1 March 24, 2004 Volume 1, Page 207 Call to Order The March 24, 2004 regular meeting of the Seward Historic Preservation Commission was called to order at 6:30 p.m. by Chair Shannon Kovac. Opening Ceremony Swann led the Pledge of Allegiance to the flag. City Clerk, Jean Lewis administered the Oath of Office to new Commissioner Shanna Snowden. Snowden took her seat at the dais. Roll Call There were present: Shannon Kovac, Chair presiding, and Doug Capra Dorene Lorenz Tom Swann Iris Darling Shanna Snowden Kirsten Wheat

2 March 24, 2004 Volume 1, Page 208 comprising a quorum of the Commission; and Malcolm Brown, Planner Donna Glenz, Planning Assistant City Administration Report Brown noted that he planned to report on items as they came up for discussion on the agenda. In response to Lorenz, Brown noted that the City Manager and City Council were responsible for the City budget. Lorenz requested that full staff support be present for work sessions. She noted that attendance was important for continuity of information. The Commission requested that notes be taken at all work sessions and distributed to the Commission. In response to Kovac, Brown stated that the City Clerk had included a memo on the guide lines for work sessions. In brief Brown noted that the Clerk had stated work sessions must be held in a public location such as the Council Chambers or upstairs conference room. Meetings must be publicly noticed and must be ADA accessible. Other Reports, Announcements & Presentations - None Citizen Comments on Agenda Items Not Scheduled For Public Hearing None Approval of Agenda and Consent Agenda Capra suggested that the Informational Items be placed on the Consent Agenda. In response to Capra, Glenz stated that during the Roberts Rules of Order training staff had attended in the fall of 2003, the instructor had stated that items placed on the Consent Agenda were approved in their entirety. She noted that when the item came up on the agenda, the Commission needed to note that no action was required. Motion (Capra/Lorenz) Approve the Agenda and Consent Agenda Consent Public Hearing - None Unfinished Business Committee report and discussion on the Historical Lecture Series The Commission discussed the date for the finial lecture of the 2003/04 season. A decision was concluded that the April 2, 2004 Fireside lecture was to be the final lecture of the season. Motion (Darling/Lorenz) The Commission present a letter/certificate of thank you and appreciation to the sponsors of the Fireside Lecture Series.

3 March 24, 2004 Volume 1, Page 209 Wheat suggested that the Commission present a letter/certificate of appreciation to the Alaska Sea Life Center at the final lecture on April 2, She volunteered to arrange the presentation. Lorenz noted that the Pioneers be included in the thank you. Capra suggested that the series be placed on the August agenda to confirm the 2004/05 season. He noted that the goal be to print the season schedule in the Phoenix Log by September. Wheat offered to secure the meeting room at the Sealife Center for the season for the first Friday of each month starting October through April. It was suggested that the Commission hold another work session with the Pioneers of Alaska to confirm the roles and responsibilities of each group. Discussion and update on the Department of Natural Resources FY2003 Web Site Grant Project Lorenz reported the extensive work she had done on the web site. She stated she had discussed with the AVTEC computer department an idea that each April the class update the web site with any new information. The Commission discussed the use of photos on the web site. It was noted that the use be authorized by the owner of the photo. Committee report and update on the State of Alaska, Department of Natural Resources (DNR), FY2004 Update the Seward Historic Preservation Plan Grant Brown stated that staff had currently not received the Grant contract back from DNR. Committee update on the Historic Preservation Week activity, Jesse Lee Home cleanup and the Blast from the Past street party The Commission discussed the planning of a street party on May 8, The party was called the Blast from the Past. Lorenz noted she had been in contact with Senator Murkowski and several others. She noted that she had invited the various car clubs, house and dog groups. Darling stated she had worked on securing a band for the street dance. Swann confirmed that the William H. Seward s great, great, grandson was scheduled to be in Seward for the event. He noted that he had discussed this event with the Chamber and suggested that the Commission work with the Chamber to organize some of the event. Wheat volunteered to match up dignitaries with an appropriate sponsor for the event.

4 March 24, 2004 Volume 1, Page 210 Motion (Darling/Wheat) Set a work session for Wednesday. March 31, 2004 to plan and organize the Historic Preservation sponsored Blast from the Past street party in celebration of National Historic Preservation Week, to possibly include a street dance, a band, a parade, food areas outside and possibly games. Motion (Darling/Wheat) Amend the motion to add, to invite all interested parties to the work session and the Blast from the Past. Vote on Main Motion as amended Lorenz stated that she had spoken with risk management for the City and the plan had not been received favorably. She noted that she was still communicating with the City on the project. New Business Information for discussion on the 2004 DOT National Scenic Byways Transportation Grant Brown thanked Commissioner Lorenz for locating the National Scenic Byways Transportation Grant. He noted that Commissioner Lorenz suggested that the Grant be used for the Jesse Lee Home. It was suggested that the Commission continue to look into the grant and bring it forward to the next Agenda. Informational Items and Reports (No Action Required) Seward Pioneers and Seniors Luncheon in celebration of Seward s Day March monthly Heritage News Letter from the office of History and Archaeology State of Alaska, Department of Natural Resources A Look Back in History, by CIRI Historian Alexandra J. McClanahan Commission Comments Capra questioned if the Coastal Byways Grant had been applied for. He requested that the information be brought forward on the next agenda. He noted that the centennial for the Seward Gateway was August of He suggested a small celebration and recognition of the Gateway. Capra stated that 2004 was the 100 year anniversary of the publishing of Henry David Thoreau s Walden, he hoped to plan a reading sometime during the summer. Capra stated he would get further information to Staff to place in the next agenda.

5 March 24, 2004 Volume 1, Page 211 Lorenz noted that the Seward Orlander Building had been sold and planned to be remodeled. Noted she had attended a presentation on the Iditarod National Historic Trail. She suggested that the presentation be done before the Commission. Lorenz thanked the staff and the City Clerk for the informational packet that had been presented to the Commission at the last meeting. Kovac welcomed new Commissioner Shanna Snowden to the Commission. City Administration Comments Brown stated that the National Parks Service plan to hold public meetings soon on the Multi Agency Facility design. He thanked Glenz for her efforts while he was out of town on Military duty.
