1 THE STATE OF TEXAS COUNTY OF ORANGE BE IT REMEMBERED that a Special Court Session was held on Tuesday, May 22, 2018 at 2:00 P.M. in the Commissioners Courtroom of the Orange County Administration Building with the following in attendance: Dean T. Crooks, County Judge Johnny A. Trahan, Commissioner, Precinct No. 1 Barry M. Burton, Commissioner, Precinct No. 2 John H. Gothia, Commissioner, Precinct No. 3 Jody E. Crump, Commissioner, Precinct No. 4 The meeting was called to order at 2:00 P.M., Johnny Trahan gave the invocation, Dean Crooks led in the Pledge of Allegiance and the following business was transacted, to-wit: Barry Burton, Commissioner Precinct No. 2, was not present at the start of the meeting. APPROVE Motion made by John Gothia, seconded by Dean Crooks approving the minutes of the MINUTES Special Court Session and the Addendum to the Special Court Session held on May 15, 2018 at 2:00 P.M., as circulated. Voted AYE: Johnny Trahan, Dean Crooks, and John Gothia Abstained: Jody Crump 1. PROCESS Motion made by Jody Crump, seconded by Johnny Trahan authorizing County Treasurer to PAYROLL process payroll for the pay period ending May 20, 2018 including all supporting payroll liabilities and garnishment orders. Voted AYE: Johnny Trahan, Dean Crooks, John Gothia and Jody Crump Barry Burton, Commissioner Precinct No. 2, arrived at the meeting at 2:06 P.M. Page 1 of 7

BILLS PAID Motion made by Johnny Trahan, seconded by Barry Burton authorizing payment of bills approved by the County Auditor as per attested listings and also specifically as follows: a. $247, to Texas Association of Counties Risk Management Pool from the General Fund ( for $120,016.00) payment for auto liability, auto physical damage and general liability, and also from the General Fund ( for $127,902.00) payment for law enforcement liability and public officials liability. b. $224, to Texas Association of Counties Risk Management Pool from the General Fund ( ) for property insurance coverage July 1, 2018 to July 1, 2019 due July c. $113, to Farmers Insurance from the General Fund ( ) for National Flood Insurance Program (NFIP) flood insurance coverage from June 2, 2018 to June 2, 2019 due June d. $75, to United Healthcare Insurance Company from the General Fund ( ) for retiree group insurance for 65 years of age and older for the month of June GENERAL FUND $1,054, ROAD AND BRIDGE MOSQUITO 8, ADULT PROBATION - OTHER FUNDS 3, TOTAL FOR PAYMENT $1,067, JUDGE S Dean Crooks appointed Irene Williamson Hilton to fill one of the vacant committee seats for ACTION the Williamson Cemetery. This is the sole purview of the person who is currently the County Judge of Orange County, Texas and no action is necessary by the Court. 4. NO ACTION No action was taken on agenda item #4, discussion and possible action regarding emergency back pay for county employees that worked the January 16 and 17, 2018 ice event. Page 2 of 7

INTERLOCAL Motion made by John Gothia, seconded by Johnny Trahan authorizing the Orange County COOPERATION Sheriff s Office and Orange County to enter into an Interlocal Cooperation Contract with CONTRACT Spindletop Center for the purpose of funding a mental health liaison deputy and authorizing the Orange County Judge or Judge Pro Tem to execute the same. The initial term of the agreement will commence on September 1, 2018 and will automatically renew on September 1 of each year unless either party chooses to terminate the agreement. This agreement is 100% funded by Spindletop Center for supplying law enforcement services, including salaries, benefits, deferred liabilities, training, equipment, vehicle fuel and any additional expenses the county may incur in providing the services of the mental health deputy for the term of the agreement. 9. INTERLOCAL Motion made Jody Crump, seconded by Barry Burton authorizing the Orange County Jail and COOPERATION Orange County to enter into an Interlocal Cooperation Contract with Spindletop Center as CONTRACT mentioned to include the change of the invoice period from 15 days to 30 days, and authorizing the Orange County Judge or Judge Pro Tem to execute the same. This would allow Spindletop Center to provide a mental health screening assessment on request for any inmate of the Orange County Jail that is suspected to have a mental health condition, either at the jail or via telehealth. 10. LINE ITEM Motion made by Johnny Trahan, seconded by Jody Crump approving the following line item TRANSPORTATION From: (Fuel, Oil, Gas & Grease)...($14,000.00) To: (General Machinery >$5000)... $14, To replace broken fuel card reader on fueling station. 11. ADVERTISE FOR Motion made by Barry Burton, seconded by Johnny Trahan authorizing the Purchasing Agent PROPOSALS to advertise for proposals for Disaster Recovery Services for Orange County. NO ACTION No action was taken on agenda item #12, discussion and possible action regarding allowing the selection of a committee to review and score the disaster recovery services proposals. 13. ADVERTISE FOR Motion made by Johnny Trahan, seconded by John Gothia authorizing the Purchasing Agent PROPOSALS to advertise for proposals for debris monitoring services for Orange County. 14. NO ACTION No action was taken on agenda item #14, discussion and possible action regarding allowing the selection of a committee to review and score the debris management services proposals. 15. 6 18. CLOSED Closed meeting held pursuant to Tex. Gov. Code , to discuss with Assistant County MEETING Attorney pending, threatened, or contemplated litigation. The Court recessed to go into a closed meeting. This meeting was not recorded. 19. RETURN TO Return to open meeting. Take any action deemed necessary based upon discussion in closed OPEN MEETING meeting. NO ACTION No action was taken on agenda item #18, closed meeting held pursuant to Tex. Gov. Code , to discuss with Assistant County Attorney pending, threatened, or contemplated litigation. 20. COMMENTS Dean Crooks informed everybody of a Special Session that is scheduled for Friday to discuss the possible extension of DRC operations at the Expo Center. After the meeting was posted his office received information from FEMA that they have decided to close the DRCs at the end of this month. However, FEMA will still have staff available to meet with residents by appointments. They would like to know if the county has a room available to be used, as needed, for appointments with residents. Due to FEMA s decision, the meeting scheduled for Friday is no longer needed, therefore, it will be cancelled. There will be a meeting between elected officials and department heads on Thursday at 10 a.m. He explained this first meeting will be to get to know him and the direction he s coming from, since he is new. He would like to see open and transparent communication between everyone. Although this is not a posted public hearing, he said the citizens and press are welcome to come if they choose. He also mentioned Entergy s review and assessment of our energy needs may be on next week s agenda. Barry Burton commended Judge Crooks for taking the time to schedule a meeting with the elected officials and department heads. He looks forward to any ideas that may come out of this meeting. John Gothia added this is not a posted public meeting, therefore the Commissioners will not be present. Page 6 of 7
