1 Minutes of the Regular Meeting of Council of the Township of Douro-Dummer, held on February 19, 2019 at 5:00 p.m. in the Council Chambers of the Municipal Building. The Mayor called the meeting to order at 5:05 p.m. and asked that everyone rise for a moment of silent reflection. 2. The Mayor reminded members of Council of their obligation to declare any pecuniary interest they might have. None were declared. 3. Adoption of the Agenda Resolution Number That the agenda for the Regular Council Meeting, dated February 19, 2019, be adopted, as circulated. 4. Adoption of the Minutes - Resolution Number Moved by: Councillor Landsmann Seconded by: Councillor Watson That the Minutes from the Regular Meeting held on February 5, 2019, be received and adopted, as circulated. 5. Business Arising out of previous Minutes: None 6. Delegations, Petitions or Presentations: File: R (McIntyre), Roll No Con. 4 PT Lot 21; RP 45R-1778 Parts 5 & 7 Parts 4 & 6 and Part 1 on RP 45R-16725, 1517 Fourth Line Road North Dummer Township of Douro-Dummer, Former Township of Dummer Debbie McIntyre has applied to amend the existing zoning of a parcel of land in Concession 4, Part Lot 21, in the former Township of Dummer, (now the Dummer Ward of the Township of Douro-Dummer) in the County of Peterborough.

2 Page 2 The lands in question are currently zoned as Special Districts 41 and 42 (S.D. 41 & S.D. 42) Zones, Rural (RU) Zone and Extractive Industrial (M2) Zone. The effect of this bylaw amendment is to rezone the Retained Parcel to recognize the new lot size and road frontage of the lot, to remove Special District 42 (S.D. 42) Zone and Extractive Industrial (M2) Zone and to reapply the Environmental Conservation (EC) Zone. The Severed Parcel will rezoned from Special Districts 41 and 42 (S.D. 41 & S.D. 42) Zones and Extractive Industrial (M2) Zone to Rural (RU) Zone to recognize the new use as residential. This rezoning is being done in coordination with Application for Consent (File B-63-17) currently being processed by the Peterborough County Land Division Committee. Resolution Number That the public meeting regarding the proposed Zoning By-law Amendment for File R (McIntyre), be declared open. (5:07 p.m.) Martina Chait-Hartwig, Deputy Clerk, explained the purpose of the zoning amendment for File R and stated that the Notice of Public Meeting was circulated in accordance with the Ontario Planning Act. Other Business: a) Report to Council Clean Water Act and New Wellhead in village of Norwood Resolution Number That the report to Council, dated February 1, 2019, regarding the Clean Water Act and the new well for the Village of Norwood be received and that the Council for the Township of Douro-Dummer endorses the amendments to the Trent Source Protection Plan and Assessment Report to reflect the changes to the vulnerable areas and to proceed with public consultation process. b) Report to Council Road Allowance Closure and Sale Request Resolution Number That the report to Council, dated February 1, 2019, regarding a road allowance closure request in Concession 7 between Lots 5 and 6 (Dummer Ward) be received.

3 Page 3 c) Report to Council Revisions to the Draft Council-Staff Relations Policy Resolution Number Moved by: Councillor Landsmann Seconded by: Councillor Watt That the report to Council, dated February , regarding the revised Draft Council-Staff Relations Policy be received and that the Policy be adopted as Policy C-7 in the Township Policy Manual as amended. d) Report to Council Application for Zoning By-law Amendment File R (Schwartz Roll Nos and ) Resolution Number That the application for a zoning by-law amendment for Edward and Maria Schwartz, (File R-02-19, Roll No & ) be deemed a complete application and that staff be authorized to start processing the application under the Planning Act. e) Report to Council Free Garbage Sticker Program Resolution Number That the report to Council, dated February 8, 2019, regarding free garbage stickers be received and that no changes take place at this time. f) Report to Council Canada Day Parade Resolution Number That the report to Council, dated February 12, 2019, regarding the Canada Day Parade be received and that the Canada Day Parade in the Hamlet of Douro be recognized as an official township event and a Committee of Council be established to assist in organizing the event. g) Report to Council Fire Department Argo Vehicle Resolution Number Seconded by: Councillor Watt That the report dated February 11, 2019 regarding the Fire Department Argo vehicle be received. h) Report to Council Fire Station 5 Proposal Resolution Number Seconded by: Councillor Watt That the report to Council dated February 12, 2019 regarding Fire Station 5 be received with thanks. i) Report to Council Draft Pregnancy and Parental Leave for Members of Council Policy Resolution Number That the report to Council, dated February 13, 2019, regarding the Draft Pregnancy and Parental Leave for Members of Council Policy be received and that staff provide more information on the issue of meeting pay.

New Business: a) Mayor Jones noted that a public meeting will be held on February 20 th, 2019 at the Donwood Fire Hall to present information regarding road work taking place on Daleview Road. b) Councillor Watt noted a meeting that will be taking place in the Township of Havelock-Belmont-Methuen with the O.P.P. regarding Police Services Board.
