1 STATE OF TEXAS ) ) COMMISSIONER COURT COUNTY OF PARKER ) BE IT KNOWN that on the 14 th day of April 2014, the Honorable Commissioners Court of Parker County, Texas, convened in regular session hereof in the commissioners courtroom on the first floor of the Parker County Courthouse, One Courthouse Square, Weatherford, Texas, for the following purpose, to wit: The meeting was called to order by County Judge Riley at 9:00 am. Judge Riley stated the only members of court present were Commissioner Peacock, Commissioner Conley and also including the County Attorney and the County Clerk. Pledge of Allegiance to the United States Flag was led by Judge Mark Riley. Pledge of Allegiance to the Texas Flag was led by Commissioner George Conley. Commissioner Walden and Commissioner Renfro entered the meeting at 9:02 a.m. 6. APPROVAL: (h) Parker County Soil and Water Conservation District Resolution Melton Harms presented information to the court regarding funding on Site 33 as per attached letter and application. Motion was made by JUDGE RILEY and second by COMMISSIONER WALDEN to approve requested Resolution as per application of the Parker County Soil and Water Conservation District to apply for federal funding to rehabilitate dam site TX01186 (Site 33) located near Aledo. 8. UPDATE ON TRANSPORTATION BOND IMPLEMENTATION: (a) Review and Approve Change Order 005 Project 3.01b

2 Page 2 David Payne, Project Manager at Freese & Nichols presented information regarding the transportation project as per attached. Motion was made by JUDGE RILEY and second by COMMISSIONER WALDEN to approve Change Order 005, reconciliation for Project 3.01b Ric Williamson Memorial Highway Phase IV. (b) Review and Approve Close Out Documents for Project 3.01b Motion was made by JUDGE RILEY and second by COMMISSIONER PEACOCK to approve the final project close-out documents for Project 3.01b Ric Williamson Memorial Highway Phase IV. (c) Contract Amendment 1 for Project 4.04 Aledo Trail Motion was made by JUDGE RILEY and second by COMMISSIONER RENFRO to approve Contract Amendment 1 for Project 4.04 Aledo Trail in the amount of Fifty-Six Thousand One Hundred Sixty-Two Dollars and Six Cents ($56,162.06). (d) Budget Change for Project for Project 1.09 Springtown Main Street Drainage Motion was made by COMMISSIONER CONLEY and second by COMMISSIONER RENFRO to approve the proposed budget change for Project 1.09 Springtown Main Street Drainage. (e) County Roads and Traffic Counts Motion was made by JUGE RILEY and second by COMMISSIONER WALDEN to approve the proposed agreement for services between Parker County and Freese & Nichols as outlined on the document dated for the county road improvement plan. (f) Update on Springtown Project at Highway 199 and Highway 51

3 Page 3 (g) Update on Ric Williamson Memorial highway New Bridge Ribbon Cutting Ceremony Judge Riley gave a brief report on the ceremony. 4. NOTIFICATION: Grant Award Letter from TXDOT for CERTZ for $1,422, Motion was made by JUDGE RILEY and second by COMMISSIONER PEACOCK to authorize the County Judge with any required review by County Attorney and County Auditor to sign any appropriate documents as required for CERTZ Grant by TXDOT. 2. PLATS: (a) Revision of Echo Valley Motion was made by COMMISSIONER CONLEY and second by COMMISSIONER RENFRO to approve the process to begin the revision of Lots 18, 26, & 27 in a subdivision known as Echo Valley located on Wildwood Trail in Precinct 1. (b) Revision of Rio Brazos Section 1 Motion was made by COMMISSIONER WALDEN and second by COMMISSIONER PEACOCK to approve the process to begin the revision of Lots 10 and 11 of a subdivision known Rio Brazos, Section 1 located on Hillcroft Drive in Precinct 3. (c) Revision of Sugartree on the Brazos Motion was made by COMMISSIONER WALDEN and second by COMMISSIONER PEACOCK to approve the process to begin the revision of Lots 273 and 274 in a subdivision known as Sugartree on the Brazos located on the corner of Sugartree Circle and Creek Meadow Court (private road) in Precinct 3.

4 Page 4 (d) Revision of Remington Park, Phase II Judge Riley OPENED the public hearing at 9:46 a.m. After hearing no response, Judge Riley CLOSED the public hearing at 9:47 a.m. Motion was made by COMMISSIONER CONLEY and second by COMMISSIONER RENFRO to approve the process to begin the revision of Block 2R, Lot 3R1 consisting of 2.5 acres and Lot 4 consisting of 5 acres into Lot 3R1-1 consisting of 1.0 acres and Lot 4R consisting of 6.5 acres in a subdivision known as Remington Park, Phase II located on Dobbs Trail in Precinct 1. The meeting recessed at 9:49 a.m. The meeting resumed at 9:54 a.m. (e) Approve the revision of Lot 2 consisting of 0.5 acres and Lot 3 consisting of.0561 acres into Lot 2R consisting of acres in a subdivision known as Sugartree Golf & Country Club, Phase I, Block 3 located on Sugartree Drive (a private road) in Precinct 3 (f) Approve the revision of Lot 5 consisting of acres and Lot 6 consisting of acres into Lot 5A consisting of acres, Lot 5B consisting of acres, Lot 5C consisting of acres, Lot 6A consisting of acres and Lot 6B consisting of acres in a subdivision known as Blue Ridge Estates located on Blue Ridge Drive in Precinct 2 3. PRESENTATION: (a) PEBC Wellness Program Project Diana Kongevick with PEBC presented information on the new PEBC Wellness Program Project as per attached. 1. (n) Accept/Reject/Renew RFP PC12-09 Motion was made by COMMISSIONER RENFRO and second by COMMISSIONER PEACOCK to renew RFP PC12-09 Disaster Debris Removal, Reduction, Disposal and other Emergency Services. (o) Accept/Reject/Renew PC14-18 Motion was made by COMMISSIONER WALDEN and second by COMMISSIONER PEACOCK to accept PC14-18 for New/Used Steel I Beams and Piling. (p) Accept/Reject/Renew Motion was made by COMMISSIONER WALDEN and second by COMMISSIONER PEACOCK to accept PC14-19 Railroad Cars used for culverts. (q) Accept/Reject/Renew PC14-20

