Members present: Janet Andrews, Brian Jacobsen, Cameron Larson, Dorene Lemme and Kim St. John. Absent: Jason Aho and John Layman. All voted aye. Council reviewed proposed contract from Kingbrook Rural Water and held discussion with Kingbrook s General Manager, Randy Jencks, via phone conference regarding such. Motion made by Lemme and seconded by Larson to table action on the proposed contract with Kingbrook Rural Water, as presented. All voted aye. Council President Jacobsen declared the Council convenes acting as a Planning and Zoning Commission and Zoning Board of Adjustments. Elray Beld addressed the board concerning the keeping of pigeons within the City limits of Lake Norden. Motion made by Andrews and seconded by Larson to table action until the September 5, 2017 meeting at which time Lemme shall report to the Board concerning policies of other municipalities. All voted aye. Discussion was held concerning amending the Zoning Ordinance to allow for metal fencing. Currently, metal fencing is not an approved material for fencing within the City limits of Lake Norden. Motions made by St. John and seconded by Andrews to not proceed with an amendment which would allow for construction of metal fences. All voted aye. Motion made by Lemme and seconded by Andrews to adjourn as a Planning and Zoning Commission and Zoning Board of Adjustments. All voted aye. Council President Jacobsen declared the Council reconvenes as the Lake Norden City Council.

4 Motion made by Lemme and seconded by Andrews to approve the Second Reading of Ordinance #339 AN ORDINANCE AMENDING ORDINANCE #274 SECTION VI-RATES AND CHARGES FOR SERVICES OF THE WASTEWATER SYSTEM. All voted aye. Motion made by Lemme and seconded by Andrews to approve the First Reading of Ordinance #340 AN ANNUAL APPROPRIATIONS ORDINANCE FOR THE CITY OF LAKE NORDEN FOR THE YEAR ENDING 12/31/2018, as presented. Voting aye: Andrews, Larson and Lemme. Voting nay: St. John. Thus, motion carried. Council member St. John introduced the following resolution and moved that the same is passed. RESOLUTION 05/08/2017 BE IT RESOLVED THAT THE LAKE NORDEN CITY COUNCIL authorizes the disbursement of $13, (thirteen thousand seven hundred sixty and zero cents) from Contingency Funds ( ) to the following line item budgets: $2, (two thousand five hundred dollars and zero cents) Legal Fees ( ) $ (five thousand two hundred eighty nine dollars and zero cents) Government Buildings/Repair ( ) $3, (three thousand six hundred ninety dollars and zero cents) Police/Computer Service ( ) $ (four hundred dollars and zero cents) Fire Alarm/Extinguisher Maintenance ( ) $ (three hundred seventy three dollars and zero cents) West Nile ( ) $1, (five thousand five hundred dollars and zero cents) Summer Youth/Umpires ( ) ADOPTED THIS SEVENTH DAY OF AUGUST 2017 AT THE MEETING OF THE LAKE NORDEN CITY COUNCIL. Motion made by Lemme and seconded by Larson authorizing Council President Jacobsen to sign a countywide signing project agreement between SD Department of Transportation and the City of Lake Norden, as presented. All voted aye. Motion made by St. John and seconded by Larson to approve the monthly Police Report, as presented. All voted aye. Motion made by Larson and seconded by St. John to declare the Council in Executive Session per SDCL Section (3) at 8:12 PM. City attorney, Todd Boyd, was present via telephone conference. All voted aye.

5 Motion made by Andrews and seconded by Larson to declare the Council out of Executive Session at 8:29 PM. All voted aye. The regularly scheduled council meeting for September shall be held on Tuesday, September 5, 2017 instead of Monday, September 4, Motion made by St. John and seconded by Larson to adjourn at 8:35PM.
