1 ADJOURNED REGULAR MEETING, RAMSEY COUNTY COMMISSION TUESDAY, NOVEMBER 1, :00 A.M. The meeting was called to order by Myrna Heisler, Chair. Roll call was taken and the following members were present: Commissioners Olson, Brown, Leiphon, Mertens & Heisler. Motion was made by Commissioner Brown, seconded by Commissioner Olson to approve the minutes of the October 18, 2016 meeting. All members voted AYE. Motion carried. After reviewing the bills submitted, motion was made by Commissioner Mertens, seconded by Commissioner Olson to approve the general & highway bills as submitted & that warrant checks be drawn in payment thereof: (ALL BILLS HERE) And further that the fees received of the various offices be placed on file as follows: County State Sheriff $3, Co Recorder $6, $ Clerk of District Court $ Roll call was taken and the following members voted AYE : Commissioners Mertens, Brown, Leiphon, Olson & Heisler. Motion carried. Motion was made by Commissioner Olson, seconded by Commissioner Leiphon to approve the financial (monthly to date liabilities). Roll call was taken and the following members voted AYE : Commissioners Brown, Olson, Leiphon, Mertens & Heisler. Motion carried. Motion was made by Commissioner Olson, seconded by Commissioner Leiphon to approve the Treasurer s Checks in the amount of $29, Roll call was taken and the following members voted AYE : Commissioners Brown, Olson, Mertens, Leiphon & Heisler. Motion carried. Motion was made by Commissioner Leiphon, seconded by Commissioner Olson to approve the agenda as submitted. All members vote AYE. Those voting NAY : Commissioner Mertens. Motion carried. Stacy Twete, Veterans Service Officer was present to discuss this monthly report with the board. Discussion was held on the Joint Powers Agreement with Benson/Nelson Counties and information will be brought back to the board at the November 15, 2016 meeting. Kristen Nelsen, Emergency Management gave an update on her Hazard Mitigation Conference in Bismarck and that she is now Level 2 Certified. Looking into have the Search/Rescue Conference in Devils Lake in 2017.

2 Kevin Fieldsend, Co Highway Superintendent reported on the following: - RC#8 East of Webster culverts are in - Update on Edmore Shop Sanderson: hookup water & sewer & fill for foundation $6,640.00; Klemetsrud: stool, urinal & flush valve $648.00; Newby s Hardware: Hot water heater, shop sink & faucet $347.97; Probuild: Bathroom vanity $ Motion was made by Commissioner Mertens, seconded by Commissioner Leiphon to approve the payment for the New County Shop Pickup with the add on of running boards & back-up camera in the amount of $28, to Marketplace Motors, Devils Lake ND. Roll call was taken and the following members voted AYE : Commissioners Leiphon, Olson, Brown, Mertens & Heisler. Motion carried. Discussion was held on the Speedy Study (turn lanes) on Hwy 2 East. A possibility of putting up some type of signage or something with flashing lights. Kevin Fieldsend, Co Highway Superintendent will talk with Greg Semenko about this and report back to the board. Motion was made by Commissioner Brown, seconded by Commissioner Olson to approve the raffle permit submitted by LR Sportsmens Club Inc to conduct a raffle at Ty s Lodge on January 21, All members voted AYE. Motion carried. Motion was made by Commissioner Brown, seconded by Commissioner Leiphon to table the appointment to the Dakota Prairie Community Action Board until the December 1, 2016 meeting. All members voted AYE. Motion carried. Motion was made by Commissioner Olson, seconded by Commissioner Leiphon to approve the Mobile Home Abatement on ID# for tax year All members voted AYE. Motion carried. The board reviewed the letter received on the Odessa/Jerusalem Cemetery. The board instructed Kevin Fieldsend, Co Highway Superintendent to look into this matter. The board reviewed the letter received from North Dakota Department of Transportation on Transportation Alternatives (TA) Program. Report on portfolios 9:20 a.m. Katie Haarsager, Enbridge Pipeline was present to update the board on the Sandpiper Project and that it has been abandoned for now with no future plans to build. 9:30 a.m. 2 nd Reading of the Ramsey County Alcoholic Beverage Ordinance. The board turned the floor over to Lonnie Olson, States Attorney to give an update of what changes were made from the 1 st Reading. After lengthy discussion the following was made: - Motion was made by Commissioner Leiphon, seconded by Commissioner Olson to delete Section 11B. When the licensee ceases business at the location licensed or closed his establishment for 30 days. All members voted AYE. Motion carried. - Motion was made by Commissioner Leiphon, seconded by Commissioner Olson to amend Section 6 to include the wording Company Inc. All members voted AYE. Motion carried.

3 - Motion was made by Commissioner Mertens, seconded by Commissioner Brown to change Section 11E to include the words or Company Inc. All members voted AYE. Motion carried - Motion was made by Commissioner Leiphon, seconded by Commissioner Olson to delete Section 12. Partitions, Screens, Etc. Not Allowed. All members voted AYE. Motion carried. - Motion was made by Commissioner Leiphon, seconded by Commissioner Brown to close the 2 nd Reading of the Ramsey County Alcoholic Beverage Ordinance and have the last and final reading at the November 15, 2016 meeting. All members voted AYE. Motion carried. Discussion was held on the tablets that were purchased for the Board Members and Auditor to use for county business. There were questions directed to Lonnie Olson, States Attorney about the tablets being gifted or returned to the county once that person has ended its employment. Lonnie advised them that they are the property of the county and that they should be turned into the Auditor s Office. Motion was made by Commissioner Olson, seconded by Commissioner Leiphon to adjourn the meeting at 10:45 a.m. All members voted AYE. Motion carried.
