1 York County Republican Committee The undersigned Chairman calls members of the York County Republican Committee to the regular monthly meeting on April 2, 2009 at 7:30 PM in York Hall, 301 Main Street, Yorktown, Virginia for the purpose of conducting business as stated in the following agenda. Meade Chairman, YCRC March 26, Attachment 1 THE MINUTES OF THE MEETING OF THE YORK COUNTY REPUBLICAN COMMITTEE THIS 5TH DAY OF MARCH, 2009 Call to Order: The Meeting was called to order at 7:30 o'clock p.m. by Douglas Meade, Chairman, of the York County Republican Committee. Opening Ceremonies: The Invocation was led by Mary Clark. The Pledge of Allegiance was led by Jane Burner The American Creed was read by Lynn Mendibur. The Virginia Republican Creed was read by Joe Broyles. Roll Call: Bryan Burge, Secretary, called the roll. Douglas Meade, Chairman, declared a quorum with 42 members present, 8 excused. Minutes: The minutes of the February 5, 2009 meeting were approved as published. Report of Officers: Report of Secretary: No report. Report of Treasurer: Brian Skinner, Treasurer, submitted his report to the Chairman. Doug Meade, the Chairman, reported that the ending balance as of January 31, 2008 was $7, The Treasurer s report was submitted to file. Report of 1 st Vice Chairman for Membership - William Karaktin, 1 st Vice Chairman for Membership, reported one new application for membership had been received. This applicant was subsequently introduced to the committee. Returning applicants Phillip Bogert, Henry Galgan, Edward Haynie, Kenneth Westlund, E. Worley, Daniel Morris, and Todd Mathis were unanimously elected to membership on the committee.
3 Report of 2 nd Vice Chairman for Programs: No report. Report of 3 rd Vice Chairman for Rules, Resolutions, and Bylaws (Parliamentarian): No report. Report of Vice Chairman for Grafton Area Precinct Operations: Position is vacant. Report of Vice Chairman for Bruton Area Precinct Operations: No report. Report of Vice Chairman for Tabb Area Precinct Operations: No report. Chairman s Remarks: The York County Republican Committee and the State Republican Party: The Committee operates as a unit of the Republican Party of Virginia in accordance with the Plan of Organization. The York County Republican Committee is governed by the Plan of Organization, Robert s Rules of Order, and the Committee Bylaws. When a motion is being debated, remarks will be addressed to the Chairman in accordance with Robert s Rules of Order. Speakers should stand up and make clear remarks on the subject at hand for no more than 10 minutes. Members in good standing may speak only once until all members have had an opportunity to speak and under no circumstances may members speak more than twice during the discussion. Republicans are the party of rules and we operate in accordance with rules so we all may remain friends when the meeting and discussions are over. The York County Republican Committee Announcements : Announcements should be restricted to events, invitations, and notices that are brief in nature. Members who wish to make an announcement should sign up prior to the start of the meeting. Announcements should not exceed three or four minutes in length. An announcement should not be viewed as an opportunity to extend the program or as an additional program, or as new business. The 1 st Congressional District: The next level in the hierarchy of the Party organization is the 1 st Congressional District. For those who are interested, the next 1 st Congressional District Meeting will be held March 20 th, in Yorktown at the York High School Kiva, at 7:30PM. The Bylaws and Voting: Any Committee member shall automatically lose voting status if the member fails to attend, either in person or by proxy, three (3) consecutive duly called meetings. Any person having been removed from membership may appeal to the Executive Committee for reinstatement and such appeal may be granted for good and sufficient reason. Unfinished Business: none New Business: Mass Meeting of the Republican Party of York County, Virginia, March 18, 2009: Chad Green received 92 applicants submitted in accordance with the deadline and promptly reported to the Chairman. The Chairman Doug Meade canceled the York Republican Committee Mass
4 Meeting, there being no need to hold the meeting due to the limited number of Delegates submitted, in accordance with the published call for the Mass Meeting. Permit to distribute literature at Yorktown 4 th of July Celebration: Sheriff Danny Diggs volunteered to obtain a permit to distribute literature at the Yorktown 4 th of July Celebration. Tom Sheppard volunteered to lead Committee volunteer efforts including staffing a booth during the event. Interested volunteers are to contact Tom Sheppard to man the booth. Tom may be reached at TGShep@cox.net. Such other business as may properly come before the Committee: None. Program: Ken Cuccinelli, candidate for Attorney General: Jane Burner introduced Virginia State Senator Ken Cuccinelli, candidate for Attorney General. Ken Cuccinelli spoke briefly on his key Republican principles of; the Constitution, property rights, limited government, and freedom. He finished by explaining that he s about the issues. Cuccinelli then took questions during a brief question and answer period. Dave Foster, candidate for Attorney General: Jane Burner introduced successful Virginia attorney Dave Foster, candidate for Attorney General. Foster indicated the three keys for his candidacy were electability, legal qualifications, and his common sense conservative solutions. Foster then took questions during a brief question and answer period. Announcements: John Axium, briefly spoke on behalf of former United States prosecuting attorney John Brownlee who is running for Attorney General. Joe Broyles introduced himself and spoke briefly about his new business venture for the Disabled Veterans. Sandy Molineaux announced that the York Republican Women s Club is having its annual St. Patrick s Day fundraiser dinner Saturday March 14 th at the Seaford Woman s Club. Sandy also announced that Committee members are invited to submit a recipe for a Republican Cook Book to be used as an upcoming fundraiser. Dick Hixson announced that the Virginia 91 st District seat held by Tom Gear is up for election in November. A primary may be required for the seat. Hixson requested signatures to get Tom Gear on the ballot and a sign up sheet was made available. Adjournment: There being no further business the meeting adjourned. Respectfully submitted,
