1 ================================================================= Minutes of the Regular Meeting of Council, held in the Council Chambers on Tuesday, February 18, 1992 at 7:30 p.m. PRESENT: Mayor Davidson Aldermen Northup, Young, Goodacre, Graf, Davies and Carter. Clerk-Administrator Thiessen, Treasurer-Collector Fish, Director of Engineering Brewer, Superintendent of Works Hume and Deputy Clerk Miller. Fire Chief Schumacher entered the meeting at 8:13 p.m. MEDIA: C.F.B.V. and Interior News. PUBIC: 8 Mayor Davidson called the meeting to order at 7:30 p.m. 1. MNUTS REGR FEB 4 MINUTES THAT the Minutes of the Regular Meeting of Council of February 4, 1992 be adopted. 2. MNUTS c.o.w. FEB HOME OCPTN Davies/Goodacre THAT the Minutes of the Committee of the Whole Meeting of February 11, 1992 be received: Davies/Northup THAT Council authorize preparation of a Zoning Bylaw amendment to Section 2, General Regulations - Home Occupations of Town of Smithers Zoning Bylaw No. 740, 1985, to include the following: There shall be no external display of advertisements on the property other than a sign, bearing only the name and occupation of the owners, which may not be illuminated and not exceed 0.36 square meters. 2. No person who is not a resident in the dwelling shall be employed in such occupation. 3. The premises must not be used for manufacture, welding or any other light industrial use, and the home occu~ation carried on therein shall not produce noise, vibrations, smoke, dust, odor, litter or heat, other than that normally associated with a dwelling, nor shall it create or cause any fire hazard, electrical interference or traffic congestion on the street. '

GRNTS IN-AID THAT all organizations requesting Grants-in-Aid be advised as to Council's disposition of their request immediately after adoption of the provisional budget, and that this became a Policy of Council. s. IBRY BUDGT THAT the existing budget item for the Smithers ibrary Association in the amount of $74, remain unchanged at this time and that they be advised to examine the area of G.S.T. relative to possible rebates; and THAT the Smithers Public ibrary Association be advised to consider sub-regional recreational cultural services participation for the ibrary Function. 7. GOF & COUNTRY CUB ASSMNT THAT the correspondence from the Smithers Golf and Country Club, dated January 30, 1992, be received for information and that Council support the Smithers Golf and Country Club's appeal to the B.C. Assessment Authority for a lowering in their assessment. 8. AIR QTY Carter/Graf THAT consideration of Item i4 of the Committee of the Whole Meeting of February 11, Air Quality Bylaws be tabled until receipt of factual information. DEFEATED. AIR QTY THAT the following recommendations be implemented in conjunction with the Ministry of Environment, E.A.C.B. and the local physicians: 1. The Town should implement, as soon as possible, a "Good Burning" public education campaign to instruct home-owners about the potential health risks and visual concerns within the community and about proper types of wood, burning techniques and appliances. 2. The Building Inspector and the Fire Chief should be involved in handing out pamphlets and instructing individual home-owners as outlined in the above paragraph when inspecting their premises. Homeowners should be encouraged to install the latest technology and the most efficient wood stoves. 3. Public seminars should be held to answer questions and encourage public participation in the "Good Burning" programs. These should be. commenced well in advance of the next winter season burning periqd. 4. Visits should be made to school classrooms to teach children about health risks and to encourage their parents to use their wood stoves and fireplaces efficiently and safely. 5. The Town should review the air quality information during the next three years and.if the public education does not appear to be solving the problem, then the Town should institute a formal pollution control bylaw. The Town should petition the Ministry of Environment to set standards for wood burning appliances and produce a pamphlet to recommend proper wood burning techniques similar to the pamphlet that is available on backyard burning. 6. That the above recommendations be referred to the Air Quality Committee for report to Council with recommendations on implementation of public education programs. Mayor Davidson requested Deputy Mayor Davies take the chair at 7:58 p.m. ADERMEN CARTER AND GRAF OPPOSED. Mayor Davidson returned to the chair at 8:06 p.m. 10. OPEN BURN ING THAT a Council policy be implemented which requires residents to apply for permits for open burning except for one month free-burning periods in the Spring and the Fall. These permits should only be issued by the Fire-Chief if he is convinced that open burning is the only way for the persons involved to dispose of their material and that the materials do not produce excessive air pollution. The Fire Chief should issue tickets for open burning without a permit or in contravention of the permit issued. ADERMEN CARTER AND GRAF OPPOSED. '

AIR QTY THAT, in conjunction with the Ministry of Environment and Environment Canada, public announcements advising of the venting index and requesting curtailment of burning on poor days be commenced. ADERMEN CARTER AND GRAF OPPOSED. 12. BEKAR REPRT PETITIONS AND DEEGATIONS Mr. Eugene Bekar addressed Council regarding a report he previously distributed to Council at their February 4, 1992 meeting. This report dealt with a Regional District matter, and Mr. Bekar noted the Smithers Council has a representative on the Regional District of Bulkley-Nechako Board of Directors. 13. UNIV OF NORTBRN B.C. Northup/Davies THAT the Memo from Mayor Davidson (February 13, 1992), reporting on University of Northern B. C. Meeting in Prince George on January 18, 1992 be received; and THAT the travel costs to Prince George for Mayor Davidson be approved; and THAT the travel costs to Prince Rupert for Mayor Davidson be approved, should he be attending. 23. APPTMNT ECONOMC DVPMNT Mayor Davidson withdrew the item of an appointment to the Chamber of Commerce's Economic Development Committee. '

CRNG CUB ARENA RQSTS Northup/Graf THAT the memo from Superintendent of Works Burne (February 12, 1992) regarding Curling Club Arena Requests be received; and THAT the Smithers Curling Club be billed the shortfall labor cost of manning the Arena for the 25 hours, as a result of the Curling Club's cancellation of the Arena. DWNTWN RVTZTN FACADE G.RANTS THAT the memo from Clerk-Administrator Thiessen (February 12, 1992) regarding Downtown Revitalization Facade Improvement Grants be received; and THAT Council authorize Administration to apply for an allocation of funds under the Facade Grant Section of the Downtown Revitalization Program. 27. BNDRY EXTSN STUDY Graf/Davies THAT the memo from Clerk-Administrator Thiessen (February 12, 1992), regarding an additional $5, for the Boundary Extension Study, be received; and THAT Administration be authorized to apply for an increase of $5,000 in the Boundary Extension Feasibility Study Grant under Part X of Revenue Sharing (Restructure Assistance Program).
