1 ADJOURNED REGULAR MEETING, RAMSEY COUNTY COMMISSION TUESDAY, JUNE 7, :00 A.M. The meeting was called to order by Myrna Heisler, Chair. Roll call was taken and the following members were present: Commissioners Brown, Mertens, Leiphon, Olson & Heisler. The board & visitors present recited the pledge of allegiance. Motion was made by Commissioner Brown, seconded by Commissioner Olson to approve the minutes of the May 17, 2016 meeting. All members voted AYE. Motion carried. general & highway bills as submitted & that warrant checks be drawn in payment thereof: (ALL BILLS HERE) And further that the fees received of the various offices be placed on file as follows: County State Sheriff $2, Co Recorder $5, $ Clerk of District Court $ Roll call was taken and the following members voted AYE : Commissioners Leiphon, Olson, Brown, Mertens & Heisler. Motion carried. financial reports (monthly to date budgets & liabilities). All members voted AYE. Motion carried. Motion was made by Commissioner Brown, seconded by Commissioner Olson to approve the Treasurer s Checks in the amount of $49, Roll call was taken and the following members voted AYE : Commissioners Olson, Leiphon, Brown, Mertens & Heisler. Kristen Nelsen, Emergency Management reported on the installation of a siren in Lawton County received $3, in premium safety discount & dividend credit checks from ND Association of Counties for being participants in the Workforce Safety Learning Management System (LMS) Conference in September putting together agenda for table top exercise for LR State College June 29, 2016 LEPC Meeting in her office. Bill Hodous, Co Agent reported the office is busy June 23, 2016 Livestock Show.

2 Roger Gunderson, Maintenance Supervisor presented 2 proposals: Elshaug Concrete Construction LLC $3, & Johanson Construction Inc $3,898.00, both of Devils Lake for concrete work to be done on the southeast side of the courthouse. Motion was made by Commissioner Mertens, seconded by Commissioner Leiphon to approve the low proposal from Elshaug Concrete Construction LLC, Devils Lake in the amount of $3, for concrete work to be done on the southeast side of the courthouse. Roll call was taken and the following members voted AYE : Commissioners Brown, Olson, Leiphon, Mertens & Heisler. Motion carried. Kevin Fieldsend, Co Highway Superintendent reported on the following: - Project Updates: RC#8B & RC#9C signs up paving this week done by June 24, 2016 if weather holds out Maloney Bridge meet with RC Water Resource District Board on size of culverts. - Received 2 bids for concrete work on the new shop in Edmore from Gleason Construction, Devils Lake $59,600 start date after July 4, 2016 and Plummer Construction, Langdon $51,968 start date of June 8, 2016Motion was made by Commissioner Brown, seconded by Commissioner Mertens to approve the low bid from Plummer Construction, Langdon ND in the amount of $51, for concrete work on the new shop in Edmore and can start June 8, Roll call was taken and the following members voted AYE : Commissioners Olson, Leiphon, Mertens, Brown & Heisler. Motion carried. - Motion was made by Commissioner Mertens, seconded by Commissioner Leiphon to amend the motion from April 19, 2016 to go with the local bid from Marketplace Motors, Devils Lake ND on the 2017 Ford Expedition in the amount of $33, as they will match the State Bid price. Roll call was taken and the following members voted AYE : Commissioners Brown, Olson, Leiphon, Mertens & Heisler. Motion carried. - Motion was made by Commissioner Mertens, seconded by Commissioner Brown to approve the Contract, Contract Bond & Engineering on CMC 3618 (058) (RC #8) from RC#3 East 5 miles to RC#4 thin lift overlay, subgrade repair & incidentals. Roll call was taken and the following members voted AYE : Commissioners Olson, Leiphon, Mertens, Brown & Heisler. Motion carried. - Motion was made by Commissioner Leiphon, seconded by Commissioner Olson to approve the engineering on CMC 3606 (RC#9) from RC#4 East 9 miles to the Wash County Line thin lift overlay, patching & incidentals. Roll call was taken and the following members voted AYE : Commissioners Brown, Mertens, Liephon, Olson & Heisler. Motion carried. Motion was made by Commissioner Mertens, seconded by Commissioner Leiphon to contract with Tanya Wieler on wage/pay scale at $75.00 per hour. All members voted AYE. Motion carried. Motion was made by Commissioner Brown, seconded by Commissioner Olson to approve the higher rate of $90.00 for rooms for the Auditor/Treasurers Conference in Belcourt ND July 12-14, All members voted AYE. Motion carried. The board reviewed the letter from ND Department of Transportation on the Brocket Sidewalk Revitalization Project; letter from ND Dept of Health on Dakota Dry Bean Facility discussed RC Comprehensive Plan on the air quality testing. Motion was made by Commissioner Brown, seconded by Commissioner Olson to approve the following site authorizations to conduct games of chance from July 1, 2016 to June 30, 2017: Devils Lake Blueline Inc at the Creel Bay Golf Course Devils Lake Rural Fire Department Inc at Devils Lake Speedway Bar, Buckhorn Saloon & Military Service Club Inc. All members voted AYE. Motion carried.

