1 ALAMEDA COUNTY PUBLIC HEALTH COMMISSION MEETING MINUTES MEETING OF May 09, 2013 MINUTES The mission of the Public Health Commission shall be to review and assess emerging health needs; initiate and improve health and disease prevention programs and policies; make recommendations regarding opportunities for building community capacity as related to public health priorities; and advocate for adequate resources and increased County action to improve community health. Evaluate meeting & adjourn for the night. All Nancy Shemick All Chair I. Call to Order The meeting was called to order by 6:05 with a quorum present. Commissioner Romero, Vice Chair, explained the parking lot /post-it note system to be piloted in this meeting to capture questions and comments beyond what there is time to discuss or which are tangential to the topic at hand. APPROVAL OF MINUTES Commissioner Coelho offered corrections to the minutes for April. Motion: Commissioner Crowell moved the Minutes for April be approved as amended. Seconded by Commissioner Romero. The motion passed by a unanimous vote of members present. PUBLIC COMMENT: no comment offered. II. Reports A change was made to the order of the agenda to allow all guest speakers to present first before regular commission business is conducted. BBZ PRESENTATION Commissioner Oden introduced Bina Shrimali and the BBZ project and spoke to the importance of transforming neighborhoods for better MCH outcomes. Kiko Malin, Division Director of Family Health Services where the BBZ project resides, spoke about the larger Building Blocks Collaborative and the importance of place-based efforts like BBZ to improve maternal & child health and take programs that have been delivered by the health department for years further upstream. A copy of Bina s presentation will be distributed with these minutes. A short Q&A followed the PHC Steering Committee 5/09/13 Page 2 of 5

3 presentation. Commissioners interested in learning more about Building Blocks and BBZ, including upcoming meeting announcements, can follow their blog and like them on facebook. HiAP PRESENTATION Commissioner Williamson introduced guest presenter Linda Rudolph who was invited to discuss Health in All Policies (HiAP) with the PHC. Dr. Rudolph s presentation will be distributed with these minutes. Q&A followed. Commissioner Kent offered a resource from Contra Costa County about HiAP approaches taken in that County (copy to be distributed with these minutes). Motion: Commissioner Platt moved to create an ad-hoc committee of interested people to draft a resolution about Health in All Policies. Seconded by Commissioner Shemick. Friendly amendments were discussed and the language was clarified to expressly state Health in All Policies. The motion passed by unanimous vote of the members present. Commissioners Platt, Crowell, Williamson and Coelho expressed interested in the new committee. Commissioner Sidney reminded the group that per the by-laws, the committee must draft and submit a purpose statement. Commissioner Williamson volunteered to be the lead contact. PUBLIC HEALTH DIRECTOR S REPORT Tonight s report was delivered by Rebecca Flournoy, Deputy Director, in Dr. Davis absence. Commissioners were briefed on two significant current projects: Innovations in Reentry grants opportunity and a Bus Transit Health Impact Assessment. A flyer with the Innovations in Reentry funding announcement was distributed & Commissioners are encouraged to spread the word to potential applicants. The fund is seeking innovative practices in serving the adult reentry community and grants are available to organizations, groups, and individuals (with fiscal sponsor). Please visit the project s website for more information, including the online grant application system. A draft copy of the Bus Transit Health Impact Assessment was shared and discussed. The report is embargoed until Tuesday. Health Impact Assessments are gaining popularity as a policy tool nationwide. ACPHD s report is especially note-worthy for focusing on bus transit and the health of transit-dependent riders. Many community partners were involved in all stages of the report s creation and the ACPHD is pleased to be producing this report for the community s use. Information about obtaining full copies of the report will be shared as soon as the report is released. STANDING COMMITTEE REPORTS TOBACCO, Platt & Jackson, chairs: no report. ORAL HEALTH, Larry Platt, Chair: Please see On the Cusp dental newsletter distributed in advance. MATERNAL & CHILD HEALTH, Maddy Oden, Chair: no report; tonight s BBZ presentation was at the invitation of the MCH committee. HYPERTENSION, Steve Sidney, chair: Hypertension had its first meeting & reviewed the mission statement and action ideas. The committee plans to work on presentations that can be used in public settings and with the Board of Supervisors. The committee plans to meet again before the next regular commission meeting. Commissioner Sidney will continue to co-chair the committee, as a citizen, in partnership with Commissioner Coelho. YOUTH, Wale Adeniji, chair: Committee members Adeniji, Coelho, McClain, and Jackson met via conference call and reviewed information collected about other youth commissions. The committee so far agrees that is the target age group and that the BOS would make some appointments and the PHC could also select 1-3 youth for appointment. Youth Commissioners would set their own key priority areas & objectives. Youth commissioners would not be restricted to only discussing youth issues. Data gathering has shown that all youth commissions in the area are stand alone, and there are not local commission models were youth and adults serve together. 