1 SUMMARY MINUTES OF MEETING MINUTES (APPROVED ON MARCH 25, 2019) The Regular Meeting was held at the hour of 6:00 p.m. in the Alameda County Library, Chabot Room, and 3600 Norbridge Avenue, Castro Valley, California, REGULAR MEETING: 6:00 p.m. MEMBERS PRESENT: Chair Marc Crawford, Vice-Chair Ted Riche; Members: Dolly Adams, Ken Carbone, Sheila Cunha, Shannon Killebrew and Chuck Moore MEMBERS EXCUSED: None OTHERS PRESENT: Chris Bazar, Director, Community Development Agency; Christina Horrisberger, Senior Planner; Paul Sanftner, District 4 Staff and Andrea Crutchfield, Recording Secretary. There were approximately forty people in the audience. CALL TO ORDER: The meeting was called to order by the Chair at 6:00 p.m. SUBCOMMITTEE UPDATE: SAFE PATHWAYS TO SCHOOL- Nothing to report. AD HOC SUBCOMMITTEE FOR CASTRO VALLEY MARKETPLACE PROJECT Nothing to report. AD HOC SUBCOMMITTEE FOR CVSAN CORPORATE YARD PROPOSAL Nothing to report. AD HOC SUBCOMMITTEE ON CITY OF HAYWARD / 238 PARCELS Nothing to report OPEN FORUM - Open forum is provided for any members of the public wishing to speak on an item not listed on the agenda. Each speaker is limited to three (3) minutes. No one wished to speak APPROVAL OF MINUTES Member Carbone made a motion to approve the February 27 th minutes and Member Cunha seconded. The motion was carried unanimously, 7/0. CONSENT CALENDAR - No items. REGULAR CALENDAR 1. Fairmount Campus Safe Parking Program. Social Services Agency and Health Care Services Agency Staff Informational Supervisor Nate Miley spoke of the importance of the Fairmont Campus Safe Parking Program with the current homeless crisis in Alameda County and expressed his support for the County Homelessness Council that consists of Chris Bazar, Director, Community Development Agency; Colleen Chawla, Director, Health Care Services Agency; Lori A. Cox, Director, Social Services Agency; and Wendy Still, MAS, Chief Probation Officer.

2 PAGE 2 Dr. Clanon, Medical Director for Health Care Services Agency, made a presentation Homeless Response: Pilot Programs, Fairmont Hospital Campus, with specifics on the Safe Parking Program and the Navigation Center. The Council spoke with Dr. Clanon and Supervisor Nate Miley regarding whether there will be overnight security, if there will be facilities for participants in the program to shower, an estimation of when the program anticipates to be over capacity, if the program will allow families with children, coordination between this program and the Tiny Homes Program with First Presbyterian Church of Hayward and questions regarding the specific details of what the proposed shelters in the Navigation Center will look like. Public comment was taken. Mike Jackson, Midland Rd., SL, spoke of his concerns regarding a delay in distribution of information to neighbors, the impact on neighborhoods, a rise in crime, and oversight of the program. Patricia Soares, 2490 Grove Way, CV, presented a letter to the Council with details of her participation with the First Presbyterian Church s parking programs and how it has benefited her and others. Ray Will, Mayflower Dr., CV, spoke of the large homelessness problem in the unincorporated area which should be acted upon while there is funding to do so. Roxanne Stanton, Donald Ave., Hayward, spoke of her participation and position as the night attendant with the Union City CAREavan Program and how it benefited her and others. Tracy Pack, 2628 Nevada St., Union City, spoke of her participation with the Union City CAREavan Program and gave details on how the program works. Richard Hancocks, 2066 Manchester Rd., SL, believes that help is needed for the homeless but was concerned about the lack of notification to neighbors and the saturation of public services in one area. Eve Holgate, Wellington Way, SL, believes that these facilities should be spread out to other locations and presented the Council with research and suggestions on alternative locations. Lori Tebo, resident, spoke of concerns regarding a rise in crime, possible vandalism, the traffic impact on the neighborhood and a decrease in property value. Dawn Clark, 2160 Placer Dr., SL, spoke of her concerns regarding the lack of details regarding this program and feels that more specifics need to be flushed out before starting this program. David Fritz, Forest Ave., CV, spoke of issues he is having with the AC Transit System. The Chair acknowledged that this comment belonged in the Open Forum portion of the agenda. Cheryl Miraglia, spoke in support of the Homelessness Council and the proposed program. Steven Lee, spoke of his experience with homeless programs and believes that this proposed program is flawed. He believes that this location is not ideal for this program and presented the Council with photos. Public comment was closed. Supervisor Nate Miley addressed concerns that were raised regarding, community involvement, the selection of the site, funding for this program, and offered to return to the CVMAC if the Council wished.

