We lobby and educate the government and general public to promote motorcycling in a safe and positive image. We endeavor to enlist the cooperation and participation of all organizations and individuals that share a similar interest in preserving our American tradition of Freedom. We serve and support our country and believe in freedom. We use all legal means to protect our rights without infringing on the rights of others. ABATE of Florida, Inc. is incorporated under the laws of Florida as a motorcycle rights organization or a MRO. ABATE of Florida, Inc. currently is the only political MRO in Florida representing the interests of its members and the motorcycling public at large. ABATE of Florida, Inc. is dedicated to securing and protecting the rights of all motorcyclists in the state ABATE S Objectives are to: Keep all bikers informed on legislative actions and events that affect their safety and rights. Be a powerful political force in legislation that affects Motorcycle safety and rights. Provide a lobbyist that will represent ABATE interests at State and National levels. Promote voter registration and to motivate members to speak up for their rights. Promote safety without infringing on individual rights and freedoms. Educate the public and Motorcycle Awareness and safety Issues. ABATE s Accomplishments: ABATE was the driving force behind the changes in Florida s Helmet Law. Florida Motorcyclist, over the age of 21 and who carry at least $10,000 medical insurance coverage now enjoy the Freedom to Choose whether to wear a helmet or not. ABATE has developed & copyrighted The Motorcycle Safety & Awareness Program (MSAP). The program is presented to non-motorcyclists to educate them on how to safely share the road with motorcycles. It is taught in local schools & to civic organizations at no charge in the hope of reducing motorcycle accidents and deaths through education, not legislation. ABATE had gained a positive and respected position in Tallahassee. Because of our Lobbyist and Legislative efforts, State Representatives are aware of ABATE members and our vigilant quest. ABATE reminds travelers every day to Look Twice Save a Life, Motorcycles are everywhere through our billboard campaign. 4 2 Hey Y all and hope all is well, with plenty of wind therapy in this beautiful riding weather we ve been having! Got a few things this month. First, our 2nd Annual Chapter gun give away. With 2 guns in the drawing, some lucky person will win a Smith & Wesson AR15, or a Ruger LCP II.380 Semi. There will be 2 names drawn on May 12th, during our Skills on Wheels Motorcycle Rodeo. You need not be present to win, as we will call the winners phone number upon drawing their name. All you need to do to win is donate $10.00 for a ticket and chance to win one of these guns. All Chapter members, please get the donations for the drawing tickets that you have, in at the next Chapter meeting April 15 at Boondocks. Then get some more tickets to sell by May 12. Speaking of the Rodeo, this years is shaping up to be our best yet (providing Mother Nature co-operates). Once again, we need all members to get the word out (social media, Facebook, etc). Our Webmaster has it going on various sites (thanks Steve), and we also have flyers to give out to bikers you know, and businesses that cater to motorcycles & bikers. We will have plenty of flyers at the April meeting, and if you want more before then (along with more gun tickets to sell), call me at April means ABATE Elections process begins. At the next 3 Chapter meetings, we will do the following: April nominations for all Offices. May those nominated will accept or decline. June voting for those who accepted. More discussion on this process at the next meeting before the Nominations. Also, we had a great time March 24 at Harley Davidson of Lakeland grilling dogs & burgers. Thanks to Roadmap & Crazy Rick for manning the grill, and Lo helping out with the other necessities. In addition to keeping tips for the Chapter, we had our canopy set up for Safety and Membership information (thanks Rusty and Ralph). This is a great way to get our message out to our fellow bikers about what ABATE is about. And thanks to HD of Lakeland for a free cookout for bikers every weekend! Arms, Tim McDermott mentioned how nice the morning ride was. He also spoke of the RODEO. He is in charge of SECURITY and SET UP of the games. Tell Tim that you can help. Newsletter, Jenni Stapleton was absent and excused. It was suggested that a membership application form be included in The Iron Press. Webmaster, Steve Ammerman gave us the sad news that Kevin Hartley died last Friday. He had an ALS type disease, multi focal neural apathy. Services will be this Friday. See Steve s Facebook and <POLKCOUNTYMOTORCYCLERIDERS> for information. President and Legislation Trustee, Z Man reminded us that we cook burgers at H-D this 11a. Get your tickets for the gun drawing. Win an AR-15 or a Ruger 380! The usual items are progressing thru Congress at the usual rate: texting, helmets, vulnerable road users, and the recovery of the money that motorcycle riders pay when registering their vehicle. We had previously used these funds to finance safety programs. Mike Gray moved that we ask the legislature for an accounting of these funds. Steve seconded. MOTION PASSED UNANIMOUSLY. Safety I would like to thank Lakeland Harley-Davidson for allowing us the recent opportunity to do the cooking and set up our safety booth at their swap meet. The turnout was great and the weather couldn t have been any better. Remember, the Saturday of the Leesburg Bike-fest, they will have free hamburgers and hotdogs and our chapter will be cooking again, stop by and show your support. Safety