1 Regional District of Central Kootenay REGULAR BOARD MEETING Open Meeting Minutes The sixth meeting of the Board of the Regional District of Central Kootenay in 2017 was held on Thursday, June 15, 2017 at 9:00 a.m. in the Regional District of Central Kootenay Boardroom, 202 Lakeside Drive, Nelson, BC. Wolf General Manager of Environmental Services Chair Hamling welcomed Alternate Directors Cathro, Watson and McGauley to the meeting. Chair Hamling on behalf of the Board gave her condolences to Director Toyota for the passing of his mother and the Archibald family from Castlegar for the loss of their daughter Christine Archibald during the London terror attack. 1.1 ADOPTION OF THE AGENDA Regional District of Central Kootenay 1

2 364/17 The agenda for the June 15, 2017 Regular Open Board meeting be adopted as circulated with the addition of Section 6.5, Item Director Wall- Juice Mobile, the Shoreacres Cemetery Board Community Development grant application and the addenda package. 1.2 ADOPTION OF THE MINUTES Moved By Director Faust and seconded, 365/17 The minutes from the May 18, 2017 Regular Open Board meeting be adopted as circulated. New Resource Recovery Technician Travis Barrington was introduced to the Board. 1.3 DELEGATION(S) Montana Burgess, West Kootenay EcoSociety, gave a presentation on the West Kootenay Renewable Energy & Energy Efficiency Conference being held in September 7, 8 and 9, Ms. Burgess provided details on the Society's focus for the conference; the 100% renewable energy project mix (renewable energy for electricity, heating and cooling, and transport, etc.), achieving a long-term phase out of fossil-fuels locally and regional collaboration. 2. COMMITTEES & COMMISSIONS 2.1 FOR INFORMATION Committee/Commission Reports for information have been received as follows: Area A Economic Development Commission - minutes May 1, Castlegar & District Recreation Commission - minutes May 23, Kaslo and Area D Economic Development Commission - minutes May 15, Slocan Valley South Recreation Commission - minutes May 25, WITH RECOMMENDATIONS All Recreation Committee - minutes May 17, 2017 Moved By Director Popoff and seconded, 366/17 That the Regional District of Central Kootenay Directors from Castlegar, Nelson, Areas E, F, H, I and J meet to discuss the opportunities to jointly benefit the residents of the area at Campbell field; AND FURTHER, that RC Strategies and Professional Environmental Recreation Consultants (PERC) be retained to facilitate the discussion Area A Economic Development Commission - minutes June 5, 2017 Regional District of Central Kootenay 2

3 367/17 That the Board approve the payment of a grant from Area A Economic Development budget for the following: Kootenay Employment Services Society $1, Castlegar & District Recreation Commission - minutes June 6, 2017 Moved By Director Davidoff and seconded, 368/17 That the Castlegar and District Recreation Commission allocates up to $15,000 from Service 222 to survey residents from Castlegar, Areas I and J with options for renovations and additions to the Castlegar and District Community Complex Creston Valley Services Committee - minutes June 8, 2017 Moved By Director Binks and seconded, 369/17 THAT the RDCK organize a facilitated meeting to identify interest groups, potential partners and current active projects in the Town of Creston and Areas A, B, and C parks and trails realm in preparation for a master planning cycle; AND FURTHER, THAT the meeting be funded 25% from the Area A Regional Parks Service and 75% from the Areas B, C and Town of Creston Parks Service. Moved By Director Binks and seconded, 370/17 The Board approve a 2% increase to all facility fees for the Creston and District Community Complex (Arena, Curling Rink, Aquatic Centre, Facility Rooms), Rotocrest Hall and accessory equipment; AND FURTHER, that staff draft a terms of reference for the Regional District of Central Kootenay Fees and Charges Review Nelson & District Recreation Commission No. 5 - minutes June 13, 2017 Moved By Director Newell and seconded, 371/17 That the Board acknowledge the donation, made jointly to the RDCK and the City of Nelson, of the Man in Motion sculpture from Mr. Bill McDonnell, made on behalf of all community donors. Moved By Director Faust and seconded, 372/17 The Board approves a 2% increase to all facility rental fees for the Nelson and District Community Complex and Civic Arena; AND FURTHER, that staff draft a terms of reference for a RDCK Fees and Charges Review. Moved By Director Kozak and seconded, Regional District of Central Kootenay 3

