1 Minutes of the Board of Ward County Commissioners April 2, 2013 The regular meeting of the Ward County Commission was called to order by Chairman Nybakken at 9:00 a.m. with Comm. Gruenberg, Fjeldahl, Walter, and Weppler present. Also present were Department Heads; Dana Larsen, Devra Smestad, Betty Braun, Amber Turnquest, Amanda Schooling and Seth Hagen. Moved by Comm. Weppler, seconded by Comm. Fjeldahl to approve the agenda with additions. Roll call: all voted yes; motion carried. Moved by Comm. Walter seconded by Comm. Weppler to approve the minutes of the March 19, 2013 meeting. Roll call: all voted yes; motion carried. Smestad then presented the bills. Moved by Comm. Gruenberg, seconded by Comm. Highway Engineer Dana Larsen appeared. Total Road Bills $36, GRAND TOTAL 939, Larsen presented a copy of the bidding and contract documents for the sale of the Ward County owned structures that CDM Smith had prepared. There are a total of 19 structures that consist of houses, detached garages, and sheds that will be advertised for bid. The Auditor/Treasurer s office will receive bids up until 10 a.m. on May 1, The bids will be opened at 11 a.m. in the Commissioners Chambers. The successful bidders will be required to provide the labor, equipment and materials necessary to complete the relocation by July 15, The minimum bid on a house will be $2,500 and $250 per out-structure. In the instance bids are less than minimum, the property will be removed from bidding. Moved by Comm. Weppler, seconded by Comm. Walter to authorize the Auditor to sell the property identified in the 2013 Ward County House Sale and Structure Relocation Project and approve the bidding and contract documents. Roll call: all voted yes; motion carried. Larsen informed the Commission of a pilot project presented by the NDDOT to construct County Road Safety Plans. The project would be funded 90% by state and federal and 10% by local share. The total cost would be $5,000. Ward County was one of six counties asked to participate along with the City of Minot being one of two cities asked. Larsen would like to be a part of the project and asked if two Commissioners would volunteer to attend the first meeting taking place on April 15, Comm. Gruenberg and Comm. Fjeldahl volunteered to attend. Emergency Manager Amanda Schooling appeared. Schooling presented an Executive Order regarding Spring flooding from the Governor of the State of North Dakota. Moved by Comm. Fjeldahl, seconded by Comm. Weppler to receive and file the order. Roll call: all voted yes; motion carried. Schooling informed the Commission that there is currently no sandbag policy for Ward County and would like one written up. Schooling suggested that a max of 200 sandbags/sand be given out at no cost; and, if additional sandbags are asked for, they would work with the individual on a case by case basis. Moved by Comm. Walter, seconded by Comm. Fjeldahl to give out free sandbags/sand as needed per individual, but limiting the sandbags to individuals in the flood prone areas only. The site for sand & bag pick up will be set up at the North County Parking lot when it is deemed necessary. Roll call: all voted yes; motion carried. Planning/Zoning Administrator Amber Turnquest appeared. Moved by Comm. Walter, seconded by Comm. Weppler to approve the plat approval for Craig Birdsall described property: Outlot 1 of NE ¼, Section , Ree Township, as well as, a plat for Norman Sollid on behalf of Ethan Forbes described property: Outlot 8 of Outlot 5 of SE ¼ SW ¼ and SW ¼ SE ¼, Section , Sundre Township. Roll call: all voted yes; motion carried. Moved by Comm. Gruenberg, seconded by Comm. Walter to approve the variance request for Joseph M. 6 Roll Call: all voted yes; motion carried. Jail Commander Penny Erickson appeared. Erickson presented the Commission the annual update of policies and procedures for Ward County Jail. When changes are made, they must run through the States Attorney s office before being finalized. The policies and procedures have been reviewed and there were no major changes. Moved by Comm. Walter, seconded by Comm. Weppler to approve the Ward County Jail Policies and Procedures Manual. Roll call: all voted yes; motion carried. Sheriff Steve Kukowski