tip of the month If you haven t notice there seems to be a new type of racing event going on. It s the one where someone see s you coming down the highway as they are approaching an intersection and they speed up, run the stop sign, turn the corner and pull out in front of you. Don t enter, there s no prize money, nor trophy, it s just another idiot with no regards for yours or anyone else s life. I don t think it s their need to be first because if they haven t realized there s always going to be someone somewhere ahead of them. I tend to think, they are afraid you just might do the speed limit and obey other traffic laws, and god forbid they get stuck behind you. Watch out, they re everywhere! Legislative TOUGHER TEXTING LAW COULD STALL IN SENATE TALLAHASSEE --- The Florida House is expected Thursday to approve a measure that would allow lawenforcement officers to pull over people for texting while driving, but the brakes have been applied in the Senate. Senate sponsor Keith Perry, R-Gainesville, said Wednesday he continues to push for the measure (SB 90), though Appropriations Chairman Rob Bradley has indicated the proposal likely won t appear in the Appropriations Committee before the legislative session ends next week. All I can do is push as hard as I can on getting stuff done, Perry said. Perry said legitimate concerns have been expressed by Bradley and others that the bill could potentially be abused, but those negatives shouldn t outweigh the intent, which is to reduce distracted driving and crashes. The House proposal (HB 33), which was positioned Wednesday for a vote, would make texting while driving a primary traffic offense, allowing officers to pull over motorists for texting. It is currently a secondary offense,

7 5 which means police can only write tickets for texting while driving when they stop motorists for other reasons, such as speeding. The bill would allow motorists to make phone calls on electronic devices. Also, the devices could be used for such things as getting directions. The idea of making texting while driving a primary offense has been around for years. But it gained momentum during this year s legislative session when House Speaker Richard Corcoran, R-Land O Lakes, came out in support. Gov. Rick Scott has also voiced opposition to texting and driving. Some lawmakers, however, have raised concerns that the bill could increase the chances that minorities will be racially profiled. Rep. Al Jacquet, D-Lantana, asked House sponsors Wednesday if they have they considered unintended consequences. This particular bill that you are running, giving officers another reason to pull folks over, regardless of whether they actually committed a current traffic infraction --- as far as failing to maintain a lane, speeding, running a red light, their tag is correct --- this gives them another reason to pull people over, Jacquet said. To try to address concerns about racial profiling, the House and Senate versions would require law-enforcement officers to record the race and ethnicity of each person pulled over for texting while driving. Rep. Jackie Toledo, a Tampa Republican who is a primary sponsor, said recording the information is intended to allow people to track if racial profiling is occurring. If that problem does occur, it depends upon whether it s isolated to one city or county, and then we ll talk to that sheriff or police chief and get that problem rectified, Toledo said. But texting and driving doesn t discriminate. Everyone does it. Toledo added that law-enforcement officers will be trained to discern if motorists are texting or using cell phones or other handheld device for such things as phone calls. We ve spoken extensively with law enforcement, added co-sponsor Emily Slosberg, D-Boca Raton. There is a big difference between a driver who makes a few clicks on a phone or dials a few numbers than going down the road with a cellphone in their hands, typing a novel, not looking anywhere at the road, but right down at their phone. FROM THE AMA House and Senate legislation would restrict availability of unsafe fuel for motorcycles Urge your representative and senators to cosponsor these bills U.S. Rep. Peter Welch (D-Vt.) and Sen. Tom Udall (D-N.M.) introduced the "Growing Renewable Energy through Existing and New Environmentally Responsible Fuels Act" (the GREENER Act) in the U.S. House (H.R. 5212) and Senate (S. 2519). The American Motorcyclist Association supports these bills. The legislation would cap mandated ethanol content in the nation's fuel supply at 9.7 percent and require the U.S. Environmental Protection Agency to prioritize the use of cellulosic biofuel ahead of other biofuels when determining volumes below blend wall levels. In other words, the bill would stop the federal government from forcing E15 fuel (15 percent ethanol by volume) into the market. Capping the ethanol mandate helps ensure the availability of safe fuels, such as E10, and a continuing place in the market for ethanol-free gasoline (E0) for older motorcycles. None of the estimated 22 million motorcycles and all-terrain vehicles in use in the United States is certified by the

