Declaration of Pecuniary Interest - None 4. Adoption of the Agenda 4.1 Monday, April 4, Seconded by: Councillor Bromwich THAT the Regular Council Meeting Agenda for Monday, April 4, 2016 be approved as presented. 5. Mayor's Address Good evening everyone, In the month of March I traveled and worked a total of 167 hours as Mayor of Madawaska Valley. I attended 12 scheduled meetings, 10 locally and 2 at the County of Renfrew. This past weekend many members of our community celebrated their cultural heritage by cheering for their representative hockey team in the friendly but highly competitive Opeongo Heritage Cup. This extremely popular tournament is run by the Wilno Heritage Society, the Combermere Heritage Society, the Killaloe Heritage Society and

2 the Zurakowski Park Committee. Congratulations and thanks go to all of these dedicated volunteers for providing another entertaining and successful tournament. A special thank you goes to Mr. Dave Shulist for all his hard work and passion to make the eleventh Opeongo Heritage Cup a great success. This evening a resolution is before Council to declare April 10th to 16th National Volunteer Week. Across Canada there are over 12.7 million volunteers. This week is set aside each year to honour and thank those volunteers for the time and energy they contribute to causes that benefit our communities. It is also an opportunity to promote the benefits of volunteering to individuals and society as a whole. Volunteers are the roots of a strong community, nourishing all our lives with their investment of energy, skills and talents. They are essential for communities to bloom. Through volunteering people also become rooted in their communities, connecting with and caring about the people and places where they live. Even the smallest volunteer effort can leave a profound and lasting trace in a community and reward the volunteer with a true sense of belonging. Madawaska Valley has an astonishing number of dedicated, caring volunteers who put the heart and soul into our community. We have volunteer firefighters, volunteer members on Standing Committees, the Library Board, and the Combermere Recreation Committee. Volunteers organize and run the Wilno Recreation Corporation, Opeongo Seniors Centre, Madawaska Valley Friendship Club, Madawaska Valley Food Bank, Lakeshore Tennis Club, Madawaska Valley Horticultural Society, the Greening Committee, Barrys Bay Area Minor Hockey Association, the Figure 8 s Skating Club, Wilno Heritage Society, Zurakowski Park, Combermere Heritage Society, the Lions Club, and the Legion. Volunteers work at the Library, our local schools, the Visitor & Arts Centre, Madawaska Valley Hospice Palliative Care, the Combermere Craft Cabin and the Mission House Museum & Gallery. They entertain the elderly, comfort the sick, and drive patients to doctor appointments in the city. Volunteers fundraise for the services they provide in our community. Some volunteer groups even hold fundraisers for other volunteer groups to help them achieve their goals. Many volunteer groups fundraise for St. Francis Valley Healthcare Foundation to support the critically important equipment and infrastructure needs of our healthcare hub. The services, infrastructure, programs and events funded by all this volunteer effort have a monetary value that could never be sustained by taxpayers alone. This evening I have mentioned some of the volunteer organizations in our community. A comprehensive list of all the volunteer opportunities in Madawaska Valley would cover numerous pages and take many hours, if not days to compile. Whatever your interests, skills or talents, there is a volunteer group in our community that will welcome and value the contribution you can make. I d like to encourage everyone in our community to find something you are passionate about, volunteer and get involved. 6. Delegations and Presentations - None 7. Confirmation of the Minutes 7.1 Regular Council Meeting Minutes - Monday March 21,

3 THAT the Regular Council Meeting Minutes of March 21, 2016 be approved as presented. 8. Business Arising from the Minutes Councillor Peplinski questioned if the 2015 Annual Reports for the waste sites will be forthcoming. The CAO/Clerk noted that Council received the reports electronically and further discussion will be held at the next Operations Committee Meeting. He added that a paper copy is available in the office as well the reports have been added to a past Operations Meeting Agenda as well as a Regular Council Meeting Agenda and are available online (for Council and public). 9. Committee Reports 9.1 Development and Property Committee Meeting Minutes - March 24, THAT the Development and Property Committee Meeting Minutes of March 24, 2016 be approved as presented. 10. By-Laws 10.1 By-Law RE: Shoreline Road Allowance closures and disposition along the Madawaska River, in front of Lots 6 & 7, Concession 7 designated as Parts 3,4,5 and 6 on Reference Plan 49R-18646, subject to an Easement in favour of Ontario Power Generation Inc., and the acquisition of Part 1, for road purposes, geographic Township of Radcliffe (Allingham and Glowacki) THAT By-Law Being a By-Law to provide for the closing and stopping up of parts of an original allowance for road along the shore of the Madawaska River in front of Lots 6 and 7 in the geographic Township of Radcliffe, in the Township of Madawaska Valley in the County of Renfrew and for the sale thereof to the abutting land owners; and To govern the acquisition of lands in Lot 7 Concession 7 in the geographic Township of Radcliffe in the Township of Madawaska Valley for road widening purposes be given third and final reading this 4th day of April By-Law RE: Site specific zoning By-Law amendment Part Lot 9, Registered Plan 353 and Shoreline Road Allowance along Carson Lake, geographic Township of Jones (Marsh) from Residential One (R1) to Residential

