2 Our Mission Statement: WHO WE ARE ABATE is a non-profit organization of motorcycle enthusiast from all walks of life. We lobby and educate the government and general public to promote motorcycling in a safe and positive image. We endeavor to enlist the cooperation and participation of all organizations and individuals that share a similar interest in preserving our American tradition of Freedom. We promote motorcycle safety, training & political awareness. We ARE NOT A CLUB OR A GANG. We fund our work through toy runs, poker runs, campouts, and other motorcycle activities. We are your neighbors and friends who work, pay taxes, and get involved with our community. We serve and support our country and believe in freedom. We use all legal means to protect our rights without infringing on the rights of others. ABATE of Florida, Inc. is incorporated under the laws of Florida as a motorcycle rights organization or a MRO. ABATE of Florida, Inc. currently is the only political MRO in Florida representing the interests of it s members and the motorcycling public at large. ABATE of Florida, Inc. is dedicated to securing and protecting the rights of all motorcyclists in the state ABATE S Objectives are to: Keep all bikers informed on legislative actions and events that affect their safety and rights. Be a powerful political force in legislation that affects Motorcycle safety and rights. Provide a lobbyist that will represent ABATE interests at State and National levels. Promote voter registration and to motivate members to speak up for their rights. Promote safety without infringing on individual rights and freedoms. Educate the public and Motorcycle Awareness and safety Issues. ABATE s Accomplishments: ABATE was the driving force behind the changes in Florida s Helmet Law. Florida Motorcyclist, over the age of 21 and who carry at least $10,000 medical insurance coverage now enjoy the Freedom to Choose whether to wear a helmet or not. ABATE has developed & copyrighted The Motorcycle Safety & Awareness Program (MSAP). The program is presented to non-motorcyclists to educate them on how to safely share the road with motorcycles. It is taught in local schools & to civic organizations at no charge in the hope of reducing motorcycle accidents and deaths through education, not legislation. ABATE had gained a positive and respected position in Tallahassee. Because of our Lobbyist and Legislative efforts, State Representatives are aware of ABATE members and our vigilant quest. ABATE reminds travelers every day to Look Twice Save a Life, Motorcycles are everywhere through our billboard campaign. Alex Waldron was absent. Secretary, Lo Alexander asked for corrections to the May minutes. There were none. Bill Hardy moved that they be accepted. Mike seconded. UNANIMOUS Treasurer, Stitch gave his report and answered questions. Chris moved to accept; Z man seconded. The motion was accepted unanimously. Arms, Bill Hardy had nothing new to report. The location and contents of the new trailer was discussed. Membership, Z man welcomed the new members and thanked the renewing members. Products, Lo Alexander assured those interested that the new Products team will continue efforts on the ``Tshirt with a pocket. PR, Bill Hardy confirmed that nothing was occurring right now. Legislation, Z man pointed out that the National Highway Safety Administration and a new GLOBAL ``safety group were pushing for new HELMET LAWS even though fatalities are going DOWN. Both the AMA and ABATE are opposed to this and suggest that you call your representatives. [See Z man s article in this newsletter.] No one went to the State Meeting. OLD BUSINESS: Elections. 7 NEW BUSINESS: The officers took their seats, designated meeting dates and inventory requirements. Good of the Order: Thanks as always to Johnny G s for hospitality. Johnny G s will be hosting a SUMMER BASH June 28 in conjunction with PARADISE POWER SPORTS. There will be a motor cycle scavenger hunt, bike games, live music by 10,000 Papercuts, WET T Shirt contest, and bikini bike wash all taped and photo shot by Born to Ride. We will set up a safety booth. Chris moved and Dewey seconded that we have a banner with grommets made that says ``Look Twice for Motorcycles in the appropriate colors. 8 Zman LEGISLATIVE REPORT JULY 2014 NEWSLETTER POLK COUNTY CHAPTER Hey y all. Topics this month are: more Ethanol-15 Fuel updates, National Highway Traffic Safety Administration & mandatory helmet laws for the USA, Motorcycle fatalities numbers, Police using Zero DS Motorcycles (they re electric), Increased open road areas in FL for off- roading, Motorcycle Only Checkpoints, and, unbelievably, the United Nations and Global Mandatory Helmet Laws for the whole world!!!! WTF?? Zman WASHINGTON DC Support amendment that will help prevent E15 availability Tell your representative today! In June, the U.S. House will consider H.R. 4800, the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act. The bill, in part, funds the U.S. Agriculture Department s Rural Energy for America Program, (REAP) which provides financial assistance to farmers and ranchers or small rural businesses for renewable energy systems such as solar or wind projects, energy efficiency measures. In the past, it also has provided funding for special ethanol blender pumps. These pumps would be a key component in helping to expand the availability of E15 fuel, a blend of gasoline that includes as much as 15 percent ethanol by volume. The American Motorcyclist Association opposes E15 because misfueling can cause engine and fuel system failure to the 22 million motorcycles and all-terrain vehicles currently in operation and its use can void manufacturers warranties. The U.S. Environmental Protection Agency has publicly acknowledged that E15 in gasoline can damage internal combustion engines by increasing exhaust temperatures and indirectly causing component failures. In