Services ( ). Howard/Wheatley THAT approval be given to relocate the proposed Highway 16/Frontage Road connector from Manitoba Street to Glacier Street, as recommended in Report DEV dated January 3, 2002, from M. Malcolm, Deputy Chief Administrative Officer, be read a first time. Farrow/Wheatley THAT Bylaw No. 1403, cited as Zoning Bylaw No. 1403, be read a second time, as amended by inserting dimensions (inches) and weight (kg.) to support logging trucks in Section 2.12 (a) and by changing wording in Section 2.12 (b) to located on a parcel.

Warwick, Chief Executive Officer, Northern Health Authority, regarding restructuring in health care delivery, be received ( ). Council members wishing to sit on the Northern Health Council should contact P. Warwick, Chief Executive Officer, Northern Health Authority as soon as possible. Adomeit/Farrow THAT the letter dated November 29, 2001, from T. Gardham, Coordinator, The Courage to Come Back Awards, Coast Mental Health Foundation, seeking nominations for the 2002 awards, be received ( ). Farrow/Munroe THAT the letter dated December 19, 2001, from V. Turgeon, President, Northern Registry Services, Prince George, requesting support for the promotion of a regional Land Title Office in Prince George, be received ( ). Munroe/Wheatley THAT a letter of support be sent to S. Hagen, Minister of Sustainable Resources for the location of a regional Land Title Office in Smithers, with Prince George as a second choice. OPPOSED: COUNCILLOR FARROW CARRIED. Councillor Wheatley left the Chambers (9:10 p.m.) OFFSHORE OIL AND GAS Munroe/Farrow THAT the letter dated December 14, 2001, from M. Bailey, Western Policy Consultants Inc., presenting a proposal to represent communities affected by the offshore oil and gas exploration moratorium to the provincial and federal governments, be received ( ). Munroe/Howard THAT Western Policy Consultants Inc. be requested to approach all municipalities and Regional Districts west of Prince George for a financial contribution towards the cost of lobbying the provincial and federal government against the moratorium on offshore oil and gas exploration, in order to lower the cost per organization, before Council considers making a commitment.

Malcolm, Deputy Chief Administrative Officer, for meeting with local realtors and retailers regarding the proposed Zoning Bylaw.