appeared. A ½ cent sales tax measure was approved to add an additional correctional facility to the current Ward County Jail, and the US Marshal Service is interested in housing inmates at the Ward County Facility. Currently the Marshal Service is moving prisoners between 66 miles to 120 miles to various facilities which is very costly and time consuming. Kukowski would like to offer a budget proposal to the US Marshal Service to enter into a contract for twenty years which guarantees twenty beds a day to the Marshal Service for an investment of 5 million dollars. The daily contract rate would be established by a separate contract based on daily rates of housing. Moved by Comm. Fjeldahl, seconded Comm. Walter to allow the budget proposal to the US Marshal Service. Roll call: all voted yes; motion carried. IT Administrator Jason Blowers appeared. Blowers presented the Commission a list of multiple vendors that have been contacted for the Website Redesign and RFP approval. Of the 13 vendors contacted, 6 have submitted their intention to bid. Intentions to bid must have been submitted by March 28, 2013 and all final proposals must be in by April 15, Moved by Comm. Fjeldahl, seconded by Comm. Weppler that any bids received without the intent to bid will not be accepted. Roll call: all voted yes; motion carried. Blowers presented a list of equipment required for the future server room and power requirements for the controlled environment in the new administrative building. An estimated cost will be established for review. The security camera system and key fob access system were submitted to Prairie Engineering to draft a pencil design based on expected requirements per floor for the new administrative building. At this time, Prairie Engineering is still working on the project. Finally, the Cisco switch installation is complete at the Social Services Building and currently running very well. Auditor/Treasurer Devra Smestad appeared. Moved by Comm. Gruenberg, seconded by Comm. Walter to receive and file the following correspondences: KLJ Roadway improvements 37 th Ave SE in Minot; Karr Tuckpointing; Berthold Township Copy of minutes regarding zoning, variances & permitting; State Attorney Roza Larson Letter to Cameron Township; ND Department of Health Inert land fill near Carpio; EAPC Highway Department addition; JLG Architects New Building 4 th Floor; STEFFES Electrical Thermal Storage Heat Systems; Enbridge Sandpiper Project. Roll call: all voted yes; motion carried Smestad invited the Commission to attend the 2013 Damage Prevention Banquet on April 16, Smestad stated that Director of Social Services, Sylvia Annon, 180 day evaluation needed to be set. The evaluation will be held April 16, 2013 at 8 a.m. Additionally, Director of Tax Equalization, Seth Hagen, 180 day evaluation needed to be set. The evaluation will be held May 18, 2013 at 8:30 a.m. The Commission reviewed the Personnel Committee report & recommendations. HR Director Colleen Houmann appeared for comment. Houmann would like to extend the advertising range to the Minot Daily News for the open position of Ward County Building Services Supervisor. Additionally, it was suggested on expanding the salary range from minimum to 15%. Moved by Comm. Walter, seconded by Comm. Gruenberg to extend the search for Building Services Supervisor and advertise two Sundays in the Minot Daily News and increase the salary range between minimum and 15%. Roll call: all voted yes; motion carried. Moved by Comm. Weppler, seconded by Comm. Fjeldahl to reappoint Darla Jost to another 2 year term on the Burlington City Zoning Commission. Roll call: all voted yes; motion carried. Discussion was brought forth of the option of adding a fourth floor to the new administrative building. At this time, further discussion will be held at the next Building Space Meeting. Moved by Comm. Walter, seconded by Comm. Weppler to re-schedule the Building Space Meeting to be held April 18, 2013 at 9 a.m. Moved by Comm. Walter, seconded by Comm. Weppler that the following payroll amendment be approved: Nicole Brown Human Service Program Administrator IV Ward County Social Services (Level 28); Peggy Clauson Social Worker II Ward County Social Services (Level 23).
