He stated in July of 2014, City Council approved the Men s Winter Refuge use of the property previously occupied by the Domestic Violence shelter. He said as of November 2014, 60 men have made use of the refuge, noting the general stay time to be 8-10 days, giving them time to find housing. Mr. Withus stated the refuge houses 12 men per evening and has 2 volunteers each night who work from 8pm-7am. He said the men are picked up from the All Saints Episcopal Church. He concluded by saying the refuge has benefited from over 400 volunteer hours, financial support from the community and grant funding. He stated the intent is to stay open until May and close the facility until winter. MAYOR S REPORT Alderman Frantsvog moved the City Council adopt Resolution No supporting the amendment of Ward County Ordinance to clarify the existing one half of one percent (0.05%) sales tax and authorize additional spending and the sale of additional bonds for the purposes of construction of the office building, renovation of the courthouse, jail expansion and infrastructure. Motion seconded by Alderman Hatlelid.
7 Alan Walter, Ward County Commissioner appeared before the Council to state that Alderman and Commissioners from the Liaison Committee came together to discuss support for the effort by Ward County to expand its jail facility. He stated the current facility is overcrowded and the county is limited in the number of inmates that can be housed in other facilities. He concluded by saying the ground work for the expansion would potentially begin June 1 st or July 1 st with a 2 year construction schedule and estimated completion date of late Chief Olson stated since late October, the City has followed the bond order which requires bond on DUI offenses only. He said due to the limited jail space, only crimes such as simple assault, domestic violence offenses and DUI offenses require jail time. He stated all other individuals are released on their own recognizance with the expectation of their showing up for court appearances. Chief Olson stated the Minot PD currently have 600 warrants for people who failed to appear for court proceedings and Ward County has 2500 such warrants. Mayor Barney welcomed Cub Scout/Tiger Scout Pack 429, who were in attendance to receive their badge for citizenship. CITY MANAGER REPORT City Manager, Lee Staab provided his monthly report and updated the Council on meetings involving the bond claim and construction schedule for the parking ramps, which are to take place February 10 th in Minneapolis. He also gave an overview on the status of the HUD Resiliency Competition, noting an application draft will be available February 15 th, and the final draft will be submitted March 15 th. Mr. Staab also discussed upcoming meetings in March regarding National Flood Insurance Protection (NFIP) Community Rating System. Mr. Staab informed the Council it was time to re-evaluate the City s Comprehensive Plan, which is now 3 years old. He also reminded the public of the upcoming public meeting February 17 th concerning the HUD Resiliency Competition. He concluded by briefing the Council on various City departments. CITY ATTORNEY REPORT Alderman Frantsvog questioned Assistant City Attorney Kelly Hendershot on the status of the department, with regard to special contract counsel of Pat Seaworth. Ms. Hendershot stated Mr. Seaworth s guidance and time has been helpful to her. She noted the municipal case load continues to be busy and she is holding her own in that area.

Motion seconded by Alderman Miller. Dean Clott of 5227 and 5217 North Broadway appeared before the Council in opposition of the variance. He stated the road was already in poor condition and the property owners have financial burdens to maintain since the township will not. He also expressed concern of the proposed chemicals being located in that area and the potential catastrophic problems it could cause. Mr. Clott believes these types of chemicals should not be located in an area so close to town. He emphasized he does not oppose the business bringing in the chemicals, just where the proposed storage location would be. Robert Helstad of th St. NW appeared before the Council to oppose the chemicals being brought to that location. He believes they should be placed in an industrial area. Jayson Nelson, representing Amgas Services stated he understands the neighbors concerns in regards to the road use in the spring. He said the company is committed to being a good neighbor and will work to maintain the road. Mr. Nelson stated he has not met with the township himself, and is not aware if any other company representative has. He concluded by saying the company will maintain their entrance road but not the main road. Ralph Fettig of 5025 North Broadway appeared before the Council in opposition of the request. He stated he has spoken with the township and was told the property owners must maintain the main road. Alan Egberg and Jared Lochthowe of th Ave NW both expressed their opposition to the variance.