4 373/17 The Board approves the emergency purchase of the Nelson and District Community Complex (NDCC) Fitness Centre Studio Heating, Ventilation and Air Conditioning (HVAC) unit and that the 2017 NDCC Financial Plan be amended to reflect the cost of the emergency replacement funded from reserves. 2.3 DIRECTORS' REPORTS Chair Hamling 2.4 MEMBERSHIP Congratulations to Director Main for being voted by the BC Caucus to the FCM Board. Thank you to Director White for arranging the Beckwith Tour during the 2017 FCM Conference. Director Main thanked the Board for their support Area D Advisory Planning Commission Moved By Director Cathro and seconded, 374/17 That the Board Chair send a letter to Art Mason and Chris Carroll, formerly members of the Area D Advisory Planning Commission, thanking them for their service to the Commission and the RDCK Recreation Commission No. 2 - Village of Kaslo The letter dated May 10, 2017 from the Village of Kaslo appointing Kellie Knoll and Ken Butt to the RDCK Recreation Commission No. 2 for a two year term, has been received. Regional District of Central Kootenay The letter dated June 1, 2017 from Peter Ronald, Local Government Program Services advising that the RDCK will receive a $22,500 Community Wildfire Protection Plan grant for Area J. 3.2 The letter dated June 1, 2017 from Peter Ronald, Local Government Program Services advising that the RDCK will receive a $22,500 Community Wildfire Protection Plan grant for Area G and Salmo. 3.3 The letter dated June 1, 2017 from Peter Ronald, Local Government Program Services advising that the RDCK will receive a $22,500 Community Wildfire Protection Plan grant for Area H South. 3.4 The letter dated June 1, 2017 from Peter Ronald, Local Government Program Services advising that the RDCK will receive a $22,500 Community Wildfire Protection Plan grant for Area H North. 3.5 The letter dated June 1, 2017 from Peter Ronald, Local Government Program Services advising that the RDCK will receive a $11,250 Community Wildfire Protection Plan grant for Trozzo Creek. 3.6 The letter dated June 5, 2017 from Johnny Strilaeff, Columbia Power Corporation advising the RDCK that they will no longer be involved with the Kootenay Country Booth Initiative beyond ACCOUNTS PAYABLE Moved By Director Hewat and seconded, 379/17 The Accounts Payable Summary for May, 2017 in the amount of $2,687, be approved. 5. BYLAWS 5.1 Bylaw 2560: Arrow Creek Water Treatment and Supply Service Security Issuing Moved By Director Wall and seconded, 380/17 That "Arrow Creek Water Treatment and Supply Service Security Issuing Bylaw No. 2560" be read a FIRST, SECOND and THIRD time by content.