motorcycles and non-road products, EPA raised engine-failure concerns related to overheating. This is why the AMA worked to eliminate funding for REAP to purchase and install ethanol blender pumps. The Agricultural Act of 2014, known as the FARM bill, also contained a provision that would deter distribution of E15 fuels into the U.S. marketplace. Despite congressional intent to stop blender pumps from being funded, U.S. Secretary of Agriculture Tom Vilsack has stated he will use other programs within his department to fund blender pumps. U.S. Reps. Bob Goodlatte (R-Va.), Jim Costa (D-Calif.) and Peter Welch (D-Vt.) will offer an amendment that will ensure that the USDA follows the will of Congress. A similar amendment passed the U.S. House in The AMA is urging all those who want to protect their motorcycles and ATVs from unsafe fuel to contact their representative to support the Goodlatte/Costa/Welch amendment. 7

9 WASHINGTON DC Early next week, the U.S. House will be considering a bill that includes a section lifting the ban on lobbying by the National Highway Traffic Safety Administration. That means the NHTSA would be able to start pushing states to enact mandatory helmet laws. The specific language of H.R. 4745, the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, is: Section 102. The Secretary or his designee may engage in activities with States and State legislators to consider proposals related to the reduction of motorcycle fatalities. The American Motorcyclist Association and ABATE of Iowa are urging everyone wanting to protect their freedom to ride- - call their representative to oppose this section. Representatives serving on the House Subcommittee on Transportation, Housing, and Urban Development, and Related Agencies are a priority. To protect taxpayers, states and motorcyclists, U.S. Reps. Tim Walberg (R-Mich.) and Jim Sensenbrenner (R-Wis.) are offering an amendment to strike Section 102 of H.R Join us in this fight and support the Walberg/Sensenbrenner Amendment. If the House does not act, then Washington bureaucrats from NHTSA will be able to use taxpayer money to travel to our states and lobby legislators to create laws that infringe on motorcyclists rights. In 1998, the House Science Committee included a provision in the Transportation Equity Act for the 21 st Century to prohibit the NHTSA from lobbying states with taxpayer money. The intent was to stop NHTSA from using taxpayer money to manipulate state and local legislators. As the highway bill progresses, the AMA and other state motorcyclist rights organizations, such as ABATE of Iowa, will continue to watch out for you the rider. Washington, D.C.: For the second time in five years, motorcyclist fatalities are projected to decrease, according to a report released May 6 by the Governors Highway Safety Association. Dr. James Hedlund of Highway Safety North, a former senior official with the National Highway Traffic Safety Administration, authored the "Spotlight on Safety" report, which projects that the motorcyclist fatality total for 2013 will be 4,610, compared to 4,957 reported in Compared with the first nine months of 2012, motorcyclist fatalities decreased in 35 states and the District of Columbia, increased in 13 states, and remained the same in two, the report states. All 50 states and the District of Columbia provided preliminary motorcyclist fatality counts for the first nine months of 2013, according to the governors' association press release. The GHSA reported 4,469 motorcycle fatalities in 2009, which represented a dramatic 16 percent decline from The GHSA is a nonprofit group representing the highway safety offices of states, territories, the District of Columbia and Puerto Rico. Its members are appointed by their governors to administer federal and state highway safety funds and to implement state highway safety plans. State News Ceres, Calif.: The Ceres Police Department has purchased three Zero DS Police Motorcycles to be added to the department s current motorcycle traffic unit fleet. The purchase of the motorcycles was 100 percent grant-funded by the San Joaquin Valley Air Pollution Control District in an effort to reduce air pollution. The department selected the Zero brand due its reliability, low maintenance, battery range and capacity, maneuverability, and lightweight chassis, as well as economic feasibility and low impact on the environment. In addition to traffic enforcement, the motorcycles can be used in enforcement situations that require a stealthy approach, as well as for public relations and school safety patrols. The Zero DS Police motorcycle was developed specifically for police and security agencies to be utilized to meet the daily needs and requirements of duty. Law enforcement agencies continue to be one of Zero s fastest growing segments. The company has 8

10 worked with several local police departments and university police departments as well as international agencies in Hong Kong and Columbia. Silver Springs, Fla.: The Centennial Off-Highway Vehicle Trailhead in the Ocala National Forest officially opened April 12. The new facility is a dedicated trailhead for off-highway vehicles in the Ocala National Forest and is located near Silver Springs, Fla., on Forest Road 13. The forest has about 215 miles of trails for motorcycles, all-terrain vehicles and other off-highway vehicles. Engineers designed the recreation area to include spacious parking for visitors with trailers to offload motorcycles. Working with our state partners, we were able to create a new trailhead, easily accessible by the public, says District Ranger Mike Herrin. This new facility will provide ample parking and accommodate trailers for offloading off-highway vehicles with plenty of space to maneuver. Tallahassee, Fla.: The new Springhill Motorcycle Trailhead south of Tallahassee, Fla., has recently been opened as part of the U.S. Forest Service s policy