4 NOMINATING, Julie Williamson, chair: Draft recruitment materials (application & announcement) for at-large members was shared with the commission. There are 3 current openings in at-large positions. Materials were updated to capture the skills commissioner s previously said would benefit the commission. The anticipated timeline is to distribute the announcement ASAP, collect applications in June, and conduct interviews. Commissioner Williamson invited anyone with knowledge of the previous recruitment process, in 2011, to please contact her with information about the selection process. Commissioner Platt recommended that a deadline for an initial round of applications be imposed. June 30 th was agreed upon as a deadline for the initial review and applications will continue to be accepted on a rolling basis. III. Unfinished Business ACTION ITEMS all items involving current commissioners have been completed. IV. New Business MEASURE A REPRESENTATIVE NOMINATION Current representative of the PHC to the Measure A Citizen s Oversight Committee, Commissioner Shemick, gave an overview of the purpose of the Oversight Committee. The PHC needs to elect a new representative to the committee to coincide with Nancy s last day on the PHC on 6/30. Commissioner McClain volunteered to be nominated. Motion: Commissioner Crowell moved that Commissioner McClain be nominated to the Measure A Citizen s Oversight Committee to represent the Public Health Commission. Seconded by Commissioner Williamson. The motion passed by unanimous vote of the members present. RECOGNITION OF SERVICE Commissioners Tervalon, Shemick, and Sidney were recognized by Chair for their combined 25+ years of service to the Public Health Commission. Cards were distributed in appreciation for their commitment and contributions. ANNOUNCEMENTS Chair will send the latest Healthy Living event info (7/18 8-2pm at Oakland Zoo), sponsored by Supervisor Miley s office, via . Commissioner Coelho reported on his recent activities to promote awareness of the PHC and network with other public health professionals and community organizations. One contact, Dr. Philip Gardiner who is a tobacco expert, will be invited to the July meeting of the Commission. Notes from Commissioner Coelho are included below. The Commission is on a community listening tour to align the Public Health Commission with what is happening out in the community to assist the Public Health Department in collaboration efforts. Two commissioners attended the EHI Advisory Board committee meeting on Wednesday, April 10 th at the Samuel Merritt University Health Education Center -Bechtel Room located on 400 Hawthorne Avenue, Oakland, CA EHI advisory Board enhances the health and well-being of the community focusing on alliances and research and education and training to address health disparities in underserved communities. At this event, Alameda County Board of Supervisor Keith Carson was presented with the EHI Community Service award for his work on Affordable care act implementation on the Health Committee of the Alameda County Board Of Supervisors. At this event, we also had the opportunity to meet the senior congressional aide for US Representative Barbara Lee, and were invited to a roundtable discussion with Congresswoman Barbara Lee and Dr. Helene Gayle of Care CARE, the international poverty-fighting Allen Temple Baptist Church on Saturday, April 20, 2013 organized by District 4 Public Health Commissioner Gloria Crowell. We also met with Dr. Phillip Gardiner Program Officer for the UCSF Tobacco Related Disease Research Program, who expressed interest to present on tobacco related health policy and inquired about obtaining the support of the Public Health Commission to sign off on a letter to President Obama. We also met the assembly representative for California Assembly Member Rob Bonta and she invited us to meet with him to discuss ways in which we could work together. 5 Chair attended the Third Annual Full Service Community Health Fair in Martin Luther King Jr. Elementary School, Oakland, CA on Saturday, April 27, :00 am - 2:00 pm and met some interns from the Children Hospital Oakland who were also UC Berkeley students presenting research on genetic blood disorders. We also attended the 4C s of Alameda County Fundraising Gala event at Chabot Space Science center honoring a few of our health leaders in the community, where we met Dr Albert Brooks, Chief Medical Officer of Washington Hospital and Lucinda Bazile of Lifelong Medical Center, California Assembly member Bob Wieckowski who have also shown interest in working with the commission in some capacity in the future. We look forward to on inviting commissioners to join us on this community listening tour, we will be sending out invites through Kate as and when we get invited to events. Part of this is about sharing the amazing work of the Public health department and the commission with others, so that there is visibility, community support and interest to engage the public in a critical discussion with the hope to have a larger presence of the general public at our commission meetings in the future. Commissioner Crowell invited the Commission to think about gun violence and be aware that a state of emergency may be declared. V.
