1 ADJOURNED REGULAR MEETING, RAMSEY COUNTY COMMISSION TUESDAY, MAY 2, :00 A.M. The meeting was called to order by Mark Olson, Chairman. Roll call was taken and the following members were present: Commissioners Frith, Wakefield, Leiphon, Brown & Olson. The board & visitors present recited the pledge of allegiance. Motion was made by Commissioner Brown, seconded by Commissioner Frith to approve the minutes of the April 18, 2017 meeting. All Motion was made by Commissioner Frith, seconded by Commissioner Leiphon to approve all general & highway bills as submitted and that warrant checks be drawn in payment thereof: (ALL BILLS HERE) And further that the fees received of the various offices be placed on file as follows: County State Sheriff $2, Co Recorder $7, $70.00 Clerk of District Court $ Roll call was taken and the following members voted AYE : Commissioners Wakefield, Brown, Frith, Leiphon & Olson. Motion carried. Motion was made by Commissioner Leiphon, seconded by Commissioner Frith to approve the financial reports as presented. Roll call was taken and the following members voted AYE : Commissioners Frith, Brown, Leiphon, Wakefield & Olson. Motion carried. Motion was made by Commissioner Leiphon, seconded by Commissioner Wakefield to approve the Treasurer s Checks in the amount of $32, Roll call was taken and the following members voted AYE : Commissioners Frith, Wakefield, Leiphon, Brown & Olson. Motion carried. Motion was made by Commissioner Frith, seconded by Commissioner Leiphon to approve the agenda as presented and to add discussion on the DL Outlets Management Advisory Committee Meeting. All Bill Hodous, Co Agent reported to the board on various activities going on in his office and that he will be traveling to Nebraska through a grant to see the Wind Tunnel Project. Stacy Twete, Veterans Service Officer was present to review his report with the board and answer any questions. Kristen Nelsen, Emergency Management reported that she has filed a notice of intent for a Homeland Security Grant for $300,000 in hopes of updating the county radios IMAT training mid June. Beth Black, Tax Director was present to give an update on the Soils Committee Meeting and that the County Equalization Meeting is scheduled for June 6, 2017 at 9:00 a.m. Steve Moe, IT/GIS reported on the following: - Motion was made by Commissioner Frith, seconded by Commissioner Leiphon to approve the annual ESRI Software Maintenance in the amount of $3, Roll call was taken and the

2 following members voted AYE : Commissioners Wakefield, Brown, Leiphon, Frith & Olson. Motion carried. - Motion was made by Commissioner Frith, seconded by Commissioner Wakefield to approve outof-state travel for Steve Moe, IT/GIS Coordinator to attend the ESRI User Conference July 10-14, 2017 in San Diego CA. Roll call was taken and the following members voted AYE : Commissioners Wakefield, Brown, Frith, Leiphon & Olson. Motion carried. - Intermediate Report on Server Migration/Backup/Network Review. Kevin Fieldsend, Co Highway Superintendent reported on the following: - Motion was made by Commissioner Leiphon, seconded by Commissioner Frith to approve Northeast Regional Water District, to use ROW East of Hampden on the County Line Road and Turnback 17 on the east side of ST HWY 20, who is doing a rural water expansion project. All - Reported on two rental tractors from John Deere. They will cost $3, each for 250 hrs of use. - Sale of old Edmore Shop separate sale at the June 20, 2017 meeting. - Motion was made by Commissioner Leiphon, seconded by Commissioner Wakefield to advertise for bids to fill the hole where we tore the house down that was taken back by foreclosure. All - Motion was made by Commissioner Frith, seconded by Commissioner Leiphon to approve the order of culverts in the amount of $15, Roll call was taken and the following members voted AYE : Commissioners Brown, Leiphon, Wakefield, Frith & Olson. Motion carried. - Discussion about the possibility of hiring a part-time person to mow cemeteries this summer. Discussion was held on the letter from the ND DOT on Special Road Fund Projects Access Rd into Sons of Jacob Cemetery Kevin Fieldsend gave an estimate of $1,500 to fix about 400 feet of the road but they need an agent to move forward on the application with a 60/40 match. Motion was made by Commissioner Brown, seconded by Commissioner Leiphon to approve Ramsey County as the agent for Sons of Jacob Cemetery to apply for the Special Road Fund Projects. All Discussion was held on the Human Resource Position. Commissioner Frith made contact with Shannon Teigen and she presented an abridged professional overview to the board. After much discussion, the board would like the Auditor and States Attorney to research with Chuck Horter, NDACo Human Resource about advertisement, part-time position vs contracting, parameters of what the county wants and bring back to the board. The Ramsey County Water Resource District Board was present to give an update to the board on different projects they have going on. Motion was made by Commissioner Brown, seconded by Commissioner Leiphon to approve the two (2) site authorizations to conduct games of chance from July 1, 2017 to June 30, 2018 as follows: LR Baseball Boosters at Ed s Bait Shop Devils Lake Blue Line inc at Creel Bay Golf Course. All members voted AYE. Motion carried. Discussion was held on the County Credit Card Policy. It was addressed by the State Auditor s about hand written receipts for gas purchases. Motion was made by Commissioner Brown, seconded by Commissioner Leiphon to approve the Capital Asset Policy presented by the State Auditors. All Motion was made by Commissioner Leiphon, seconded by Commissioner Brown to have the Auditor handle the sale of surplus items that are located in the basement of the courthouse and the sale of items located at the County Shop will be at the June 20, 2017 Commission Meeting at 5:45 p.m. All members voted AYE. Motion carried.

3 Discussion was held on having a Ramsey County Representative attend the Devils Lake Outlets Management Advisory Committee Meeting in Carrington ND on May 4, 2017 at 1:00 p.m. at the Chieftan Conference Center. Motion was made by Commissioner Frith, seconded by Commissioner Wakefield to have Commissioner Brown attend the Devils Lake Outlets Management Advisory Committee Meeting. All Motion was made by Commissioner Leiphon, seconded by Commissioner Frith to send a letter of support to Governor Burgum & State Water Commission for the two Devils Lake Outlets. All members voted AYE. Motion carried. Motion was made by Commissioner Leiphon, seconded by Commissioner Brown to approve payment of the billings for the LEC $71, and Re-Entry Center $4, Roll call was taken and the following members voted AYE : Commissioners Wakefield, Brown, Frith, Leiphon & Olson. Motion carried. The board reported on portfolios.
