CALL TO ORDER The Chairman called the meeting to order at 8:02 a.m. 1-1 Close to the Public THAT this meeting be closed to the public pursuant to Sections and of the Local Government Act. 1-2 Open to the Public Mayor Dahlen reconvened the meeting open to the public at.10:10 a.m. 2. DELEGATIONS 2-1 Staff Sergeant Flath summarized his monthly policing report for October Mayor Dahlen congratulated Staff Sgt. Flath on the apprehension of the marihuana grow operators in Fellers Heights. In response to Councillor Stedel, Doug McDonald of ICBC and Staff Sgt. Flath indicated they could compile statistics regarding possible problem intersections which could then be considered for cameras. 2-2 Mayor Dahlen proclaimed November 16 th 22 nd as National Addictions Awareness Week in Dawson Creek. Mr. Ernest Chorabik, Addictions Awareness Committee Chair, and Geri Demyen, RCMP, accepted on behalf of the committee and urged residents to participate in the events planned during the week. 2-3 Mayor Dahlen proclaimed November 26 th -December 6 th as White Ribbon Week in Dawson Creek to help raise awareness of the problem of violence against women. Deanna Sudnik, SPCRS Violence Against Women in Relationships Committee Member explained that the problem is one that affects the whole community, not solely women, and urged men and women alike to join the December 6 th Candlelight March to remember the fourteen women killed in the Montreal Massacre in Doug McDonald, ICBC, and Brenda Letcher, Citizens on Patrol, updated Council on the recent activities of the two organizations as part of a combined Anti-Theft Campaign. The groups focused on education to encourage residents to employ some type of anti-theft device for their vehicles to help lower auto-crime rates in our area.

Best Block BBQ Peace River Haven Gatekeepers Food Drive Traffic Circle Sculpture Oil & Gas directory Recess Reconvene 2-5 Duncan Holmes presented the Final Report on the Dawson Creek Visioning Process and encouraged Council to proceed with implementation of the Action Planning, using the Report as a guideline. Mayor Dahlen thanked Mr. Holmes for his excellent work on the project and Councillor Neumann presented Mr. Holmes with a copy of Don Petit s The Peace as a token of the City s appreciation. 2-6 Don Thorne and Randy Holubosh, Stop the Sale of BC Rail Committee, attended Council requesting a resolution be sent to the Provincial Government in support of a two-year moratorium on the sale of BC Rail. The delegation suggested that more information should be shared with the public regarding the reasons for the proposed sale. Mayor Dahlen thanked the delegation for their presentation and advised them that Council would not make a decision in the presence of a delegation, but would communicate its decision once made. 3. MINUTES 3-1 STEDEL/GEVATKOFF, THAT the Minutes of the Regular Meeting of City Council (November 3, 2003) be adopted. 4. BUSINESS ARISING 4-1 Councillor Stedel updated Council on plans for the Winter Lights Celebrations and urged all residents to ensure their decorations are completed and lit up for the judging on December 12 th, STEDEL/KRUK, THAT Council sponsor a Block Party for the winners of the Best Block Contest in conjunction with Winter Lights 03 Celebrations, to be held in the summer of 2004, with the budget to be determined. 4-2 Mayor Dahlen noted that a letter of support has been provided from the City of Dawson Creek for the Peace River Haven Gatekeepers and further, that he has been appointed to a committee organized by the Peace River Regional District to work with the group. 4-3 Mayor Dahlen again requested residents to participate in the November 27 th Food Drive, as the local food banks are in need of supplies for the four hundred plus Christmas hampers, in addition to the daily support they provide the less fortunate in our community. 4-4 In response to Mayor Dahlen, the Deputy Chief Administrative Officer advised that the Ministry of Transportation has been contacted regarding the proposed sculpture at the Traffic Circle, but no meeting has been held to discuss the proposal, and further, that no contact has been made with the Beautification Committee to date. 4-5 Mayor Dahlen congratulated Councillor Gevatkoff on the compilation and production of the Oil & Gas Directory. Councillor Gevatkoff advised that copies of the booklet were mailed to all participants and that he is already accepting revisions or additions to the guide, which he anticipates re-printing in approximately six months time. Beautification Committee (October 25, 2003) re: Request for $10, grant for 2004 be received; further, that the request be referred to 2004 Budget Discussions. 5-3 NEUMANN/STEDEL, THAT the letter from the Dawson Creek Athletic Association (November 2, 2003) re: Annual General Meeting be received; further, that the City regretfully decline due to the conflict with the Public Open House for the South Peace Community Multiplex. 6. REPORTS 6-1 KRUK/STEDEL, THAT Report No. ADM from the Chief Administrative Officer (November 7, 2003) re: Permissive Tax Exemption Provisions in the Community Charter be received; further, that a Strategic Planning Session be scheduled to discuss this topic in depth. 6-2 GEVATKOFF/NEUMANN, THAT Report No. ADM from the Director of Development Services (November 12, 2003) re: Development Permit No R Home Supply Centre Ltd. be received; further, that DP03-12 be issued subject to the City receiving the required financial security in the amount of $15, to secure obligations under the permit. 6-3 NEUMANN/POWELL, THAT Report No. ADM from the Grants Committee (November 7, 2003) re: Salvation Army Place at the Table Christmas Concert be received; further, that the City allow the Salvation Army the use of the sandwich board signs to advertise their event; and further, that the City provide 30 swim passes as prizes for the draws held at the event. 6-4 POWELL/NEUMANN, THAT Report No. ADM from the Grants Committee (November 10, 2003) re: Mile Zero Metis Society Learning Centre be received; further, that the request be referred to 2004 Budget Discussions. 6-5 KRUK/BELAK, THAT Report No. ADM (November 13, 2003) re: Summer Ice Request 2004 be received; further, that Council agree to provide Summer Ice to Minor Hockey/Figure Skating at a flat rate of $ per day, based on an 18.5 hour ice day, for the nine day period August 28 th to September 5 th 2004 inclusive; and further, that the City permit Minor Hockey/Figure Skating to resell unused ice for that period to other users at rates not to exceed the City s prevailing summer ice rate ($85.11/hr youth, $170.06/hr adult); and further, that the policy prohibiting the resale of ice by users during the regular ice season remain in place. 7. BYLAWS 7-1 GEVATKOFF/POWELL, THAT Short Term Loan Bylaw No. 3678, 2003 be adopted. 7-2 GEVATKOFF/BELAK, THAT Land Sale Bylaw (Peacelander Realty Ltd.) No. 3690, 2003 be adopted.

