1 Minutes of the Board of Ward County Commissioners November 20, 2018 The regular meeting of the Ward County Commission was called to order by Chairman Walter at 9:00 a.m. with Comms. Fjeldahl, Louser, Rostad and Weppler present. Sheriff Barnard presented a letter of appreciation to Mr. Cook for his assistance with an emergency on November 4 th, Sheriff Bob Barnard informed the Commission on the promotion of Kristen Holte to Lieutenant and Supervisor of Juvenile Detention. Ms. Holte and her husband, John Holte, came forward and Mr. Holte pinned Lieutenant bars to Ms. Holte s uniform. Jason Blowers, IT Director presented the board with two options from High Point Network for an archiving solution. There was a brief discussion on the cost and differences between the two options and the needs of the county. Moved by Comm. Weppler, Seconded by Comm. Fjeldahl to purchase the 2TB option for $6,950 and $2000 for a one year maintenance agreement for a total of $8,950 to be purchased using the commissioner s contingency fund. Rostad to Receive and File information from Jason Blowers regarding the purchase of the licensing for the Highway, Jail, Juvenile Detention and Library departments for a total of $ Roll Call; all voted yes; motion carried. Devra Smestad appeared: Moved by Comm. Rostad, seconded by Comm. Louser, to Receive and File the following correspondence: Dana Larsen- Nancy Simpson earning certified Flood Manager Certificate. Roll Call, all voted yes, motion carried. Comm. Weppler handed out a brochure from First District Health Unit and reviewed statistics. Comm. Weppler moved to Receive and File the FDHU brochure, seconded by Fjeldahl, Roll call; all voted yes; motion carried. Moved by Comm. Weppler, seconded by Comm. Rostad, to Receive and File the following Monthly Reports including financials: Veterans Affairs; County Recorder; Sheriff s Department; Tax Equalization Office. Roll call; all voted yes; motion carried. Moved by Comm. Weppler, seconded by Comm. Louser, to approve the 5 Quit Claim Deeds for foreclosed property that was redeemed by previous owner. Roll call; all voted yes; motion carried. Moved by Weppler, seconded by Fjeldahl to table the approval of the Local Loadpass Permit Agreement. Roll call; all voted yes; motion carried. Moved by Comm Weppler, seconded by Comm. Fjeldahl to table the adopting of the 5 Year Flexible Farm Lease in Rice Lake Township until specific areas are identified for lease. Roll call; all voted yes; motion carried. Moved by Comm. Louser, seconded by Comm. Weppler to approve Rath & Mehre,P.C, annual audit agreement, fee not to exceed $14, and ask to see if the county is compliant with IRS rules. Roll Call; all coted yes; motion carried. Moved by Comm. Louser, seconded by Comm. Rostad, to approve the Gaming Site Application for MSU Beaver Boosters contingent on Pinks Bar & Grill receiving approval from Tatman Township. Roll call; all voted yes, motion carried. Moved by Comm. Fjeldahl, seconded by Comm. Louser to add in the rental room agreement and policy that no alcohol is allowed in any county buildings. Roll call; all voted yes; motion carried. Breakfast with the Legislators was set for December 19, 2018 at 7:30am 5

Louser stated this was his last meeting as he did not run for another term and thanked everyone for the past 4 years. He added, It s been real, it s been fun, and it has been real fun.
