CORRESPONDENCE FOR ACTION BC's Affordable Housing Conference, Nov , 2015 Report by D. Szawlowski, Deputy Director, Corporate Services # Moved, Seconded THAT the District of Elkford approve travel expenses for one member of Council to attend the BC's Affordable Housing Conference, November 22-25, 2015 in Richmond, BC. DEFEATED (b) Regional Community to Community Forum, November 26, 2015 Report by D. Szawlowski, Deputy Director, Corporate Services # Moved, Seconded THAT the District of Elkford approve travel expenses for any available members of Council to attend the Regional Community to Community Forum, November 26, 2015 in Cranbrook. MUNICIPAL OFFICIALS' REPORTS Ball Diamonds Improvements, Early Budget Approval Report by G. Stanley, Director, Leisure Services # Moved, Seconded THAT the District of Elkford authorize early 2016 budget approval in the amount of $18,000 for shale upgrades to the Elkford Ball Diamonds, and in addition, match dollar for dollar other Elkford Minor Ball fundraising monies that they wish to be applied to other District approved Elkford Ball Diamond upgrades, to a maximum of $10,000 in additional funds, with a maximum District of Elkford investment of $28,000. 5 Minutes of the Regular Council Meeting of November 09, 2015 MOTION TO AMEND # Moved, Seconded THAT the Early Budget Approval resolution for Elkford Ball Diamonds Improvements be amended to remove including the matching of the fundraising monies for the club and to specify the provision of up to $18,000 for the shale upgrades. The resolution now reads: # Moved, Seconded THAT the District of Elkford authorize early 2016 budget approval of up to $18,000 for shale upgrades to the Elkford Ball Diamonds. Council directed staff to communicate their encouragement to the club to continue to fundraise. (b) UBCM Asset Management Planning Program Grant Application Report by H. Potter, GIS Technician # Moved, Seconded THAT the District of Elkford support a grant application for the UBCM 2016 Asset Management Program to implement and manage Stage 1 of an Asset Management Program. (c) Bylaw Enforcement Officer Appointment Report by D. Szawlowski, Deputy Director, Corporate Services # Moved, Seconded THAT the District of Elkford appoint Arthur Mortimer as a Bylaw Enforcement Officer for the District of Elkford. Council inquired of staff about the review of the new model of Building Inspections and Bylaw Enforcement between Elkford and Sparwood. The Chief Administrative Officer responded that the review will be done annually or on an as required basis. (d) Council Youth Representatives Policy No , Amendment Report by D. Szawlowski, Deputy Director, Corporate Services # Moved, Seconded THAT the District of Elkford approve amending the Council Youth Representatives Policy No by adding authorization for travel expenses for the Senior Council Youth Representative to attend the annual BC Youth Parliament. 6 Minutes of the Regular Council Meeting of November 09, 2015 BYLAWS Subdivision and Development Servicing Bylaw No. 776, 2016 Report by S. Beeching, Director, Planning and Development Services First Reading # Moved, Seconded THAT the Subdivision and Development Servicing Bylaw No. 776, 2016 be read a first time. Councillor Fairbairn inquired about future development technologies and how they will be incorporated in the bylaw. Staff responded that the bylaw has provisions for alternative proposals from developers that may be incorporated in future projects. Storm water management was discussed. MAYOR AND COUNCILLORS' REPORTS & COMMITTEE BUSINESS Councillor Wildeman Attendance at Meetings Oct Elk Valley Environmental Monitoring Committee Open House in Fernie. Nov. 6 - College of the Rockies Board of Governers luncheon. Input from the Residents 1. The residents suggested community involvement if a new name is needed for the bridge over the Boivin Creek. 2. The residents inquired if the District's numbers, including the emergency 91.1 radio, can be included in the newsletter. Staff will follow up. 3. A concern was forwarded that the bylaw enforcement phone call was not answered on the weekend. Staff will follow up. The phone system was down at the District Officer Monday morening. 4. An inquiry came from the users of 2700 Balmer in regards to the garbage removal. Staff advised that the users can request a garbage container from Public Works department and have it ready for weekly removal. 