8 6 EPA to operate on fuel containing more than 10 percent ethanol. Inadvertent use of E15 in vehicles not designed for its use can damage fuel system and engine components and void manufacturer's warranties. Tell your representative to support H.R and your senators to support S TAKE ACTION!!! This is why ABATE exists! To protect the welfare and rights for motorcyclists!! You will get an aide or voice mail, and politely tell them you are with ABATE of Florida, and would like their support for H.R More ethanol in gas is not good for motorcycle & ATVs engines!!! SACRAMENTO, Calif. - Motorcyclist profiling is the target of A.B. 2972, co-authored by Assemblymember Anna Caballero (D- Salinas) and Speaker Pro-Tem Kevin Mullin (D-San Mateo). The bill would prohibit law enforcement officers from stopping motorcyclists based on "the fact that a person rides a motorcycle or wears motorcycle or motorcycle club-related clothing,... without any individualized suspicion." The AMA supports this bill, which is in keeping with the organization's position statement on motorcyclist profiling. HONOLULU - All motorcyclists, their passengers and all bicyclists would have to wear helmets if H.B passes. The bill was cosponsored by eight legislators. Current state law requires riders and passengers younger than 18 to wear helmets. CARSON CITY, Nev. - A.B. 261, which took effect this year, closes a loophole that allowed adults to continue to obtain learner permits, rather than move on to a full motorcycle endorsement on their driver's licenses. Under the new law, the permit expires after six months and may be renewed no more than once. Also, the applicant may not reapply for another permit for five years. Industry News MILWAUKEE - Harley-Davidson plans to launch its first production electric motorcycle in "The EV market is in its infancy today and we believe it will drive excitement into our sport globally in both traditional and nontraditional spaces," Harley Davidson CEO Matt Levatich told analysts and investors. The company's Project LiveWire prototype toured the country in 2014 and 2015 to give the public a glimpse of the company's direction with electric motorcycles. MILWAUKEE - Harley-Davidson rejected pleas from Missouri lawmakers to reconsider plans to close the manufacturer's plan in Kansas City. U.S. Sens. Roy Blunt and Claire McCaskill sent a letter to Harley CEO Matt Levatich, along with U.S. Reps. Sam Graves and Emanuel Cleaver, pointing out that Harley received a "considerable incentive package" from the state, Kansas City and Platte County to build the plant in The letter claims the incentives totaled $6.4-million. Harley responded that the plant closing is based on market factors. Harley announced in January that work done in Kansas City will be moved to its York, Pa., plant. About 800 workers will lose their jobs when the Missouri plant closes in the fall of BIRMINGHAM, Ala. - Curtiss Motorcycles is poised to release its first bike since the company's rebranding and the first Curtiss to be introduced in more than 100 years. Dubbed "Warhawk," the design is a nod to Glenn Curtiss, the inventor of the first American V-twin motorcycle. Only 35 units are being produced, highlighted by an aluminum frame, an air-cooled 2200cc V-twin and a five-speed stacked gearbox with clear covers. The projected retail price is $105,000. The Curtiss is the first bike produced since the former Confederate Motors Inc. bought the brand and changed the company name in International News VICTORIA, Australia - Motorcyclists plan a May 18 ride to protest the installation of wire rope barriers along Victoria's roadways. The Independent Riders Group is organizing the protest. Group spokesman Damien Codognotto said the Victoria government plans to spend $4 billion on wire rope barriers between 2015 and 2020, "yet admits WRB posts pose a deadly threat to riders." The Victorian Country Fire Authority also said the barriers block access to crashes and bushfires. That s it for this month. RIDE SAFE AND ENJOY

9 7 Webmaster Hi Polk County, For those who have not heard, Kevin Hartley passed away at 6:00 am on Friday, March 16th. He was a former member and officer of the Polk County Chapter. He had been suffering from a muscular disease for the last couple of years. We laid him to rest on Friday, March 23rd. We had a motorcycle escort to the cemetery of 26 bikes. On Thursday, March 22nd I met his daughter at Kevin's house to help her start his motorcycle. As he had been ill, the bike hasn't ran in quite a while. I got it running and his active duty US Army Soldier daughter Jaz Hartley was able to ride Kevin's bike. I'm sure Kevin was looking down smiling... Steve Ammerman

10 8 ABATE came to Florida in the mid 1970 s. At that time it was a group of individual and unaffiliated chapters. In 1979, ABATE of Florida, Inc. was formed by the individual chapters. This union was the basis for today s organization. Throughout the years, ABATE of Florida, Inc. has strived to be an effective political force for the rights of motorcyclists in Florida. We have also attempted to keep up to date on all legislation on a federal level and have tried to input our concerns to our federal officials. ABATE of Florida, Inc. has hired a professional lobbyist to aid us in our fight for freedom of choice. Our lobbyist has also been instructed to keep a close watch on all State or National legislation that would affect all motorcyclists. Daytona BIKE Week has come and gone. We camped for 10 nights. It was an awesome time. We saw old friends and made new ones. The weather was normal like always for bike week. In 10 days we got rain, wind, cold, warm and a couple of great days to ride. People sometimes ask me why do you go every year, it s the same thing every year. I say hallelujah yes, it is! Even with the changes that do come, it s still bike week. We get to get out there, and to renew old relationships and make new ones; these are my people and I love to be around them. Our Heavenly Father is kind of like bike week even with the changes in our lives; He remains the same yesterday, today and forever. (John 3:16-17) God s son, Jesus came to pay our sin debt, to save us, and He did it because He loves us! Then, now and forever, His love for us never changes.