NEW AND COUNCILLOR BUSINESS 11-1 THAT the Dawson Creek Kinsmen Club be granted permission to use the Farmer s Market area at NAR Park for their Christmas Tree Sales a) NEUMANN/KRUK, THAT the City of Dawson Creek offer a letter of support to the Stop the Sale of BC Rail Committee to aid their efforts to lobby the Provincial Government to halt the sale of BC Rail for two years. b) POWELL/GEVATKOFF, THAT the Motion be Tabled to the December 1, 2003 meeting. OPPOSED: COUNCILLORS KRUK & BELAK 11-3 Councillor Kruk invited media and residents alike to attend the Public Open House scheduled for Thursday, November 20, 2003 at 7:00 p.m. at the Peace River Regional District where conceptual drawings of the South Peace Community Multiplex will be presented.

5 PAGE 5 OF DC Endowment for the Arts Beaver removal 25.Alternative beaver control methods 11-4 THAT Report No. ADM from the Deputy Chief Administrative Officer (August 5, 2003) re: 2004 Cultural Capitals of Canada Awards be lifted from the table; further, that the Arts as Economic Development Committee be directed to develop criteria for application for the $40,000 City allocated funding In response to Councillor Belak, the Chief Administrative Officer advised that beaver dams are removed from Dawson Creek annually, as beavers are considered a pest. THAT the Recreation Advisory Committee be asked to investigate water leveling apparatus for the Creek, complete with costs, for referral to 2004 Budget Discussions. OPPOSED: COUNCILLOR GEVATKOFF Councillor Gevatkoff left the meeting at 11:53 a.m. Alaska Hwy Development Rec. Advisory Committee 11-6 Councillor Powell reported on his very positive and successful trip to Whitehorse gathering support for future Alaska Highway Development Councillor Stedel reported on his attendance at a recent Recreation Advisory Committee meeting and noted that the group was very excited about the South Peace Community Multiplex conceptual drawings. 26.