3 PAGE 3 The Council spoke with Supervisor Nate Miley, Chris Bazar, Colleen Chawla, Dr. Clanon, and Sergeant Schuller regarding the following subjects: what the proposed starting date is, where participants will be transitioned to, staffing hours for outreach, on site security, what the temporary housing on the Navigation Center will look like, suggestions for other sites and what can be expected in regards to a rise in crime and service calls. The Board expressed interest in an oversight committee of community members being formed and asked for an update on this program 30 days after it becomes operational. 2. PLN , SITE DEVELOPMENT REVIEW, HU - NINGZHI HU SIGN COMPANY - Application to a allow two new channel letter walls signs in a CVCBD SP Subarea 7 District located at 3223 Castro Valley Blvd., south side, 100 feet east of Chester St., unincorporated Castro Valley, designated Assessor s Parcel Number: 084A Staff Planner: Carole Kajita Continued from February 11, to February 25, 2019 Christina Horrisberger, Senior Planner, presented the staff report with a recommendation to recommend approval of the request with modifications to Condition of Approval #17, removing reference to a canvas awning and if the Council wanted, adding a Condition of Approval to request that the signage be centered on the front of the building rather than set to the right. The applicant was called upon but was not in attendance to answer questions from the Council, so item PLN was continued to a date uncertain. Member Cunha made the motion to continue item PLN and Member Carbone seconded. The motion carried, unanimously, 7/0. 3. PLN , SITE DEVELOPMENT REVIEW, JC TAX SERVICES/BERMUDEZ - Application to allow new wall-mounted signage (JC Tax Services) in a CVCBD SP, Subarea 7 (Central Castro Valley Boulevard/Redwood Road - Intensive Retail Core) District located at 3053 Castro Valley Boulevard, south side, 50 feet west of San Miguel Avenue in the unincorporated Castro Valley area of Alameda County, designated Assessor s Parcel Number: 084A Staff Planner: Pat Anekayuwat Christina Horrisberger, Senior Planner, presented the staff report with a recommendation to approve the request with the added Condition of Approval that the signage shall be removed and the wall repaired within 45 days of the applicant s vacation of the premises, to the satisfaction of the Planning Director. The applicant was present for questions from the Council, but there were none. Member Riche made the motion to recommend approval of item PLN and Member Moore seconded. The motion carried, unanimously, 7/0. 4. CVMAC consideration of a second visit by East Bay Community Energy. Marc Crawford, Chair

4 PAGE 4 The Chair spoke with the Council about the last presentation given by East Bay Community Energy and whether the Council would like them to attend another meeting to answer questions and clear up confusion over the program. Member Cunha made a motion to have East Bay Community Energy present at another CVMAC meeting and Member Carbone seconded. The motion carried, unanimously, 7/0. 5. Consideration of support for ACSO Urban Shield, by motion or resolution. Marc Crawford, Chair The Council spoke of the need for ACSO Urban Shield and the good that it has done over the years. They discussed many examples of when this program has been useful for law enforcement and the current resistance against the Urban Shield Program. Supervisor Nate Miley spoke with the Council regarding the recommendations that have been presented to the Alameda County Board of Supervisors from an AD HOC Committee, perceptions of the Urban Shield Program, funding and regulations regarding the Urban Shield Program and the voting process that will take place tomorrow at the Board of Supervisor s meeting. Public comment was taken. Bob Mappes, 4914 Vannoy Ave., CV, spoke in support of the Urban Shield program. Rebecca Stanek-Rykoff, 2754 Somerset Ave., CV, spoke of how the Urban Shield program has evolved and that she hopes it will continue to do so. She asked that the Council take into consideration the recommendations proposed by the AD HOC committee to the Board of Supervisors. Sergeant Schuller, with Alameda County Sheriff s Department feels that there is a lot of support for the Urban Shield Program and shared what he believes to be the history behind the program s name as well as when he has seen the training of the program in place. Public comment was closed. The Chair made a motion to support the Sheriff and his Command Staff and that the Board of Supervisors should cooperate with the Sheriff and his Command Staff to continue the Urban Shield Program in a manner in which the Sheriff and his Command Staff feel it should move forward. Member Carbone seconded and the motion carried 5/0/2, with Members Adams and Killebrew abstaining. CHAIR S REPORT: The Chair announced that the CVMAC General Use meeting will be cancelled on Monday, March 18 th so that the Council can attend the Planning Commission meeting on Monday, March 18 th at 3:00 p.m. The removal of four oversized billboards will be on the agenda and the Council would like to show their support for the removal of all oversized billboards, including two on Castro Valley Boulevard in Castro Valley. COUNCIL ANNOUNCEMENTS, COMMENTS AND REPORTS: Member Riche reported that there will be a mini CVMAC meeting at 3:30 p.m. at Supervisor Nate Miley s office to review the mural design for the Castro Valley Market Place on March 12, 2019.

5 PAGE 5 STAFF COMMENTS & CORRESPONDENCE: Staff reported that contract issues with the consultant for the General Plan Implementation have been resolved and that staff will contact the Council soon to schedule the next workshop.
