1 LEAD CITY COMMISSION Regular Meeting May 7, 2018 The Lead City Commission met on Monday, May 7, 2018 in City Hall, 801 West Main Street at 5:00 PM with the following members present: Mayor Ron Everett, Commissioners David Vardiman, Chuck King, Don Mack, Colin Greenfield, Absent: None. Mayor Everett called the Regular Meeting to order. The Pledge of Allegiance was recited. APPROVE MINUTES Minutes of the April 16, 2018 meeting are approved as read. OLD BUSINESS Election Recount Results- M/ King, S/Greenfield Carried to approve the Recount of the 2018 Municipal Election, as follows: Special Permits- OFFICE City Commissioner City of Lead NAMES OF Joel Don Beth CANDIDATES Edgar Mack Fitzgerald VOTES BH Classic Sound Amplification Permit- M/Vardiman, S/Mack- Carried to approve 605 BH Classic Sound Amplification Permit. 605 BH Classic Alcohol Permit- M/Vardiman, S/Mack- Carried to approve 605 BH Classic Alcohol Permit. ADJOURN Mayor Everett thanked Commission Chuck King for his three years of service as a Lead City Commissioner. At 5:08 PM, M/Vardiman, S/Greenfield- Carried to adjourn the Regular Meeting. Mayor Everett called the Regular Meeting to order. Liquor License-M/Mack, S/Greenfield- Carried to accept Duane Sander s bid amount of $11,000 for the purchase of the On-Sale Liquor License. HEARING M/Mack, S/Greenfield- Carried to set the hearing for the Alcohol Licenses on May 21, 2018, 5:00 PM, Lead City Hall PLANNING & ZONING/HISTORIC PRESERVATION/COMP PLAN Setbacks- Commissioner Mack requested that the Lead Planning and Zoning Commission review the current practice of the City of Lead that determines the location of a structure. Other neighboring entities use the structure s foundation as the determining point for property management. PUBLIC SAFETY Ordinance Modifying Chapter IX, Animals-M/Mack, S/-Vardiman Carried to approve the first reading of the modification to Ordinance Modifying Chapter IX, Animals. 602 West Main Street-Stahl reported that the cleanup of the residence at 602 West Main Street has been completed. The next step is to finish the cleanup inspection report and then communicate with the property owner the concerns of the commission. New Police Officer Position- Chief Wainman requested that the city post a job opening for a full-time officer, as one city officer will be resigning soon. PUBLIC BUILDINGS & GROUNDS Stahl announced that the city-wide Spring Cleanup will take place next week, May 14-19, and that the Rubble Site will be free for most items. STREETS & UTILITIES Drinking Water Excellence Award- The SD Department of Environment and Natural Resources has extended its congratulations to the City of Lead for Ten years of Excellence in providing Drinking Water to the Community and further congratulated to Roger Thomas, Jerry Mertesdorf and Brad Becker as Certified Water Operators within the city. Summer Employees-M/Vardiman, S/Edgar- Carried to hire Randy McGruder at $8.85/hour for the Parks Department, starting on May 14, Meter Project Update- There have been approximately 1,224 Meters installed as of May 7, Water Meter installation in Central City and Grizzly Gulch started May 1 st and there have been 30 meters installed as of today. The total estimated to install is 1,476. The project is 85% completed. ITEMS FROM VISITORS Chad Baker, Animal Request- Chad Baker made a request to have a Red Fox as a family pet. Our City of Lead Ordinance does not allow this request.

3 Pam Millard, Liquor Store Drainage Concerns- Resident Pam Millard spoke on the history and concerns of her liquor store and would like to set up a meeting to discuss the stores drainage issue.