3 Rhonda Allery, Lake Social Service Director reported on Social Services & Attendant Care. Steve Nelson, Sheriff reported on the LEC & the LR Search & Rescue Building hoping for September move in date. Paula Vistad, Devils Lake Area Chamber reported June 25, 2016 Ribfest downtown & June 24-25, 2016 Fishing Tournament Motor Vehicle closing at noon on Friday, June 10, 2016 for new system updates & will reopen Monday, June 13, Rachel Lindstrom, Forward Devils Lake reported they are working on apartment complexes for the area. At 9:10 a.m. the Chair recessed the meeting until 9:30 a.m. The Chair called the meeting back to order at 9:30 a.m. Motion was made by Commissioner Olson, seconded by Commissioner Leiphon to adjourn as a Board of County Commissioners and convene as the Board of Equalization at 9:30 a.m. All members voted AYE. Motion carried. Elizabeth (Beth) Black, County Tax Director; Gary Martinson, Devils Lake City Assessor; Ron Heisler, Creel Township property owner & Mike Boehmer, Minnewaukan Township Assessor were present. Motion was made by Commissioner Leiphon, seconded by Commissioner Olson to approve the City Assessments as presented, including the City of Devils Lake. All members voted AYE. Motion carried. Motion was made by Commissioner Leiphon, seconded by Commissioner Brown to approve values of townships contracted to the County for assessing as presented. All members voted AYE. Motion carried. Motion was made by Commissioner Brown, seconded by Commissioner Leiphon to approve values of townships that provide their own assessors or data collectors whole values were approve by a certified assessor, as presented. All members voted AYE. Motion carried. Motion was made by Commissioner Mertens, seconded by Commissioner Olson to approve all VA, Homestead Credit, Blind Exemption & exempt property. All members voted AYE. Motion carried. Motion was made by Commissioner Mertens, seconded by Commissioner Brown to approve the inundated land classification per attached list of applications NDCC (6). All members voted AYE. Motion carried. Motion was made by Commissioner Brown, seconded by Commissioner Leiphon to approve Soils Committee recommendations on agricultural land values. All members voted AYE. Motion carried. agricultural land value increase by 2% to comply with estimated increase of 7% provided by the Office of the State Tax Commissioner. All members voted AYE. Motion carried.

4 Ron Heisler, property owner was present to protest he did not attend the Creel Township Equalization Meeting Township Authority he got a notice. Elizabeth (Beth) Black will review the information with him after the meeting. Motion was made by Commissioner Olson, seconded by Commissioner Leiphon to adjourn as a Board of Equalization and reconvene as the Board of County Commissioners at 10:04 a.m. All members voted AYE. Motion carried. Greg Semenko, ND Department of Transportation was present to discuss the speed study results on Highway 2 East. Ideas were J-turns & frontage roads.
