2 APPROVAL OF PREVIOUS COUNCIL MEETING MINUTES 1 Council Minutes - February 13, 2017 Resolution Moved By: Councillor Shirton Seconded By: Councillor Dalimonte THAT the minutes of the February 13, 2017 Council meeting be adopted as circulated. PRESENTATIONS OF RECOGNITION 1 Vic Rutherford, Fleet Coordinator, Training/Safety RE: Retirement Certificate Mayor Hewitt made a retirement presentation to Vic Rutherford. DELEGATIONS APPROVAL OF COMMITTEE MINUTES 1 Council in Committee Minutes - February 28, 2017 Resolution Moved By: Councillor Grice THAT the minutes of the February 28, 2017 Council in Committee meeting be adopted with the following recommendation(s) withdrawn to be voted on separately: Recommendation # 14 Re: Nanticoke Dock Resolution Moved By: Councillor Bartlett THAT the correspondence from the Hamilton Port Authority dated March 3, 2017 Re: The Nanticoke Generating Station West Dock be received. 2

3 Resolution Moved By: Mayor Hewitt THAT adoption of Recommendation #14 of the February 28, 2017 Council in Committee meeting be deferred to a future Council meeting. 2 Closed Session - Council in Committee Minutes - February 28, 2017 Resolution Moved By: Councillor Morison Seconded By: Councillor Bartlett THAT the minutes of the Closed Session of the February 28, 2017 Council in Committee meeting be adopted as circulated and remain confidential. UNFINISHED BUSINESS NEW BUSINESS 1 Council Information Package Discussion ensued regarding the Resolution from the Town of Pelham Re: Request to Amend Process for Appointments to Niagara Peninsula Conservation Authority Board of Directors. REPORTS FROM COUNCIL APPOINTEES TO BOARDS AND COMMISSIONS The following items were highlighted: Effective April, the OPP Haldimand County Detachment will be rolling out a Mobile Crisis Rapid Response Team; The OPP will review unfounded sexual assault claims which were recently highlighted in the media; An overview of the 2017 Ontario Good Roads Association (OGRA) Annual Conference. 4 BY-LAWS Resolution Moved By: Councillor Dalimonte Seconded By: Councillor Shirton THAT By-laws 1 to 12, as listed below, be hereby introduced and given a first and second reading. Resolution Moved By: Councillor Corbett Seconded By: Councillor Shirton THAT By-laws 1 to 12, as listed below, be hereby introduced and given a third and final reading, be signed by the Mayor and the Clerk, the corporate seal affixed thereto and numbered. 1 By-law 991-HC/17 to amend Zoning By-law 1-H 86, as amended, of the Town of Haldimand in the name of Reiner Willem Romkes 2 By-law 987-HC/17 to amend Zoning By-law 1-DU 80, as amended, of the Town of Dunnville in the name of Ontario Inc. 3 By-law 988-HC/17 to adopt Amendment Number HCOP-41 to the Haldimand County Official Plan by Ontario Inc. (Charan Virk) 4 By-law 989-HC/17 to amend the Town of Haldimand Zoning By-law 1-H 86, as amended, in the name of Ontario Inc. (Charan Virk) 5 By-law 990-HC/17 to amend the Town of Haldimand Zoning By-law 1-H 86, as amended, in the name of Ontario Inc. (Charan Virk) Holding H provision removal 6 By-law to establish and lay out as part of a highway, lands acquired for purposes of a municipal highway in Haldimand County known as Main Street North, Hagersville 7 By-law to authorize the stopping up, closure and sale of Parts of Forfar Street, Plan Town of Caledonia, now Haldimand County 8 By-law to appoint Building Officials and Building Inspectors (David McPherson) 4

5 9 By-law to provide for the appointment of a Municipal Law Enforcement Officer for the purpose of enforcing Haldimand County Bylaws (Taylor Esselment) 10 By-law to amend By-law No. 85/01 to appoint an additional Property Standards Officer (Taylor Esselment) 11 By-law to amend By-law No. 87/01 to appoint an additional Weed Inspector (Taylor Esselment) 12 By-law to enter into a Joint Waste Management Operational Agreement between Haldimand County and Norfolk County NOTICES OF MOTION Councillor Bartlett submitted a Notice of Motion RE: Caledonia to Hagersville Mud Road Trail Project, to be considered at the March 28, 2017 Council in Committee meeting. ANNOUNCEMENTS The following items were highlighted: Haldimand River Cats hockey fundraiser will take place on March 18, 2017 at the Cayuga Kinsmen Hall. CLOSED SESSION CONFIRMING BY-LAW Resolution Moved By: Councillor Shirton Seconded By: Councillor Dalimonte THAT the Confirming By-law be hereby introduced and given a first and second reading. 5
