October 20th 2 Dog Night October 27th Gloria West & The Gents Time: 7-9pm COREY AVENUE SUNDAY MARKET The Corey Avenue Sunday Market on St. Pete Beach is a favorite of tourists and residents alike! The Market is open every Sunday from October through the end of May from 10am 2pm. TRUNK OR TREAT EVENT AT HORAN PARK, 7701 BOCA CIEGA DRIVE. The St. Pete Beach Recreation Department and Gulf Elementary Magnet PTA invite you to Trunk or Treat on Thursday, October 26th from 5:30-7pm. This free event will be held at Horan Park located at 7701 Boca Ciega Drive. Enjoy a fun and safe night with the family as you trick or treat through our parking lot. There will be music, food and a bounce house. We are still looking for individuals/businesses to decorate their trunks and hand out candy to costumed kids. It is FREE to enter and participate. A contest will be held for the best dressed car! Go to for more information including the vehicle application form or call the Community Center at OPERATION MEDICINE CABINET Saturday, October 28th from 10am-2pm drop off your expired or unused medications at the St. Pete Beach Recreation Center lobby. If possible, please safely remove medications from bottles and place in zip lock bags. Liquids should remain within their original containers and the caps secured with tape. Remember to remove labels from the bottles and destroy them. This is the best way to dispose of your unwanted medications. The Pinellas Sheriff s office is dedicated partner in the effort to stop the illegal prescribing, sale and abuse of prescription drugs. This program is for the general public and not for commercial use such as doctor s offices. Accepted: any prescription drug or medicine used for people or pets, including pills, liquids, inhalers, patches and Epi-pens. Not accepted: syringes and medical equipment. SENIOR EXCURSIONS HOSTED BY THE ST. PETE BEACH COMMUNITY CENTER The St. Pete Beach Community Center has new Senior Excursions on the schedule for the fall. The excursions are a great way for local seniors to travel with friends. The new trips are as followed: October 28th Mount Dora Craft Festival (9am-4pm) and December 16th ICE at Gaylord Palms* (8am-4pm, must register by Nov 13th). All excursions will depart from St. Pete Beach Community Center, 7701 Boca Ciega Dr. All participants must pre-register the Wednesday prior to the excursion. Each trip is $15; Additional $25 for the ICE admission collected in advance for the group rate pricing. For more information call the Community Center at

D., DIS- TRICT 1 MAJOR BILLS THAT FAILED Home Rule: The Florida constitution empowers citizens with the right of local self-government, or Home Rule. As the only form of voluntary government, Florida's municipalities are the embodiment of this right. A city is created by its citizens to provide additional functions and services for the particular benefit of the community. Local citizens develop a charter to specify the form, functions and power of their city government. The incorporation and city charter are approved by voters in a local referendum. Home Rule authorizes all governmental, corporate and propriety powers necessary to conduct municipal government, perform municipal functions, and render municipal services. Home Rule is why no two cities are alike. City residents take pride in this diversity and responsibility. Strong Home Rule powers ensure that government stays close to the people it serves. Intrusion on Home Rule from the. State or federal government undermines the constitutional right of citizens to govern themselves. In my last article I identified major bills that passed which had a direct impact on Home Rule. Below are major bills that failed that would have had a direct impact on Home Rule if passed. Municipal Elections - SB990 (Passidomo) would have preempted a city's ability to determine its own election dates unless certain conditions were met. This bill would have required that municipal elections be held on the same date as the general election, if in an even-numbered year, or on the first Tuesday after the first Monday in an odd-numbered year, unless all of the cities in a county agree on an alternate date. The bill also had provisions clarifying when primary elections would take place if a city used a runoff format for its elections. The bill would have granted each county supervisor of elections the authority to determine the date for municipal elections. The bill clarified that any language concerning elections found in a city's charter or ordinances would be superseded by this new law. The bill would have extended the terms of incumbent elected city officials until the next municipal election. Cities conducting elections without assistance from the supervisor of elections would have been exempted from the requirements of the bill. The bill died in committee. Dogs in Vehicles - SB320 (Steuben) and HB 627 (Moskowitz) would have preempted the regulation of the transportation of dogs in motor vehicles to the state. The bills would have required that dogs being transported in the open bed of a pickup truck or an open area of a vehicle be kept within a secured kennel, cage or other ventilated container, or securely tethered to the vehicle or trailer to prevent the dog from falling from the vehicle or trailer. The bills would have made violations a noncriminal traffic infraction and provided limited allowable exceptions. The bill died in committee. Law Enforcement Certification/Psychological Evaluation - SB 960 (Bracy) would have required law enforcement officers to pass a job-related psychological evaluation performed by a mental health professional before initial employment or appointment. The bill also would have required all officers to pass the psychological evaluation every four years as a condition of continued employment or appointment. The bill died in committee.

D., DIS- TRICT 1 Ethics/Employment of Relatives - SB 126 (Steube) would have authorized an agency to promote or advance an employee who is a relative of a public official if the agency used a comprehensive application and application and hiring process that included an independent promotional examination, and if the relative had been previously employed with the agency before the public official's appointment or election to the agency. The bill died in committee. Fireworks - SB 324 (Steube) would have repealed municipal authority to issue permits for the display of fireworks. The current statute has been interpreted by the attorney general to bar municipal regulation of the sale, use and possession of fireworks, if the city did not have an ordinance in place prior to July1, The bill died in committee. 4 Pinellas County Sheriff s Office The Pinellas County Sheriff s Office is working with area pharmacies, healthcare providers, and treatment programs to address the use and abuse of prescription drugs. Pain killers in all forms have become the most abused drugs. They are easily available and can have tragic consequences alone, or if mixed with alcohol or other medications. Your pharmacy has provided you with instructions for the appropriate use of your prescription. The majority of pharmacies dispense their prescriptions responsibly to informed pharmacy customers. However, the growing number of prescription pill mills and drug abusers have made prescription drug related crime the single largest enforcement challenge in recent memory. What Can You Do? Keep your medication in a secure place and away from children, teens, and other persons who may frequent your residence. The medicine cabinet is the first place prescription drug abusers or the curious will look. Remember, having prescription medication in your possession that is not prescribed for you is illegal. A law enforcement officer will assist you. No information is required or questions asked. The officer will not open any containers. This program is for the general public, and not for commercial use, including doctor's offices. Any prescription drug or medicine used for people or pets, including pills, liquids, inhalers, patches and Epi-Pens are accepted. Syringes or medical equipment are not accepted.
