Mayor Ian Forrest called the meeting to order and in preparation for the meeting requested that Council and staff reflect on their roles and responsibilities as municipal officials. Mayor Forrest requested that Council and Staff observe a moment of silence in memory of Ed Alles, former employee of the municipality. 2 MINUTES OF REGULAR MEETING MARCH 6, 2012 Page Item No. 11 Closed Session for the purpose of Litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; to be moved to follow Item No. 7.1 Planning; THAT the agenda as prepared for the March 6, 2012 Meeting of Council of the Township of Perth East, be approved as amended DISCLOSURE OF PECUNIARY INTEREST and the general nature thereof- none CONSENT AGENDA Minutes from the Regular Meeting of Council February 21, Knollcrest Lodge dated February 17, Fundraising Walk-a-thon on May 12, Drinking Water Source Protection dated January 27, Ausable Bayfield Maitland Valley Source Protection Region Building and Planning Activity Report Chief Building Official January Ted Wieclawek, Fire Marshall of Ontario, Ministry of Community Safety and Correctional Services, dated February 16, 2012 acknowledging support provided regarding the Hampstead accident of February 6, 2012 Resolution No Moved by Andrew MacAlpine Seconded by Don Brunk THAT Items No be received for information, as set out on the Consent Agenda for the March 6, 2012 Regular Meeting of Council DELEGATIONS William Dietrich, Dietrich Engineering Limited Steeplehigh Municipal Drain 2012 North Easthope Ward Report William Dietrich, Dietrich Engineering Ltd. presented the Engineers Report regarding the Steeplehigh Municipal Drain 2012 serving part Lots 18 to 22, Concession 3 and Parts of Lots 18 to 21, Concession 4, North Easthope Ward Quintan Lang, President, Thames Talbot Land Trust provided background concerning the McTavish Tract and requested the municipal drain not be approved. Brian Bell expressed concern regarding the grass water way and liability issues associated with the Thames Talbot Land Trust property. Bob McTavish requested clarification concerning the grass waterways. Jim Algie expressed concerns regarding the grass waterway. Duane Dietrich provided an overview of his request for a municipal drain. Cindy Larson, spoke regarding eco friendly practises. Mayor Forest stated that if a landowner wants their name removed from the signed petition they must notify and file with the Clerk Those present were: Susanne Aziz, Quintin Lang, Jane Bowles, Bob McTavish, Duane Dietrich, Cindy Larsen, Violet Wyllie, Brian Larsen, Alice and Cam Clair, Chris, Mayled, Julie Cottenie, Jim Algie, Steve Sander, Roger cook, Laurie and Brian Bell. Binnendyk, Ross Stone, James Brubacher, Christina Nauta, David Steven, Tim Martin, Dave Carroll, Fred and Engrid demartines, Margaret Jack, Germain DeBrouwer, Rick and Dianne Davidson, Bill Dowd, Brenda Brodhagen, Anita and Stan Debus and Roelve Nauta PUBLIC MEETINGS AND PUBLIC HEARINGS PUBLIC MEETINGS Mayor Forrest declared this meeting of the Council of the Township of Perth East to be temporarily adjourned to permit the holding of Public Meetings to consider Zoning Bylaw Amendment Application Nos. Z , Z and Z Zoning by-law Amendment Z03/2012 by Steve Court Lot 227 Plan 363 (11 Wilfred Street) Milverton Ward Mayor Forrest stated that this meeting is an opportunity for the Township to advise the public of the purpose and intent of the amendment and receive their input prior to considering adoption of the implementing by-law.

4 MINUTES OF REGULAR MEETING MARCH 6, 2012 Page Mayor Forrest advised that if a by-law is adopted to implement the Zoning Amendment, a Notice of Passing will be forwarded by prepaid first class mail to all known property owners within 120 metres of the affected property, various agencies of interest and others who have requested notice. An appeal to the Ontario Municipal Board objecting to the adoption of the by-law may be filed with the Clerk not later than the date stated on the Notice. Mayor Forrest stated that any person present who wishes to receive written notice of a By-law passed to implement the amendment is asked to give their name and mailing address to the Clerk at this time. He advised that no written notice, except as previously noted, will be given unless requested at this time. Mayor Forrest advised that all persons attending this meeting will be given an opportunity to be heard or make a presentation. Planner VanderBaaren presented the Planning Report and recommendations. Hawthorne Municipal Drain- Branch 5 Section 78 request for Repair and Improvement Resolution No Moved by Bob McMillan Seconded by Don Brunk THAT the Request for Repair and Improvement (Under Section 78 of the Drainage Act) to the Branch 5 of the Hawthorne Municipal Drain, signed by Dwayne Henderson affecting W. Pt. Resolution No Seconded by Bob McMillan That the Council of the Township of Perth East identify the following concerns and issues in addition to the correspondence dated January 19, 2012 related to the Provincial Highway 7 and 8 Presentation; to be brought forward at the Perth County Joint Special Council Meeting to be held on March 15th, 2012 at the County of Perth Court Room, 1 Huron Street Stratford: 1. There are significant safety concerns associated with the portion of the highway east of Shakespeare. Key concerns include:

The current safety issues along this portion need to be addressed at this time, and should not wait until such time as this revised/relocated highway is actually undertaken. Perth East would like to receive a response from the MTO in this regard with respect to the suitability/appropriateness of vertical realignment in this section to improve visibility by flattening out hills and filling in low areas to create a flatter, safer road surface. b. The need / appropriateness for 5 lanes through this section under the current Selected Route Alternative as opposed to a 4 lane alternative. 2. It is imperative to remain close to Shakespeare to maintain access to the local community, and to ensure that any and all re-alignment consumes the minimum amount of farmland as possible. 3. The MTO should utilize land that they have already acquired (i.e. west of Shakespeare) thereby minimizing the need for acquiring more lands which would need to be removed from agricultural production. 4.
