7 PAGE 7 GC#710/09/12/2017 Moved by Hazel Johnson and Seconded by Melba Thomas that the Six Nations Elected Council approves to WAIVE SECOND READING on Resolution GC#709/09/12/ SEPTEMBER 11- COMMITTEE OF THE WHOLE RECOMMENDATIONS GC#711/09/12/2017 Moved by Sherri Lyn Hill Pierce and seconded by Melba Thomas that the Six Nations Elected Council to support Six Nations Polytechnic with the following resolution: Whereas, Six Nations Polytechnic as a member of the Aboriginal Institutes Consortium (AIC) has been working with Ontario through a policy co-creation process to develop a standalone policy to recognize the unique role that Aboriginal Institutes (AIs) play in post-secondary education, ensure the provision of secure funding to Aboriginal Institutes and remove the barriers to control of Indigenous post-secondary education in the hands of Indigenous people AND The Six Nations Elected Council understands that discussions with Ontario have evolved to the development of a shared proposal involving two related actions: creation of the independent Indigenous Advanced Education and Skills Council (IAESC) and new legislation that will recognize the IAESC, and will fix the laws that currently prevent AIs from independently granting credentials. It is also understood that the proposed legislation will contain: 1. A preamble that references Ontario s commitment to reconciliation and the United Nations Declaration on the Rights of Indigenous Peoples; 2. A full exemption for recognized Indigenous Institutes from the Post-Secondary Education Choice and Excellence Act; 3. A full exemption for recognized Indigenous Institutes from the Private Career Colleges Act; 4. The proposed exemptions to the above two Acts would be contingent on the Indigenous Institute being recognized by the independently created Indigenous Advanced Education and Skills Council (IAESC), which would also need to review and quality assure each credential that any Indigenous Institute would seek to issue; and 5. A clause that states that the legislation will have no impact on Aboriginal and treaty rights. THEREFORE BE IT RESOLVED: That the Six Nations Elected Council hereby indicates its support for the direction taken by the AIC as outlined above. The Council also encourages the AIC to continue working with Ontario toward the goal of legislation along these lines as soon as possible. Also that Chief Ava Hill sign the letter of support to Ms. Rosie Mosquito.