(r) Parker County Judge to Sign Tax Resale Deed from Parker County Motion was made by JUDGE RILEY and second by COMMISSIONER CONELY for the County Judge to sign the following tax resale deed from Parker County, Trustee to: Darrel and Donna Scroggins 0.50 acre, more or less, situated in the John H. Carter Survey, Abstract 234, Parker County, Texas, as described in deed dated October 23, 2002, from Ruth Odell Wilkerson to Trinity HI Company, LLC in Volume 2052, page 1215, Official Records of Parker county, Texas. (b) Order for Disposition by Cremation of a Pauper and Authorize Payment to The Majors Funeral Home (c) Accept Donation from Texas A&M Agrilife Extension Service Motion was made by COMMISSIONER WALDEN and second by COMMISSIONER PEACOCK to accept donation of surplus electronic equipment from Texas A&M Agrilife Extension Service as listed and authorize inclusion in the on-line auction scheduled for 5/1/2014-5/19/2014. (d) VFIS for the Parker County Emergency Response Team Motion was made by JUDGE RILEY and second by COMMISSIONER CONLEY to approve the proposal for accident and sickness coverage through VFIS for the Parker County Emergency Response Team. (e) Authorize Private Insurance Company to Pay Trinity Paint and Body Motion was made by JUDGE RILEY and second by COMMISSIONER WALDEN to authorize private insurance company to pay Trinity Paint and Body directly for repairs to Sheriff s Office Vehicle involved in an accident with their insured. (f) Freese & Nichols present a Proposal for the Parker County Road Improvement Plan (g) Federal Off System Bridge Replacement for Bridge

8 Page 8 Motion was made by JUDGE RILEY and second by COMMISSIONER CONLEY to authorize the County Judge to sign appropriate documents to participate in the Federal Off System Bridge Replacement for bridge at Gilliland Road at Walnut Creek. (i) Stop Sign at Knob Road & Dobbs Trail Judge Riley OPENED the public hearing at 10:33 a.m. After hearing no response, Judge Riley CLOSED the public hearing at 10:34 a.m. Motion was made by COMMISSIONER CONLEY and second by COMMISSIONER RENFRO to post a stop sign at the intersection of Knob Road and Dobbs Trail in Precinct 1. (j) Stop Sign at Knob Road & Earp Road Judge Riley OPENED the public hearing at 10:35 a.m. After hearing no response, Judge Riley CLOSED the public hearing at 10:35 a.m. Motion was made by COMMISSIONER CONLEY and second by COMMISSIONER RENFRO to post a stop sign at the intersection of Knob Road and Earp Road in Precinct 1. (k) 30 mph Speed Limit Sign on Sessums Road Judge Riley OPENED the public hearing at 10:36 a.m. After hearing no response, Judge Riley CLOSED the public hearing at 10:36 a.m. Motion was made by COMMISSIONER CONLEY and second by COMMISSIONER RENFRO to post a 30 mph speed limit sign on Sessums Road in Precinct PLACE INTO MINUTES: (a) Change Order 3 for Transportation Bond Project 3.01a Motion was made by JUDGE RILEY and second by COMMISSIONER WALDEN to place Change Order 3 for Transportation Bond Project 3.01a, Ric Williamson Memorial Highway I-20 Interchange into the minutes.

9 Page 9 (b) Unifirst Contract Motion was made by JUDGE RILEY and second by COMMISSIONER PEACOCK to place Unifirst Contract Buyboard Contract into the minutes. MOTIN CARRIED 9. EXECUTIVE SESSION: The Parker County Commissioners Court met in CLOSED SESSION at 10:35 a.m. with the County Attorney to discuss to wit: a. Consultation with Attorney, in accordance with section of the Texas Government Code regarding pending litigation RAS Ranch. b. Real Estate, In accordance with section of the Texas Government Code. The meeting reconvened in OPEN SESSION at 10:40 a.m. Motion was made by JUDGE RILEY and second by COMMISSIONER WALDEN to authorize the County Judge to sign settlement which is no cost to the county. 10. ADJOURNMENT: Motion was made by JUDGE RILEY and second by COMMISSIONER CONLEY to adjourn the meeting at 10:41 a.m. The meeting adjourned at 10:41 a.m.