5. Residents commented on the difference between the old street lighting system and the new LED lights that seem to provide a more narrow angle of light. Staff advised that the new LED technology provides for the "dark skies sharp cut off" system that is more economical to use, and is specified in the Official Community Plan. (b) Councillor McGregor Attendance at Meetings Oct Elkford Community Enhancement Society, working on the policy. Oct Elkford Public Library. The library will be closed Dec. 20 to Jan. 4. 7 Minutes of the Regular Council Meeting of November 09, 2015 (c) Councillor Robinson Inquiry from the Residents User groups inquired if they can play music in the arena during their paid rentals. The request will be forwarded to the Leisure Department. (d) Kelli Klein, Junior Council Youth Representative Youth Events Terry Fox raffle tickets are being sold by the students. Nov. 7 - Hugh Twa Hockey Tournament was a success. Nov Elkford Secondary and Rocky Mountain Elementary Schools will have a joint Remembrance Day ceremony. In response to the students' invitation, Councillor Bertrand committed to attend. Volleyball: Bantam girls came in 5th out of 7, and Senior girls are hosting the East Kootenay Championships in Elkford. Elkford Secondary band has been invited to play at Moonlight Madness. Minor Ball fundraiser dance and silent auction were very successful. (e) Joel Sullivan, Senior Council Youth Representative Youth Events This is the second year that ESS and RMES will join together for Remembrance Day ceremony. ESS band will play and RMES choir will sing. Nov cadets will be in attendance at Remembrance Day parade in Elkford. Highest number of cadets in many years. Poppy sales are going very well. (f) Councillor Fairbairn Attendance at Meetings and Events Oct Elk Valley Environmental Monitoring Committee Open House in Fernie. Visited the library photo contest. (g) Councillor Bertrand Attendance at Meetings and Events Oct Economic Development Forum in Cranbrook. Nov. 4 - Fire Chiefs for the Day Luncheon. (h) Councillor Zarowny Attendance at Meeting Oct Economic Development Forum in Cranbrook. (i) Mayor McKerracher Attendance at Meetings Oct RDEK Collective Bargaining. Oct Caliper Sales, wind and solar energy. Nov. 5 - Interior Health Community Paramedicine Initiative in Creston. Nov. 5,6 - RDEK Board and Committee meetings. BACKGROUND: The meeting will be attended by elected officials in the Elk Valley and will address placement of physicians affecting our region, ISSUES; None, OPTIONS AND DISCUSSION: Option 1) Approve travel expenses. Will provide an opportunity to represent E/kford at the meeting, Option 2) Do not approve travel expenses. Elkford will not be represented. IMPLICATIONS: 1) Strategic priorities: health care in the Elk Valley, 2) Climate Change: none identified, 3) Environment: GHG emissions for travel to Fernie, 4) Social: none identified, 5) Legal: none identified. 6) Organization: staff time. 7) Financial: approximately $75 in travel expenses if personal vehicle is used, District vehicle is available that would provide savings in travel expenses, ATTACHMENTS; None. Beeching, Director, Planning and Development Servi ces November 23, 2015 Unsightly Premises Update n01') PURPOSE To provide Council with an update on the unsightly premises remedial orders. BACKGROUND At the July 27, 2015 Regular Council Meeting District Council approved resolutions to declare five properties unsightly and order remedial action. Registered letters were sent to all owners informing them of the declaration and direction to remediate their property by August 31,2015. PROCESS 31 Delta The mobile home and other debris has been removed from the property Newgate The owner has removed the mobile home. The unpermitted addition has not been removed and the owner has requested an extension until the spring of The District is prepared to move forward with having a contractor complete the remediation as required Newgate The remains of the burned out mobile home have been removed. The owner has been providing updates to the District and plans to continue to remove the debris as time permits. The District is prepared to move forward with having a contractor complete the remediation as required Newgate From the outward appearance the remediation is complete; however a hazardous situation remains. Upon further inspection staff has determined that the mobile home is uninhabitable. Staff is working with the management company to determine the next step. 10 Casino The log structure, accessory buildings, and construction materials have been removed and the property has been landscaped.
