1 6:00 PM The 24th General Council meeting of the 56th Elected Council of the Six Nations of the Grand River Territory was held on the above noted date held in the Council Chambers of the Administration Building, Ohsweken, Ontario, with Chief Ava Hill presiding. St. Peters Church 2. Six Nations Rebels Request

2 PAGE 2 (2) DELEGATIONS/PRESENTATIONS 1. Attendance Awards Six Nations students attending secondary school in attendance for Attendance Recognition awards. Students are recognized for having AWESOME, EXCELLENT, and PERFECT attendance. Students receive a certificate and monetary award Canadian Brigade Group Commander of the 31 Canadian Brigade. Colonel Brock Millman; Brigade Sergeant Major, Chief Warrant Officer Dave Ellyatt; and Deputy Brigade Commander, Lieutenant-Colonel Kevin Bertoia in attendance to inform Council of the upcoming tactical exercise to be conducted in the area starting on August 11-24, The Canadian Armed Forces soldiers and various armored vehicles will be in the vicinity of Smithville to the Niagara River for a training event simulating an invasion of Canada at the Welland Canal. Chief Hill will get the word out through Six Nations Council media outlets to inform the Community so that no one is caught off guard and suspicious of their presence in the area. NEW BUSINESS Six Nations Rebels SN Rebels management in attendance to request monetary donation to assist in their trip to the Founders Cup Championship in Halifax Nova Scotia. Council questions why they are here at the last minute and why wasn t fundraising done in anticipation of this. Rebels state that they have had financial difficulties this past year and that any fundraising that was done went towards a bust regular season. Council also states that money needs to be set aside in the next budget for these things. Council will have further discussion on the matter. (3) ADOPTION OF THE GENERAL COUNCIL MINUTES OF JULY 22, 2014 GC#500/08/12/2014 Moved by Melba Thomas and seconded by Dave Hill to adopt the July 22, 2014 General Council meeting minutes as presented. (4) AUGUST 6, 2014 HUMAN SERVICES RECOMMENDATIONS GC#501/08/12/2014 Moved by Melba Thomas and seconded by Sherri-Lyn Hill Pierce that the Six Nations Elected Council accept the funding from Grand River Employment and Training for summer students in the amount of $18, GC#502/08/12/2014 Moved by Melba Thomas and seconded by Sherri-Lyn Hill Pierce that the Six Nations Elected Council accept funding from the Canada Summer Jobs Fund in the amount of $2,

GC#505/08/12/2014 Moved by Melba Thomas and seconded by Sherri-Lyn Hill Pierce that the Human Services Committee provide a letter of support for the application submitted to the Six Nations Community Development Trust Fund in the amount of Fifty One Thousand Dollars ($51,000.00) by the Long Term Care Home and Community Care program to purchase a new program wheelchair accessible van. Further that the letter be signed by the Chairperson of the Human Services Committee. GC#506/08/12/2014 Moved by Lewis Staats and seconded by Melba Thomas that the Human Services Committee provide a letter of support for the application submitted to the Six Nations Community Development Trust Fund in the amount of Thirty Eight Thousand Three Hundred and Sixty Five Dollars ($38,365.00) by the Health Promotion & Nutrition Services to purchase a program van. Further that letter be signed by the Chairperson of the Human Services Committee GC#507/08/12/2014 Moved by Lewis Staats and seconded by Sherri-Lyn Hill Pierce that the Six Nations Elected Council accept the Health Services Fourth Quarter Financial Report as information. GC#508/08/12/2014 Moved by Lewis Staats and seconded by Sherri-Lyn Hill Pierce that the Six Nations Elected Council accept the Health Services First Quarter Financial Report as information. GC#509/08/12/2014 Moved by Lewis Staats and seconded by Melba Thomas that the Human Services Committee recommends to the Six Nations Elected Council to approve the renewal of the Lease Agreement with the Six Nations Police Services to lease, operate and manage the Six Nations Ball Hockey Rink from July 29, 2014 to July 28, 2015 with the understanding of the following: 1. Six Nations Elected Council will waive the Lease amount of $ per month. 2. Six Nations Police Services will attempt to provide lighting to the Ball Hockey Rink. 3. Six Nations Police Services will continue to charge fees to the interested persons to participate in the proposed ball hockey leagues and tournaments.

Six Nations Parks and Recreation will contact Six Nations Police Services by June 30, 2015 to determine if they are willing to renew the Lease Agreement by July 28, GC#510/08/12/2014 Moved by Lewis Staats and seconded by Melba Thomas that the Six Nations Elected Council Waive Second Reading for the approval of the renewal of the Lease Agreement with the Six Nations Police Services to lease, operate and manage the Six Nations Ball Hockey Rink from July 29, 2014 to July 28, GC#511/08/12/2014 Moved by Sherri-Lyn Pierce and seconded by Lewis Staats that the Six Nations Elected Council to accept the Parks and Recreation Financial Report for the Period Ending June 30, 2014 as information. (5) AUGUST 11, 2014 COMMITTEE OF THE WHOLE RECOMMENDATIONS GC#512/08/12/2014 Moved by Darryl Hill and seconded by Carl Hill that the Six Nations Elected Council endorse the Grand River Water Management plan in principal as a plan of best practices and continue to voluntarily collaborate with other plan partners to develop the best value solutions to water management in the Grand River Watershed, and that the pamphlet be distributed to the Six Nations Community and a link be placed on the Six Nations website. (6) ACRS CONTRACT AWARD Councillor questions the depth of the inspection? Could face problems when funding any repairs. A class D estimate is provided. Why is there such a big difference in quotes? Is the scope of work the same? The higher quote considers travel costs. (7) SCHEDULING GC#517/08/12/2014 Moved by Carl Hill and seconded by Sherri-Lyn Hill Pierce that the Six Nations Elected Council approve travel for Councilor Dave Hill to attend the Steering Committee on Housing Meeting being held in Wikwemikong on September 17-19, GC#518/08/12/2014 Moved by Terry General and seconded by Robert Johnson that the Six Nations Elected Council approve travel for Chief Ava Hill and Councillors Carl Hill, Darryl Hill and Helen Miller attend the Iroquois Caucus in Oneida on September 18-19, GC#519/08/12/2014 Moved by Carl Hill and seconded by Lewis Staats that the Six Nations Elected Council approve travel for Councillor Terry General to attend the All Tribal Council and Large/Unaffiliated First Nations meeting being held in Sault St. Marie on September 11-12, GC#520/08/12/2014 Moved by Sherri-Lyn Hill Pierce and seconded by Lewis Staats that the Six Nations Elected Council approve travel for Chief Ava Hill and Councillors Carl Hill, Darryl Hill and Dave Hill attend the OFNLP Special Partners meeting on September 30 October 2, NEW BUSINESS St. Peters Church Councillor informs that a delegation from St. Peters Church would like to address Council to inform of an upcoming event, Brightening the Spirits, Breaking the Silence Suicide Awareness Event, Caring Gathering. To be added to the September 9, 2014 General Council Agenda. NEW BUSINESS Six Nations Rebels Discussion continues regarding funding availability. Only funds available are in the Donation Fund. This donation would take a huge portion of that. Councillors note their displeasure of teams and individuals always coming at the last minutes with no budget or provide a report. GC#521/08/12/2014 Moved by Robert Johnson and seconded by Melba Thomas that the Six Nations Elected Council approve a $ donation to the Six Nations Rebels for travel to the Founders Cup Championship Tournament in Halifax Nova Scotia, subject to application to the Six Nations Council Donation Fund.
