DISCLOSURES OF INTEREST Nil. MINUTES Motion by Alderman Shackelton - Warden: THAT: The minutes of the meeting held on September 10th, 2007 be confirmed. DEPUTATIONS Alma College - Appendix A Mr. Andrew Gunn, President, Alma College Foundation was in attendance and discussed Alma College and the upcoming Ontario Municipal Board Hearing. Mayor Barwick thanked Mr. Gunn for his deputation. Police Services Report Constable Tanya Calvert, St. Thomas Police Services, was in attendance and presented the Police Services Report for the month of August Mayor Barwick thanked Constable Calvert for the report. COMMITTEE OF THE WHOLE Council resolved itself into Committee of the Whole. PLANNING AND DEVELOPMENT COMMITTEE - Chairman H. Chapman

2 The 42nd meeting of the 127th Council - 2 Minimum Maintenance By-Law - Ontario Heritage Act Development Agreement Policies Site Plan Control Application File SPC Stanley Street - Appendix B Chairman Chapman advised the members that significant costs would be incurred for the installation of the ramp at 48 Stanley Street and she stated that there were no interior modifications required under the site plan process that would improve accessibility within the interior of the building. Motion by Alderman Warden - Johnston: THAT: Report PD be received for information; and further, THAT: Council approve amending the Site Plan Approval respecting File No. SPC as contained within Clause 1 of Second Report of the Site Plan Control Committee, 2007, approved by Council on February 5th, 2007 by removing the requirement for the construction of a ramp on lands known municipally as 48 Stanley Street. Alma College - Appendix C Motion by Alderman Baldwin-Sands - Campbell: THAT: Report CC relating to Alma College, be received as information. ENVIRONMENTAL SERVICES COMMITTEE - Chairman T. Source Protection Committee Appointments - Grand River Conservation Authority PERSONNEL AND LABOUR RELATIONS COMMITTEE - Chairman G. Campbell FINANCE AND ADMINISTRATION COMMITTEE - Chairman T. Shackelton Bridge, Sewers and Water Capacity in Barwick Street Area Cell Phone Policy Kiwant Manors Limited - Seniors Housing First Avenue Downtown Development Board - Horton Farmers' Market Ontario Advisory Board - Grant Request Police Headquarters Building - Appendix E Alderman Warden thanked the Police Headquarters Building Committee for the work that had been done to date and he advised the members that the public would be kept informed of the process as it continued. Motion by Alderman Warden - Campbell: THAT: Report TR be received for information; and further, THAT: Council accept the proposal submitted by Rebanks Pepper Littlewood Architects Inc. in the amount of $31,500 (plus GST) for the provision of consulting services pursuant to a Facility Needs Assessment and Site Location Analysis for the Police Headquarters; and further THAT: Staff be directed to establish a Police Headquarters Capital Project account; and further, THAT: Council approve a $31, drawdown from the Facilities Reserve to fund this study. Budget Monitoring Report Alderman Warden inquired when the members would be receiving the next budget monitoring report.

