2 PRESIDENT S MESSAGE Happy 4th of July!! And Happy 1st to all of our Canadian Members!! Summer is here and the heat is on! The elections are over and I'd like to personally thank all officers (elected and non-elected) for your time and for doing a great job for the past year. All officers will stay in there current positions except the Sergeant at Arms, who will be Tim..replacing Grog. Everyone is enthused and ready to get to work making us the best Abate chapter in the state of Florida!! I'm looking forward to seeing everyone at the July 6th meeting on Thursday night, 7:30pm at the Fraternal Order of Eagles #3800 on Nova Rd. in Ormond Beach. We have lots to talk about. A few of us rode to the State meeting on 6/10 and have important news to share, including info about our $4k accidental death and dismemberment policies. Come on out and bring a friend!! Ideally you would get the latest legislative news and press releases. Contact the State Legislative Trustee, Darrin Brooks, to get on his list for alerts when bills are in committee. At that time we can contact legislators outside our district. He sends news reports of legislative activities on a myriad of topics, not necessarily those that ABATE is involved in. Consider signing in to the MRF or AMA alerts ( The MRF is involved with monitoring and input on many issues. Safety Money for ABATE Of Florida motorcycle and awareness program vetoed by Governor Scott. Our lobbyist, Doc Reichenbach, got safety money for ABATE is in the budget, SB2500 Section 6 item Of the $ , $ of nonrecurring funds from the Highway Safety Operating Trust Fund is provided to the American Bikers Aiming Toward Education of Florida, Inc. (ABATE) for the purpose of promoting motorcycle safety awareness through public information and education campaigns (Senate Form 1235). We can never find out how much DHSMV uses for safety and awareness and how much gets transferred to the DHSMV general fund. WHY? Gov. Scott is expected to run for US Senate. Remember his vetoes; however he has been a strong NRA supporter so I know how the motorcyclist vote will go. Michael Dew, a former aide to Gov. Rick Scott, was appointed Florida's transportation secretary, topping two other finalists for the job. Dew, who immediately moves up from his position as chief of staff at the Department of Transportation. The appointment will need Senate confirmation. Dew, who has been with the transportation department since January 2015, previously served as chief of staff at the Department of Corrections. He was Scott's director of external affairs in 2011 and Scott had appointed, Julie Jones, the previous head of DHSMV to head of the Dept. of Corrections. Hmmmmm, I am curious about the similarities in these positions. WASHINGTON, DC S.203 HR.350 Recognizing the Protection of Motorsports Act of 2017 (RPM Act). Introduced by Senator Richard Burr (R-NC), HR350 has 118 co-sponsors. These bills ensure that transforming motor vehicles, including motorcycles, into race cars or racing bikes used exclusively in competition does not violate the Clean Air Act. The issue came to a head when EPA officials insisted that they have the authority to regulate the racing industry according to the Clean Air Act. The Clean Air Act was never intended to allow the EPA to regulate race cars or motorcycles, said Megan Ekstrom, Vice-President of Government Affairs for the Motorcycle Riders Foundation. This is, unfortunately, yet another example of an agency s overreach... Contact Ron DeSantis, he should be a cosponsor, 134 so far. Sen. Rubio and Nelson are among the 34 co-sponsors of the Senate bill. Ethanol Many vehicles are not designed for gasoline with over 10% ethanol. Engines run hotter, it happened in Brazil, where all vehicles had to be reworked. Ethanol requires more maintenance on older bikes. Cars are more fuel efficient thus less gas is being bought. Forcing introduction of E15 could crowd out the availability of Non-ethanol gas available in Volusia at Citco and Racetrack. Chapter members have reported that E15 runs terrible in the newer bikes and you need to be careful. Darrin has sent out a News from the AMA showing the approved warning signs for E15 on blender pumps and examples of improper labeling. HR1314 Renewable Fuel Standard Elimination Act Rep. Goodlatte Eliminates Renewable Fuel Standard in the Clean Air Act that sets progressive minimum volumes of renewable fuel to be on the marketplace. Rep. Ron DeSantis is a co-sponsor (64). 11 Profiling. Unlike Washington and Maryland, Florida will be difficult to pass anti-profiling legislation. We will be better served getting behind the MRF s efforts on a national level. From the MRF: This year, the Motorcycle Profiling Project has launched another survey designed to reach an even broader audience. Like the previous survey, its results will be used as critical tools in the efforts to obtain legislative relief across the country. From the MRF May 31, 2016 BIKERS INSIDE THE BELTWAY BRINGS HUNDREDS TO WASHINGTON WASHINGTON, DC Last week, over 100 motorcyclists made the trek to Washington, DC to connect with elected officials from across the country in support of motorcyclists rights. Participants included Members of the Motorcycle Riders Foundation, State Motorcycle Rights Organizations (SMROs) and representatives from NCOM, as well as motorcycle clubs all across the country. More than 300 meetings with Members of Congress and their staff took place on May 23. Dozens of motorcycles lined third Street in front of the U.S. Capitol as rights advocates prepared to discuss issues critical to the 2017 legislative agenda. Among these included supporting the RPM Act, ensuring motorcyclists had a voice within the emerging area of autonomous vehicles, and the reestablished Motorcycle Advisory Council, as well as recommendations concerning the definition of a motorcycle. Notably, participants asked their legislators to support and co-sponsor recently introduced legislative measures citing concerns over the profiling of motorcyclists (H.Res.318 and S.Res154). Every meeting marked another critical step forward in building and maintaining relationships with congressional offices, and each meeting provided the opportunity to communicate directly with a wide array of lawmakers who are currently considering legislation that would affect the rights of motorcyclists. The event also helped to educate and raise awareness among elected officials about the challenges many motorcyclists face on our nation s highways. This was demonstrated in an event held in Cannon House Office Building, which allowed Members of Congress and their staff to experience these challenges first hand by using a SMARTrainer which simulates some of the situations riders experience. The SMARTrainer event, sponsored by MRF Awareness & Education, was hosted by Congressman Dave Loebsack of Iowa and was widely-attended. President of the Board of Directors for the Motorcycle Riders Foundation Kirk Hardtail Willard said, This mobilization of riders from across our nation delivered crucial messages ensuring our voice is heard in Washington. With every Member of Congress representing hundreds of thousands of constituents, this event allows riders to deliver our message in person and hold our lawmakers accountable for protecting our right to ride.