to develop a system of roads, trails and areas designated for motor vehicle use. The project includes a new, single-span aluminum bridge to connect the forest s separate motorized northern and southern trails. The prefabricated 90-foot Fisher Creek Bridge, shipped in two sections, replaces an older, antiquated bridge that stretched across the waterway, according to the U.S. Department of Agriculture. Officials at the Apalachicola National Forest saw the opportunity to create the new recreation area with a $933,900 Recreational Trails Program grant through the Florida Department of Environmental Protection. The program provides financial assistance to develop recreational trails, trailheads and trailside facilities. The Tallahassee Trail Riders club and Red Hills Powersports of Tallahassee promoted and participated in the grand opening. The Florida Forest Service also provided money through their T. Mark Schmidt Off-Highway Vehicle Safety and Recreation Act, which is designed to provide the public with more opportunities to ride off-highway vehicles on public lands. AMA News Pickerington, Ohio: The AMA has launched a petition drive aimed at ending the discriminatory law-enforcement practice of setting up checkpoints that target only motorcyclists. The AMA began tracking motorcycle-only checkpoints when they first appeared in New York in 2007, when New York State Police stopped motorcyclists traveling to and from the Americade motorcycle rally. Since then, more than $500,000 in federal funds has been spent on these traffic stops. The AMA believes there are better ways to spend Americans' tax dollars to promote motorcycle safety. The AMA is calling on everyone to support legislation - such as the Stop Motorcycle Checkpoint Funding Act (S and H.R. 1861) now under consideration in Congress -- and to sign the AMA petition. The petition provides an opportunity for motorcyclists and others to tell Washington what they think about these discriminatory, costly and ineffective motorcycle-only checkpoints. Visit this website to add your voice to the effort to end discrimination against motorcyclists: United Nations General Assembly Calls for Global Mandatory Helmet Law Recently the 68th session of the United Nations voted to approve a non-binding resolution entitled Improving Global Road Safety, which sounds innocent enough, but when closely examined, has some very disturbing ideas concerning motorcyclists, motorcycles, and helmet laws. The most disturbing directive is to encourage Member States (countries participating in the UN) to enact comprehensive legislation on key risk factors for road traffic injuries including the non-use of helmets. Or in other words, universal mandatory global helmet law. Keep in mind this is a non-binding resolution, but many countries and legislative bodies take the UN s suggestions very seriously. This is the warning shot across the bow. The United Nations is coming for motorcyclists. That is why it is so unfortunate that Americas own Permanent Representative to the United Nations, and a member of President Obama s Cabinet voted in support of the resolution. She even spoke to the General Assembly in strong support of the resolution. The non-binding resolution has some other very troubling issues with regards to motorcyclists. For instance, one of the directives claims that there are insufficient policies in place to protect motorcyclists. The idea that one type of policy would work for every country in the United Nations is beyond fantasy. Our diverse global motorcycle community cannot exist under a one-size fit all approach. Another section of the resolution recognizes and commends The UN Economic Commission for Europe and the World Forum for the Harmonization of Vehicle Regulations to modify vehicle regulations to increase safety. This is essential in the UN calling for global harmonization of policy that could include helmet laws 9

11 and universal vehicle anti-tampering measures. Both of these would devastate the motorcycle community and aftermarket industry in America. It is a clear picture of the mindset of the UN to support such an over-reaching resolution. By muddying the waters with controversial policies, the UN loses support for some very good ideas concerning distracted driving and Good Samaritan policies. Til next month, ride safe & enjoy. I plan on bringing back our once a month social get togethers, (non-abate events). Please bring a friend to them with you, our membership increasing and letting people know what we do starts with us. For July we have the seminars to attend for all the newly elected officers. Greg and I will be riding up Friday, if anyone wants to meet up and we ll ride together let us know. If anyone has any ideas for our monthly socials please let me know. There is a scavenger hunt at Johnnie G s on and Abate will be there. We are setting up a safety booth with membership forms available and hopefully get some air time with Born to ride who will be there filming. 12 ABATE came to Florida in the mid 1970 s. At that time it was a group of individual and unaffiliated chapters. In 1979, ABATE of Florida, Inc. was formed by the individual chapters. This union was the basis for today s organization. Throughout the years, ABATE of Florida, Inc. has strived to be an effective political force for the rights of motorcyclists in Florida. We have also attempted to keep up to date on all legislation on a federal level and have tried to input our concerns to our federal officials. ABATE of Florida, Inc. has hired a professional lobbyist to aid us in our fight for freedom of choice. Our lobbyist has also been instructed to keep a close watch on all State or National legislation that would affect all motorcyclists. ABATE of Florida, Inc. is also a member of the AMA (American Motorcyclist Association), N.C.O.M (National Coalition of Motorcyclist) and MFR (Motorcycle Riders Foundation). 11
