The first public library was created in Peterborough, New Hampshire in All of the town residents, regardless of means, had the right to check out books as long as they met their obligation to return them on time and in good condition. By the 1870s, there were 188 American public libraries in 11 states and by 1910 all of the states had at least one. Today, there are nearly 16,600 public libraries, including branches, throughout the country. In Michigan we currently have 656 public library outlets, including central libraries, branches, and bookmobiles. Public libraries are charged with protecting the public s access to information as well as their right to privacy in what they choose to read, hear or view. In 1953, the American Library Association adopted the Library Bill of Rights, which provides libraries guidance concerning every person s right to use the library and free access to ideas, the presentation of all points of view on current and historical issues, challenging censorship, and the provision of resources regardless of the origin, background, or views, of those who created them. Tom Birch BCLS says goodbye to Director Tom Birch As of January 2, 2015, BCLS Director, Tom Birch, will be officially retired from the Bay County Library System. BCLS will miss him dearly and would like to thank him for leading us for more than six years. Assistant Director, Kevin Ayala, will serve as interim director until the position is filled. Tom first came to BCLS as a Reference Librarian in 1999 after successful careers as a geological engineer and oil company manager. He received his Master of Library & Information Science degree from Wayne State University in 1996, followed by a position as System Serials Librarian at Baker College, Flint. Once at BCLS, Tom quickly moved to management of the former Bay City Branch in After managing Zaul Memorial Library in Saginaw for three years, he returned to his library home in 2008 as BCLS Director. Those who have had the pleasure of knowing Tom personally will agree that one of his greatest strengths as a manager is his insistance on giving credit where it is due. He considers the success of our libraries to be a group effort. Tom has always encouraged his employees to work together a team rather than compartmentally. He has worked diligently to open the lines of communication between staff members and the communities they serve. Though he scoffs at the notion that he is responsible for BCLS s tremendous growth over 3D printing coming soon! Thanks to a generous grant by the Dow Corning Donor Advised Fund of the Bay County Community Foundation, and a generous donation by the Friends of the Bay County Libraries, BCLS will soon offer 3D printing. The grant, awarded in September 2014, included two 3D printers and scanners, a new laptop, creation/invention software, and accessories. 3D printing is the act of turning a two dimensional computer drawing into a three dimensional object. BCLS pursued the grants as part of its commitment to offer innovative services to patrons of all ages, interests, and backgrounds. Staff hopes to engage businesses, inventors, tinkerers, artists, students, and anyone interested in learning new skills. 3D printing is an excellent way to the last six years, we would be remiss not to mention just a few of the many accomplishments achieved with Tom at the helm: Improved patron communication through a new website, Facebook pages, in house TV screens, and the Library Tidings newsletter (distributed to over 5,000 households and 6,000 s bimonthly). New BCLS Bookmobile and service restored to over 40 locations throughout Bay County New BCLS logo New ebooks and eaudiobooks service through OverDrive Sage fountain reconstruction Significant expansion of library programs despite declining revenues Numerous policies and procedures introduced for board approval Security camera upgrade/expansion at Wirt $600,000 savings achieved through construction bond refinancing Please join BCLS in congratulating Tom on leading a brilliant group effort. We wish him a very happy, healthy retirement! combine math, engineering, art, science, and creativity in visual and tactile ways. Once the equipment has been received and staff has been trained, BCLS will offer regular classes and programs for patrons at Wirt, and on a rotating basis at Auburn, Pinconning, and Sage.
