Call to Order Sarah Lefebvre, committee chair, called the meeting to order at 7:00am. A quorum was established. 2. Conflict of Interest Disclosure No conflicts of interest were noted. 3. Approval of Agenda A motion was made by Donna Gardino and seconded to approve the agenda for the meeting. Motion carried. 4. Approval of Minutes a. October 2, 2014 PRESENTATION 5. Ambler Mining District Industrial Access Road Update a. Mark Davis, Deputy Director, AIDEA; John Springsteen, Infrastructure Development Officer, AIDEA; Maryellen Tuttell, Project Manager, DOWL HKM A motion was made by and seconded to approve the minutes of the October 2, 2014 committee meeting. Motion carried. AIDEA is a public corporation under the state to support economic growth. Ambler mining district is 75 miles long state owned mineralized area. DOT initiated the Ambler corridor project in 2010 as part of the Governor's roads to resources initiatives. Tasks in progress for the project are community outreach meetings, additional reconnaissance studies, preliminary engineering and environmental documentation and permitting. Permitting complexities includes working with 6 federal and state regulatory agencies as well as working within many different regulations. There have been 30 meetings in local communities over 4 years. Most concerns includes impacts on subsistence hunting and fishing, access restrictions and environmental impacts. Next steps for the project are to start the P3 development process, finalize the permitting and final design, and then begin construction by By utilizing AIDEA instead of DOT for the project, this allows the road to stay as a private industrial roads and not a public road, which has many advantages over a publicly maintained road. Cost projections are $300M to construct a pioneer road, but the project will be staged to work with the mining openings to cover costs. The project is dependent on a successful environmental impact study. There are no utilities along this road, the hope is to move the mines from diesel to LNG. The change to LNG would bring the mining costs down by approximately 40%.
3 OLD BUSINESS 6. Support for Knik Arm Crossing - Draft Memo NEW BUSINESS 7. None Subcommittee is working on this and will bring a draft to the committee for review. REPORTS AND COMMUNICATIONS 8. Highway During the first snowstorm of the season, DOT was able to apply anti-icing agents to the roadways in advance and during the storm, which was successful in preventing ice buildup. 9. Rail None 10. Aviation None 11. Marine None South Cushman Street is now open to two way traffic and the final project inspection is next week. 12. Staff Reports Two upcoming Business after Hours events Shannon and Wilson 40 years at 40 Below celebration on Thursday October 16 from 5-7PM and True North Federal Credit Union After Hours Wine Tasting on Wednesday, October 22 from 5:30 to 7:30pm. At their last meeting, the Chamber Board voted to oppose all Ballot Measures. A reminder to the committee the Chamber has two political forums coming up the Gubernatorial Forum & Debate on Tuesday, October 14 and the Congressional Forum & Debate on Tuesday, October 28. RSVP is required for both events. 13. Committee Chair Reports Waters of the US comment period extended to November. US Chamber teleconference on highways is next week. Tuesday 10/14 Transportation Committee has the opportunity to discuss seeking support from the Chamber for developing a state transportation infrastructure fund. If the GRC cannot come to a determination to support this priority, they will recommend the Board remove the state chamber endorsement. The committee may make the recommendation to the board to encourage the state to form a statewide group to develop a plan for the future. 14. Committee Member Comments Alaska Miners Association conference is Nov 5-7 at the Denina Center. 15. Guest Comments AIDEA will soon be opening an office in Fairbanks.