4 One - Exception Fifty One (R1-E51) Moved by: Councillor Peplinski THAT By-Law Being a By-Law to amend By-Law Number of the Township of Madawaska Valley, as amended be given first and second reading this 4th day of April Mayor Love requested that Council consider the Letter from the County of Renfrew in regards to an Environmental Impact Study (EIS) and a development agreement. Mr. Howe (agent for the March's) spoke regarding the study and agreement and noted that the building is being replaced in the same location as consideration has been given to the waterfront as well as the existing septic location Seconded by: Councillor Bromwich THAT Council approves the amendment to By-Law without the need of an Environmental Impact Study (EIS) or the need of a development agreement THAT By-Law Being a By-Law to amend By-Law Number of the Township of Madawaska Valley, as amended be given third and final reading this 4th day of April By-Law RE: Site specific zoning By-Law amendment Part Lot 17, Concession 4, geographic Township of Sherwood (Dombroskie) from Rural(RU) to Limited Service Residential - Exception Forty (R1-E40) THAT By-Law Being a By-Law to amend By-Law Number of the Township of Madawaska Valley, as amended be given first and second reading this 4th day of April Moved by: Councillor Peplinski

5 THAT By-Law Being a By-Law to amend By-Law Number of the Township of Madawaska Valley, as amended be given third and final reading this 4th day of April By-Law RE: Wernham - Correction of Title THAT By-Law Being a By-Law authorizing the acceptance of a Transfer from the owners and the execution and delivery of Transfers back to each of them of portions of a closed road be given first and second reading this 4th day of April THAT By-Law Being a By-Law authorizing the acceptance of a Transfer from the owners and the execution and delivery of Transfers back to each of them of portions of a closed road be given third and final reading this 4th day of April By-Law Establish a Code of Conduct for members of the Municipal Council Councillor Peplisnki suggested that Council suspend the rules of procedure and have the volunteer members that were present ask questions on the Code of Conduct By-Law for this issue only for member of public. Council discussed Councillor Peplinski's suggestion and felt that moving the Code of Conduct By-Law to a Finance and Administration Committee Meeting would provide a less formal atmosphere as well as time to invite all volunteer committee members to be present. Council discussed the original interview process of the volunteer committee members noting that it was during an In-Camera session and felt that the proposed meeting may have to enter In-Camera. Council agreed that an invite would be sent to all volunteer committee members to attend a Special Council Meeting to further discuss the Code of Conduct Moved by: Councillor Peplinski THAT Council direct staff to schedule a Special Council Meeting to discuss By- Law Code of Conduct and invite all standing committee volunteer members to attend.

6 THAT By-Law Being a By-Law to establish a Code of Conduct for members of the Municipal Council, including Standing Committee Members, for the Municipal Corporation of the Township of Madawaska Valley be given first and second reading this 4th day of April, By-Law RE: Standing Committees of Council Revisions THAT By-Law Being a By-Law to appoint the Standing Committees of Council, , or until their successor(s) is/are appointed be given first and second reading this 4th day of April Accounts THAT By-Law Being a By-Law to appoint the Standing Committees of Council, , or until their successor(s) is/are appointed be given third and final reading this 4th day of April Correspondence 12.1 Letter from MVDHS Scholarship and Bursary Fund - March 24, 2016 RE: Donation Mayor Love reviewed the MVDHS Scholarship and Bursary Fund donation request THAT Council approve two $250 bursaries for two Madawaska Valley District High School students that demonstrate financial need and reside in the Township of Madawaska Valley from AMO Communications - March 14, 2016 RE: Province Announces Updated Long-Term Affordable Housing