6 Moved By Director Wall and seconded, 381/17 That "Arrow Creek Water Treatment and Supply Service Security Issuing Bylaw No. 2560, 2017" is ADOPTED and the Chair and Secretary are hereby authorized to sign same. 5.2 Bylaw 2561: West Creston Fire Protection Service Security Issuing Moved By Director Binks and seconded, 382/17 That "West Creston Fire Protection Service Security Issuing Bylaw No. 2561, 2017" be read a FIRST, SECOND and THIRD time by content. Moved By Director Binks and seconded, 383/17 That "West Creston Fire Protection Service Security Issuing Bylaw No. 2561, 2017" is ADOPTED and the Chair and Secretary are hereby authorized to sign same. 6. NEW BUSINESS 6.1 DEVELOPMENT SERVICES For Information: Regional Agricultural Liaison Service - Technical Extension The Terms of References from Sangita Sudan, General Manager of Development Services, regarding the Regional Agriculture Liaison Service (RALS) - Technical Extension, has been received. The contract for the RALS has been awarded to Keefer Ecological Ltd. Regional District of East Kootenay Board Meeting - June 9, 2017 That the Regional Agricultural Liaison Services contract be awarded to Keefer Ecological Services Ltd. 6.2 ENVIRONMENTAL SERVICES Ymir Reservoir Replacement - Supply and Install The Board Report dated June 6, 2017 from Ghazi Razvi, Senior Project Manager, requesting the Board award the contract for the Ymir Reservoir Replacement, has been received. Moved By Director Cunningham and seconded, 384/17 That the Board authorize staff to award the "Ymir Reservoir Replacement - Supply and Install" contract to "Western Tank & Lining Ltd." for an amount of $462,546 (excluding GST) with all funds to come from Service 244 Ymir Water Utility, and that the Chair and Secretary be authorized to sign the necessary contract documents. 7 6.2.2 Federation of Canadian Municipalities (FCM) - Municipal Asset Management Program Grant Application The Board Report dated June 1, 2017 from Tanji Zumpano, Water Services Liaison, requesting authorization from the Board to apply to FCM Municipal Asset Management Program for the Water Services Asset Management Plan project, has been received. Moved By Director Cunningham and seconded, 385/17 That the Board directs staff to apply for a grant from the Federation of Canadian Municipalities' Municipal Asset Management Program for the Water Services Asset Management Plan project. That the RDCK commits to conducting the following activities in the proposed project submitted to the Federation of Canadian Municipalities' Municipal Asset Management Program to advance our regional asset management program: Data collection on existing assets; Asset condition assessment; Long-term financial modelling to support asset management decisions; An asset replacement schedule model for the 9 participating systems; and Develop a "Funding Water Infrastructure for the Long Term" report for each of the project's participating systems. That the RDCK commits a minimum of 20% of the project cost from its approved budget toward the costs of this initiative. 6.3 FINANCE & ADMINISTRATION Transit Improvements Regional District of Central Kootenay 7 The Board Report dated June 1, 2017 from Randy Matheson, Research Analyst, providing information to the RDCK Board on Transit Infrastructure Improvements to the Kootenay Lake West and Creston Valley Transit Services, has been received. Stuart Horn recognized Randy Matheson for receiving the Transit Superstar Award at the 2017 BC Transit Conference. Moved By Director Chernoff and seconded, 386/17 That the Board direct staff to send a letter to the Nelson Ministry of Transportation and Infrastructure office thanking staff for their hard work to improve infrastructure for our transit services, and to express that the RDCK looks forward to continued cooperation in the future Financial Services Grant The 2017 Financial Service Grant list of societies and non-profit organizations, has been received. 387/17 That the Board authorize the release of funding for the following FINANCIAL GRANT SERVICES as of August 1, 2017 subject to the receipt and staff review of society and non-profit organization financial statements, minutes of the most recent annual general meeting, and a list of active officers:

RURAL AFFAIRS COMMITTEE 393/17 The Regional District of Central Kootenay Board support the application for subdivision as presented by the applicant Lorne Haggart for property located at 401 Townsite Road in Electoral Area K and legally described as the Northeast Quarter of Section 14, Township 71, Kootenay District Except the West Half of Said Northeast Corner (PID ). 394/17 That the Board take no further action to file a Notice on Title relating to land at 2839 Harlow Road, North Shore, Electoral Area F, currently owned by Shannon Shah, legally described as Lot A, District Lots 787 and 788, Kootenay District, Plan Regional District of Central Kootenay 12

PUBLIC TIME THEREFORE BE IT RESOLVED that the Ministry of Community, Sport and Culture consider creating a mechanism, similar to that available under the Community Charter, for Regional Districts to empower Business Improvement Districts in the electoral areas. Moved By Director Peterson and seconded, 409/17 WHEREAS holding the Union of British Columbia Municipalities (UBCM) annual conference in Whistler is cost prohibitive for many small municipalities and other participants; AND WHEREAS the additional environmental impact of driving to Whistler from Vancouver for participants who fly is contrary to reducing carbon emissions; Regional District of Central Kootenay 15 THEREFORE BE IT RESOLVED that UBCM conferences be held in municipalities limited to the Metro Vancouver Regional District or the Capital Regional District or similar venues. Moved By Director Faust and seconded, And Resolved that: 410/17 WHEREAS the forest industry is critical to the success of the economy of British Columbia; AND WHEREAS communities that rely on surface water for drinking and irrigation are concerned about the effect of wildfire, tree harvesting and landslides in all consumptive water sources;

THEREFORE BE IT RESOLVED that Union of BC Municipalities request the provincial government form a task force comprised of representatives that include tenure holders, wildfire specialists, biologists, hydrologists, and citizen representatives to consult with local governments to determine their concerns on consumptive watershed management. 9.
