1 OFFICIAL PROCEEDINGS DUNN COUNTY BOARD OF COUNTY COMMISSIONERS August 3, 2016 MEMBERS PRESENT: Commissioners Pelton, Kleemann, Dukart, Scott and Hauck OTHERS PRESENT: Tracey Dolezal, Pat Merriman, Kent Wilkerson, Del Olson, Fil Askerlund, Mike Zimmerman, Darrin Schaeffer, Janelle Hager and Jeremy Wood. The meeting was called to order at 9:00 a.m. by Chairman Hauck. Motion by Commissioner Dukart, seconded by Commissioner Scott, to approve the June 30 th special meeting, July 6 th and July 20th minutes. All voted aye, and the motion carried. Fil Askerlund and Kent Wilkerson, Epic Engineering, appeared to report on the status of South Heart Road Phase 3 Construction Project. Baranko s Pay Request # 4 in the amount of $2,551, was presented for approval. Motion by Commissioner Dukart, seconded by Commissioner Pelton, to approve. Upon roll call vote, all Commissioners voted aye, and the motion carried. Darrin Schaeffer and Janelle Hager, Bartlett and West, appeared to report on the projects their firm is working on.discussed right of way and fencing issues on 2 nd St. NW. Commissioner Kleemann and Engineer Schaeffer will discuss fencing options with landowner. Nearly all temporary construction easements have been re-signed for the approximate ¾ mile from 1000 east of 95 th Ave and 1 st St. NW to intersection of 94 th Ave and 1 st St. NW. 104 th Ave SW: The plans are finished and Engineer Schaeffer will meet with landowners today. Jeremy Wood, Northern Plains Engineers, appeared to report on the projects his firm is working on. Killdeer Mountain Road Emergency Relief (ER) Project: Construction is expected to begin in late August. A pre-construction meeting will be held the week of August 15 th 19 th. Weirson Road: Engineer Wood will contact Zabolotny s attorney for discussion of right of way acquisition.

2 Spring Creek Low Water Crossing: Construction is approximate 90% complete. Engineer Wood presented Edward H. Schwarz Construction s Pay Estimate #1 in the amount of $126, for approval. Motion by Commissioner Kleemann, seconded by Commissioner Scott, to approve. Upon roll call vote, all Commissioners voted aye, and the motion carried. Knife River Low Water Crossing: Presented Pay Estimate #1 in the amount of $13, to Shep s Welding and Construction. Motion by Commissioner Dukart, seconded by Commissioner Pelton, to approve. Upon roll call vote, all Commissioners voted aye, and the motion carried. Gas Plant Road and Tank Battery Road: Motion by Commissioner Pelton, seconded by Commissioner Kleemann, to approve Northern Improvement s pay Estimate #2 in the amount $31, Upon roll call vote, all members voted aye, and the motion carried. Intersection of 106 th Ave and 25 th : Project is 100% complete. Motion by Commissioner Scott, seconded by Commissioner Pelton, to approve Martin Construction s Pay Estimate #4 in the amount of $ Upon roll call vote, All members voted aye, and the motion carried. Mike Zimmerman and Del Olson, appeared to update the Commission on the Road Department. Mike Buresh, Manning Road Department Foreman and Ryan Hauck, appeared to present bids from Superior Cranes, J & B Equipment and Cranes Conveyors & Storage Systems, Inc. for the crane and installation in the Manning Shop. Following discussion, motion by Commissioner Dukart, seconded by Commissioner Kleemann, to accept Cranes Conveyers & Storage Systems, Inc. bid for $115,200 with no change orders. Upon roll call vote, all Commissioners voted aye, and the motion carried. Denise Giffin, Human Resources Director, appeared to request purchasing an HR Program as a module to our current CPU program. The HR module will integrate with the payroll system and will track information for mandated federal reporting requirements.

3 Motion by Commissioner Dukart, seconded by Commissioner Scott, to approve the base program with the insurance add-on for $28,750 to be paid out of 2017 budget. Upon roll call vote, all Commissioners voted aye, and the motion carried. Sandy Rohde, Code Administrator appeared to discuss Crew Housing Fees. Currently, Target Logistics and Nabors are closed. PTI is open but only has approximately forty beds occupied. Administrator Rohde recommended assessing 10% of the total fee for Target and Nabors and a 50% reduction for PTI to be re-evaluated in six months. Motion by Commissioner Kleemann, seconded by Commissioner Pelton, to approve the recommendation. All members voted Aye, and the motion carried. Motion by Commissioner Dukart, seconded by Commissioner Scott, to approve a $.50 per hour COLA increase or $1040 per year for all employees. Upon roll call vote, all Commissioners voted aye, and the motion carried. Motion by Commissioner Dukart, seconded by Commissioner Scott, to increase the Board of Commissioners salaries by one-half of the employee increase or $520 annually. Upon roll call vote, Commissioners Scott, Pelton, Dukart and Hauck voted aye. Commissioner Kleemann voted nay. The motion carried. Chris Suelzle, Marathon, appeared to report on Marathon s activities in the County. Discussed weed control on sites and pipeline right of way. Motion by Commissioner Pelton, seconded by Commissioner Kleemann, to nominate Tracey Dolezal, Official and Lori Tabor, Employee for NDACO s Excellence in County Government awards. All members voted aye, and the motion carried. Discussed Ryan Kadrmas utility permit to bore a road to allow water to flow through. The consensus of the Commission is to not act on the permit until such time as Mr. Kadrmas gets approval from NRCS. Motion by Commissioner Dukart, Seconded by Scott to approve remaining utility permits. All members voted aye, and the motion carried. The Commission recessed for lunch at 12:00 noon. At 1:00 p.m. the meeting reconvened with all members present.

4 Jason Matthews, JM Strategies, appeared to help facilitate the Commission s second Strategic Planning session. The Commission identified three strategic priorities to focus on during the next three years. Maintain and promote fiscal responsibility in County Government Identify and promote effectiveness with County Government and insure Effective delivery of County Services. Enhance the quality of life for all Dunn County Residents. Commissioner Kleemann left the meeting. The Commission will meet with Mr. Matthews at 1:00 p.m. on August 17 th to finalize objectives and action steps of the Strategic Plan. Commissioner Dukart left the meeting. At 2:30 p.m. Sherry Adams, SW District Health Director, appeared to present information on SWDHU s proposed 2017 budget. Director Adams noted that they are proposing to hold their budget even and not increase for The annual SWDHU s budget hearing will be held August 30 th at the Elks in Dickinson. Motion by Commissioner Pelton, seconded by Commissioner Scott, to approve out of state travel for six Road Employees and one Commissioner to attend the Regional Road Convention in Rapid City, SD, October 18 th - 20 th. Upon roll call vote, all members voted aye, and the motion carried. Motion to approve vouchers by Commissioner Scott, seconded by Commissioner Pelton.