7 Strategy Mayor Love reviewed the updated long-term affordable housing strategy. The CAO/Clerk noted that the County of Renfrew has recognized the need for affordable housing in the area and interested parties should work with the County. He further added that projects need to be shovel ready and that at this point applications are not being accepted. Council accepted as information from AMO Communications - March 22, 2016 RE: 2016 Federal Budget Mayor Love reviewed the 2016 Federal Budget highlights. Council received as information Letter from Ombudsman Ontario - March 10, 2016 RE: Public Sector and MPP Accountability and Transparency Act, 2014 Mayor Love reviewed the letter regarding public sector and MPP Accountability and Transparency Act, Council received as information from Mario Sergio, Minister - March 30, 2016 RE: June - Seniors Month 2016 Direction was given to staff to promote June as Seniors Month Seconded by: Councillor Bromwich WHEREAS Seniors' Month is an annual province-wide celebration; WHEREAS seniors have contributed and continue to contribute immensely to the life and vibrancy of this community; WHEREAS seniors continue to serve as leaders, mentors, volunteers and important and active members of this community; WHEREAS their contributions past and present warrant appreciation and recognition and their stories deserve to be told; WHEREAS the health and well-being of seniors is in the interest of all and further adds to the health and well-being of the community; WHEREAS the knowledge and experience seniors pass on to us continues to benefit all; THEREFORE the Council of the Township of Madawaska Valley, do hereby proclaim June 1-30, 2016 Seniors' Month in the Township of Madawaska Valley and encourage all citizens to recognize and celebrate the accomplishments of our seniors Letter from Enbridge - March 22, 2016 RE: Ontario Energy Board Application #EB Review of Mechanisms to Recover the Costs of Natural Gas Expansion in Ontario Mayor Love reviewed the letter from Enbridge regarding the Ontario Energy Board Application. Councillor Maika requested that Council is provided more information in regards to what the expansion means to the Township as well as what proposals or expansion plans Enbridge is considering. Councillor Peplinski suggested that Enbridge is invited to an upcoming Council Meeting for further discussion. Council received

8 the letter from Enbridge as information Letter from Steve Griffiths, Principal, Sherwood Public School RE: Fun Fair Mayor Love reviewed the letter from Mr. Griffiths, Principal, Sherwood Public School and the four members of Council present agreed to attend the event. Direction was given to staff to add the event to the Council Calendar from Michael Chan, Ministry of Citizenship, Immigration and International Trade - Ontario Honours and Awards - April 1, 2016 RE: 2016 Lincoln M. Alexander Award Mayor Love reviewed the regarding the 2016 Lincoln M. Alexander Award. Staff was given direction to advertise through social media as well as provide the information to Madawaska Valley District High School. 13. New Business 13.1 National Volunteer Week - April 10-16, WHEREAS Volunteer Canada proclaimed April 10-16, 2016, as National Volunteer Week; AND WHEREAS National Volunteer Week is a time to pay tribute to the millions of Canadian volunteers who donate their time and energy to the greater public good; AND WHEREAS the Township of Madawaska Valley deems there to be great value in the local volunteers who are the backbone to the Madawaska Valley, creating a unique community and offering a high quality of life to its residents and visitors; NOW THEREFORE, the Council of the Township of Madawaska Valley proclaim April 10-16, 2016 as "National Volunteer Week". 14. Unfinished Business 14.1 Severance Application B120/13(2) - B123/13(5) Owner: Rebecca Dombroski RE: Approval with respect to Part 7 The CAO/Clerk reviewed the Severance Application B120/13(2)- B123/13(5) and that Part 7 remains Township property and that no road allowance is being closed. For topographical and physical reasons the road will be slightly moved, amending the original plan THAT Council accept the proposed changes to part 7 of Severance Application B120/13(2) - B123/13(5) Rebecca Dombroski AND THAT Parts 7,8 and 9 will meet the road needs of the Municipality.

Public Question Period Andy Boyd - questioned the changes to the Councillor Code of Conduct and noted that he was disturbed that Council agreed to changes of the Councillor Code of Conduct in regards to volunteer members without any notice to the volunteer members. Mayor Love advised that the only change to the Code of Conduct was that it included volunteer members. She added that she could not speak on the matter directly as the interview process for volunteer members was conducted in an In-Camera Session and suggested that the proposed Special Council Meeting dealing with the Code of Conduct may have to be dealt with In-Camera as well. Mr. Boyd requested that the proposed dates for the meeting are made when he is available as he plans on being out of town in the near future as well he requested that the changes are highlighted and definitions are provided. Glen Guest - questioned if Council has given any consideration in purchasing Sherwood Public School (as perhaps a low rental housing complex)? Mayor Love advised that Council has submitted an expression of interest to the Renfrew County Public School Board and that the deadline for the expression of interest is May 7, In-Camera THAT the Meeting enter In-Camera Session at 8:00 p.m. to discuss matters pertaining to "the security of the property of the municipality or local board", "personal matters about an identifiable individual, including municipal or local board employees"; "a proposed or pending acquisition or disposition of land by the municipality or local board", "advice that is subject to solicitor-client privilege, including communications necessary for that purpose", Ontario Municipal Act 2011, c.25, s.239 (2)(a)(b)(c)(f). 1. 10 THAT the Meeting return to Open Session at 8:55 p.m. Mayor Love advised that the Regular Council Meeting Minutes - In-Camera for March 21, 2016 were accepted as presented. She also advised that the letter from Mary Shushack, Staff Report and letter from Frank Yantha were also received as information. Mayor Love noted that the letter from Rita McLean was received as information and advised that it will be addressed at a later date, pending an active investigation. 18.