4 The 42nd meeting of the 127th Council - 4 The Director of Finance and City Treasurer stated that the next report reflecting the September 30th budget monitoring would be available in November. COMMUNITY SERVICES COMMITTEE - Chairman B. Aarts Parks Pavilion Renaming Walk of Fame Paralympics Ontario - Request for Hosting Bids Recreation Facilities Comparative Financial Figures Request for Trees on the Boulevard, South Side of Chestnut Street - Correspondence Leash Free Dog Park Summer Arena and Pool Use - Information Report - Appendix F The members inquired about lower summer ice fees in neighbouring communities, the cost of providing the summer ice, and the amount of summer ice that has been scheduled. The Director of Parks and Recreation stated that staff were aware of lower rates being offered in neighbouring communities and stated that the summer time was not the time to offer lower rates due to the cost of providing the ice. Further he stated that a report would be provided to Council, which would review the cost of providing the summer ice, the rates, and the amount of summer ice that had been scheduled. Motion by Alderman Shackelton - Johnston: THAT: Report PR-05-07, relating to summer arena and pool use, be received as information. Pinafore Park Washrooms Mayor Barwick inquired about the hours of operation for the washrooms at Pinafore Park. The Director of Parks and Recreation stated that the washrooms are open from Victoria Day through to Labour Day during the period when the City has summer student employees. Further, he stated that the washrooms are opened when there are bookings in the park. The Director of Parks and Recreation stated that during the Christmas Festival of Lights, the organizers of that event maintain the washrooms. Painting of Lines on Ice Pads Alderman Warden inquired if City employees painted the lines on the ice pads at the arenas. The Director of Parks and Recreation stated that while there are qualified staff, the company that had been contracted to paint the logos on the ice at the Timken Centre had been used by the City to paint the lines at the same time. Further, he stated that the St. Thomas Junior B Stars were responsible for the painting of the logos and for paying the associated costs. PROTECTIVE SERVICES & TRANSPORTATION COMMITTEE - Chairman D. 5 The 42nd meeting of the 127th Council - 5 Bus Services to 1063 Talbot Street and Shopping Complex near Elm Street and Wilson Avenue White Street Yield Signs YWCA St. Thomas-Elgin Summer Camp - Reduced Rate Children s Bus Tickets City Parking System Committee - Appendix G Alderman Baldwin-Sands informed the members that the City Parking System Committee had met on two occasions and that there was further work for the Committee to accomplish. Motion by Alderman Aarts - Johnston: THAT: Report CC be received as information; and further, THAT: The City s Traffic By-law be amended to include provisions for the identification of parking lots within the downtown core area including the allocation of permit parking spaces; and further, THAT: The parking design lots standards as defined on Appendix B of Report CC be approved with the costs associated with the standardized signage for downtown core area parking lots being included for consideration within the 2008 capital budget process; and further, THAT: Council authorize a 14 day grace period for enforcement when changes, approved by Council, are implemented within the downtown core parking lots; and further, THAT: Council authorize that the Scott Street parking lot and the upper St. Catharine Street parking lot be made permit only parking lots with enforcement to commence January 1, Taxis By-Law - Enforcement of Non-Licensed Taxis New Year's Eve Bus Service - Mothers Against Drunk Driving - Appendix H Motion by Alderman Shackelton - Chapman: THAT: Report ES be received as information; and further, THAT: Council approve Free New Year s Eve Bus service for December 31, 2007 from 8:00 p.m. to 3:00 a.m. January 1, 2008 consisting of (4) Conventional buses on the standard bus routes taking anyone on the system through the transfer point and (1) Paratransit bus taking advance reservations from registered Paratransit clients and their attendants; and further, THAT: An invoice be prepared and sent to MADD for an estimated total of $1, as full compensation for the costs of the Free New Year's Eve bus service. Intersection Capacity Analysis and Ten Year Capital Improvement Plan - Appendix I Mr. Henry Houtari and Mr. Steve Brook, Delcan, were in attendance and provided a power point overview of the work that had been completed regarding the Intersection Capacity Analysis and Ten Year Improvement Plan. The members inquired about the use of barn dance intersections at the intersection of Kains Street and Alma Street for pedestrians; roundabout traffic circles; traffic lights at the intersection of Talbot Street and Elgin Street; the synchronization of traffic lights in the Walmart area; and

6 The 42nd meeting of the 127th Council - 6 the potential for traffic lights at the intersections of Fairview Avenue and Axford Parkway and Fairview Avenue and Bill Martyn Parkway. The consultants stated that recommendations have been made to change the pedestrian movement at the intersection of Kains Street and Alma Street; that other communities were adopting traffic roundabout intersections; that motorists would not notice any change if the traffic lights were changed by 2 seconds at the intersection of Talbot Street and Elgin Street; that while duct work had been installed under the road for the traffic signals in the Walmart area those traffic signals were currently not synchronized; and, that they would anticipate traffic lights being installed at the intersection of Fairview Avenue and Bill Martyn Parkway before installations at the intersection of Fairview Avenue and Axford Parkway. Motion by Alderman Johnston - Campbell: THAT: Report ES93-07 be received as information; and further, THAT: The June 2007 Intersection Capacity Analysis and Ten Year Capital Improvement Plan Final Report prepared by Delcan Consulting Engineers be received for information; and further, THAT: Council endorse the recommendations within the Intersection Capacity Analysis and Ten Year Capital Improvement Plan Final Report in principle; and further, THAT: The 2008 Work Plan contained in Report ES93-07 be endorsed by Council and the funding be included in the 2008 Capital Budget submission for consideration during the 2008 Capital Budget process. Big Brothers/Big Sisters, Be A Big For a Day Event - September 27, Centre Street Street Closure between Hincks Street and Southwick Street - Appendix J Motion by Alderman Shackelton - Johnston: THAT: Report ES be received as information; and further, THAT: Centre Street be closed between Hincks Street and Southwick Street by Roads Maintenance staff on Thursday, September 27, 2007 between the hours of 5:00 p.m. and 8:00 p.m.; and further, THAT: Access for emergency vehicles be maintained at all times through the closure. Optimist Santa Claus Parade - November 17, First Avenue and Talbot Street - Street Closure - Appendix K _ Motion by Alderman Chapman - Aarts: THAT: Report ES be received as information; and further, THAT: The route for the Optimist Santa Claus Parade be from the First Avenue staging area, west on Talbot Street, south on William Street to Centre Street; and further, THAT: The following road sections be closed by Roads Maintenance staff on November 17, 2007 during the times indicated; and further, THAT: Access for emergency vehicles be maintained at all times through the closures; and further, THAT: Parking be restricted on both sides of the roadway along the parade route between 5:00 p.m. and 8:30 p.m.

7 The 42nd meeting of the 127th Council - 7 Tree Lighting Ceremony - November 16, Mondamin Street - Street Closure Appendix L Motion by Alderman Aarts - Chapman: THAT: Report ES be received as information; and further, THAT: Mondamin Street be closed by Roads Maintenance staff between Talbot Street and Curtis Street on Friday, November 16, 2007 between the hours of 5:00 p.m. and 8:00 p.m. to allow for the annual Tree Lighting Ceremony. Hearing Impaired/Deaf Child Area Signs - Hagerman Crescent - Appendix M Motion by Alderman Johnston - Shackelton: THAT: Report ES be received as information; and further, THAT: The Deaf Child Area warning sign design and installation criteria within Report ES be approved by Council for use in addressing all requests relating to hearing impaired area signage; and further, THAT: By written request of the parents at 8 Hagerman Crescent, two Deaf Child Area signs be installed on Hagerman Crescent as per the sign design and installation criteria. Corporate Air Terminal Feasibility Study - St. Thomas Municipal Airport The members, by consensus, agreed that this matter would be deferred to the next regular Council meeting. Thompson Avenue No Parking Zones - Correspondence A letter was received from Donald A. Vickerman, 21 Thompson Avenue, regarding No Parking Zones. SOCIAL SERVICES COMMITTEE - Chairman L. Baldwin-Sands Homeownership Loan Agreement - Appendix N The Housing Administrator informed the members that the $25,000 administration fee was a one time fee and further that there was a process available to the City to apply for additional housing funds; however, at this time it had not been determined how well the program would be used. Motion by Alderman Chapman - Aarts: THAT: Report OW be received as information; and further, THAT: Council approve the use of the template Loan Agreement (Attachment 1) to establish terms and conditions between the City of St. Thomas and successful proponents for funding under the Canada-Ontario Affordable Housing Program, Homeownership component; and further,

8 The 42nd meeting of the 127th Council - 8 THAT: Council appoint the Director of Ontario Works and Social Housing as administrator with the authority to bind the Corporation for the purposes of entering into Loan Agreements with home purchasers under the Canada-Ontario Affordable Housing Program, Homeownership component. Purchase of Service Agreement - Domiciliary Hostel Services - Appendix O The members inquired if there were provisions within the proposed agreement to address bed allocations that were not being used. The Director, Ontario Works stated that there was no provision in the proposed agreement to address surplus beds. Motion by Alderman Shackelton - Campbell: THAT: Report OW31-07 be received as information; and further, THAT: Council approve entering into a Purchase of Service Agreement with Mr. Jim Akey and Tara Hall Rest Home for the provision of domiciliary hostel services; and further, THAT: A by-law be prepared to authorize the Mayor and Clerk to execute and affix the seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and Mr. Jim Akey/Tara Hall Rest Home. REPORTS OF COMMITTEES PETITIONS AND COMMUNICATIONS Court House Site Selection A letter was received from Minister David Caplan, Ministry of Public Infrastructure Renewal, regarding the site selection process for the Court House facility. A letter was received from Shmuel Farhi, President, Farhi Holdings Corporation, regarding the Elgin County Court House. A letter was received from Kimberley G.R. Johnson, President, Elgin Law Association, regarding the Elgin County Court House Ontario Southwest Municipal Conference - November 9, 2007 Registration information was received from the Ministry of Municipal Affairs and Housing regarding the 2007 Ontario Southwest Municipal Conference to be held on November 9, 2007 at the Bestwestern Lamplighter Inn, London. Foster Family Week - Proclamation and Flag Raising - October 21-29, 2007 Motion by Alderman Shackelton - Chapman: THAT: The Council of the Corporation of the City of St. Thomas proclaim the week of October 21st to 29th as Foster Family Week in the City of St. Thomas; and further, THAT: The Family & Children s Services flag be flown at City Hall for the week of October 16th to 21st, Celebrating Citizenship Week - Proclamation - October 15-21, 2007 Motion by Alderman Shackelton - Aarts: THAT: The Council of the Corporation of the City of St. Thomas proclaim the week of October 15th to 21st as Celebrating Citizenship Week in the City of St. Thomas. SOLRS Negotiations Regarding CASO Lands Motion by Alderman Johnston - Aarts: THAT: The correspondence received from Mr. John Sanders regarding SOLRS negotiations relating to the CASO lands be referred to the CASO Committee. Elgin County Archive Association Mayor Barwick informed the members about an upcoming Open House of the Elgin County Archives being planned for September 22, Pets Friends for Life Fundraising Dinner Mayor Barwick informed the members about an upcoming dinner to support the Pets Friends for Life to be held at the Salty Pickle on September 26, Valleyview - Alzheimer s Coffee Break Alderman Baldwin Sands informed the members about an Alzheimer s Coffee Break to be held on September 21, 2007 at Valleyview. Royal Canadian Legion - Support Our Troops - Spaghetti Dinner Alderman Chapman reminded the members about the upcoming fundraising spaghetti dinner to be held at the Royal Canadian Legion on September 21, BY-LAWS Motion by Alderman Shackelton - Baldwin-Sands: THAT: Leave be granted to bring in the following by-laws: 1. A by-law to confirm the proceedings of the Council meeting held on the 17th day of September, A by-law to amend By-Law 50-88, being the Zoning By-Law for the City of St. Thomas. (permit minimum lot frontage of 11 metres on Lots and within draft Plan of Subdivision 34T Doug. Tarry Limited - File No ) 3.
